The project has been successful in increasing youth participant incomes and promoting financial inclusion. As reported in the project’s Quarterly Progress Report (QPR) for March 2018, the project has transferred over PGK19 million (US$6 million) in stipends and established more than 17,000 bank accounts for youth. Most youth originate from poor settlement areas in the NCDC with 32% not having attended high school at all. 75% of youth accepted into the project had never had a bank account and 71% have never had a waged job. Increase in Short-Term Employment Opportunities and Employment Skills. Approximately 760,000 labor days have been generated, exceeding the target of 660,000. Approximately 17,500 youth have completed Basic Life Skills Training; almost 8,000 youth have graduated from the Youth Job Corps (YJC) with a further 3,000 completing the project’s Extended Skills Works; about 4,800 have completed Pre-Employment Training and 2,700 graduated from On-the-Job Training (OJT; 90% of the 3,000 target). Of the 289 youth that scored the lowest in the numeracy and literacy test entering the Adult Literacy & Livelihoods Pilot, 217 have completed the 60-day training program. A nine-month extension is being considered. The proposed extension would: (i) Ensure project continuity up until such time where a new successor project could be delivered in 2019; (ii) Allow for the consolidation of project’s results; and (iii) Avoid the opportunity cost of potentially losing the specialized management and implementation capacity that has been built up through the project. 6/3/2018 Public Disclosure Copy Page 2 of 12 Public Disclosure Copy The World Bank Implementation Status & Results Report Urban Youth Employment Project (P114042) Risks Systematic Operations Risk-rating Tool 6/3/2018 Public Disclosure Copy Page 3 of 12 Public Disclosure Copy The World Bank Implementation Status & Results Report Urban Youth Employment Project (P114042) Risk Category Rating at Approval Previous Rating Current Rating Political and Governance  --  Substantial  Substantial Macroeconomic  --  Substantial  Substantial Sector Strategies and Policies  --  Moderate  Moderate Technical Design of Project or Program  --  Moderate  Moderate Institutional Capacity for Implementation and Sustainability  --  Substantial  Substantial Fiduciary  --  Moderate  Moderate Environment and Social  --  Low  Low Stakeholders  --  Low  Low Other  --  --  -- Overall  --  Substantial  Moderate Results Project Development Objective Indicators PHINDPDOTBL  Total number of days of workfare completed by youth over the course of the project.
