The project is in its second year of implementation. Pipeline: the following sub-projects are under implementation or advanced preparation. Contracts under Execution: Page 1 of 6 The World Bank Report No: ISR10103 -Provincial Route (PR) 3 in Chaco: Procurement process finalized. Works started on March 2012. The advance of works was of around 40% on March 2013. This segment is sensitive form a social and environmental point of view. It is important to highlight that the Project Implementation Unit (PIU) and the Chaco province have continued the Environmental Assessment and Management Plan related activities by updating the baseline information on biodiversity which has been entrusted to the UNE (regional university). Given the strategic location of this segment in a biodiversity corridor, the Bank is supporting analytical work to develop a conservation landscape in the Region of Chaco with a Public Disclosure Copy Special Focus on Road Infrastructure Works� using the subproject as a pilot area. On July 27th, 2012, the Chaco Provincial Road Directorate (DPV), with support from the Bank, organized a launching event for the study publication. Results were published and are available at: http://documents.worldbank.org/curated/en/2012/06/16555308/. The Bank team is monitoring closely the implementation of safe passages for fauna as part of the civil works contracts, as part of the project's Environmental Plan. -PR 5 in Santiago del Estero: Project and bidding documents were reviewed and approved by the Bank, the bidding process was launched, and proposals were received on July 24th. Proposals were evaluated and the evaluation report was approved by the bank. On November 28th an OPRC meeting was held and the Bank gave the No Objection to the PIU decision of awarding the contract to the lowest bid. The firm was notified of the decision on December 6, 2012. -PR 304 Tucuman: Procurement process finalized with Operational Procurement Review Committee (OPRC) clearance of no objection letter to Borrower's Bid Evaluation Report and proposal for award of contract in 3 lots. OPRC meeting held on April 3 2013, No Objection Letter sent on April 4 2013. Project Implementation Unit (PIU) informed during the mission on April 22-26, 2013 that they are in the process of finalizing documentation to sign all three contracts. Sub-projects under Review: - PR 9, Chaco: As the previous case the Bank had reviewed the documents sent by the PIU and is expecting some corrections. There was a technical visit to the project site on December 2012 as part of the Supervision Mission held in December 2012. - PR 18, Santiago del Estero: the Bank has offered further comments to project documents submitted by PIU. - PR 94 i n Corrientes: This sub-project was part of the pipeline during preparation. The Bank has not yet received any document. The PIU has informed the Bank during last mission (held in December 2012) that they intend to replace this sub-project with PR 18 in Santiago del Estero On the Institutional Development component, the PIU presented to the Bank an Institutional strengthening plan for the Chaco DPV on November 14th, 2012. Its methodology coincides with the model prepared for other projects, and follows the criteria developed for the Program. On August 2nd, 2012, the PIU organized a workshop for the DPVs of Tucuman and Santiago del Estero Provinces as a kick off activity to construct both plans. Esteban Travaglianti, consultant in the Bank team, participated as a key speaker on behalf of the Bank's team. The PIU informed the Bank that the provinces of Tucuman and Santiago del Estero are working on the diagnose of their DPV’s institutional capacity but show some delay in respect to agreed timetables. The Bank team has expressed its concern to the Borrower regarding delays in the implementation of activities under the Institutional Strengthening component (most noticeably, delays in launching the procurement process for the joint Impact Evaluation Study for PR No. 3 in Chaco (Pampa del Indio-Villa Rio Bermejito) and the Potable Water project in Pampa del Indio under the Norte Grande Water Project I. The project was declared effective on December 23, 2011. There has been important progress in the preparation and tendering for three sub-projects: Provincial Road No. 3 in Chaco (contract awarded in December 15, 2011), Provincial Road No. 5 in Santiago del Estero (contract Awarded in December 2012), and Provincial Road No. 304 in Tucuman (contract awarded in April 2013).
