SFG1830 The Bank Financed Wuhan Second Urban Transport Project Jiefang Avenue Extension Phase II (Section from Dijiao Gongyuan North Road to Third Ring Road) EIA Report (Supplementary) Supplementary Note of EIA for Crossing Zhanggong Dyke Design Scheme December 2015 The World Bank financed Wuhan Second Urban Transport Project (referred to hereafter as WSUTP), utilizing the World Bank loan USD 100 million and coded of loan number 7864-CN, started in implementation in October 2010 and scheduled of Loan Closing Date of August 2017. WSUTP comprises of five components, namely the components of bus priority corridor improvement, road safety, travel demand management, road network improvement and institutional development and capacity building. In September 2009 EIA Report of the Project and EMP was approval by the Bank, and in October 2009 EIA Report of the Project was approval by the Provincial Department of Environmental Protection. In May 2012 for reason of the planned work design having been modified, revision was made with the Options for Zhanggong Dyke Traffic Node under RI component’s sub-project Jiefang Avenue Extension Phase II (section from Dijiao Gongyuan North Road to Third Ring Road), that is, the scheme finalized of dyke breaching-through option instead of viaduct crossing the dike option. In compliance with relevant stipulations by Ministry of Water Conservancy and State Development and Reform Commission for practice on construction projects carried out within the scope of river course management, PMO organized in January 2013 the work for preparing “Flood Risk Assessment Report on Dike Crossing through Zhanggong Dike and Bridge Crossing Zhujia River of Jiefang Avenue Extension Section from Dijiao Gongyuan North Road to Third Ring Road” which, as one of the key documents of the Construction Program of Crossing through Zhanggong Dike and Zhujia River Crossing-involved Works of Jiefang Avenue Extension Phase II Section from Dijiao Gongyuan North Road to Third Ring Road, was approved in August 2013 by Yangtze River Water Conservancy Commission. AM of the Bank supervision mission of November 9-12, 2015 required a Supplementary Note should be compiled on EIA for Crossing Zhanggong Dyke Design Scheme under sub-project Jiefang Avenue Extension Phase II (section from Dijiao Gongyuan North Road to Third Ring Road), and the followings are contents of the note worked out. I. Generality of Options for projected Zhanggong Dyke Traffic Node A. General conditions of the project The scope of this work construction is Phase II of Jiefang Avenue Extension (Huangpu Road~ Third Ring Road), that is, the section starting from Dijiao Gongyuan North Road and ending at Third Ring Road Nanhu Village Interchange, of total length 2.86 km. Options comparison analytical study 1. Option of viaduct crossing the dike Of design for the option of viaduct crossing the dike, the viaduct’s approach is starting at K6+515.00 and ending at K7+040.00, with a total length 537m of the viaduct, which is arranged of crossing-dike bridge in dual-four carriage lane in a pattern of each bridge erected on both sides of extant elevated light-rail bridge. For that the Crest Elevation of Zhanggong Dike in present status is some El. 29.8 m, and two roads aligned along Zhanggong Dike on both sides (the south-sided Dibian Road and north-sided Xingfu Polder Road) all intersecting with Jiefang Avenue Extension, the viaduct transverse façade has to attain an elevation of net clearance no less than 5m over both the two dyke-sided roads, and constraint on the viaduct starting-point arrangement by locality of the platform structure of light rail station (Dijiao Station) some 200m south of Zhanggong Dyke, the viaduct’s vertical design slope is leveled 5.7%. In considering comprehensively the aspects of road traffic safety, difficulties in construction, landscaping environment, work investment and social benefits, the scheme of viaduct crossing the dike is not good in perspective of feasibility. Option of the dyke breaching-through Zhanggong Dyke is a circled dyke in Hankou protective against flooding. Once the dyke breaching-through scheme is adopted, it is necessary to construct the control gate at the dyke breaching point, where the design road width is 60m, and the dyke-breaching gate design is finalized of Steel Miter-gate. Although dyke breaching is effectuated for the road crossing Zhanggong Dyke, the flood control standards of the dyke is not lowered and safety of Wuhan City against flooding is ensured. As the road cross-section at the dyke breaching point is required of width 60m, in complying with Steel Miter-gate recess and gate-pier’s arrangement, width of the breaching of dyke is determined of 75m, bottom level El. 24.00 m and top level El 29.80m. . EI Analytical Study of Crossing Zhanggong Dyke Design Scheme A. Surroundings of the road by dyke breaching-through 1. General conditions of Xingfu Polder Dyke As shown in the map below, the gray line shows the alignment of Zhanggong Dike, the thick blue line gives the road alignment of Jiefang Avenue Extension, and light green shadow covers the area of Xingfu Village Polder surrounded by a dark green line that is the alignment of Xingfu Polder Dyke. Xingfu Polder Dyke building-up was motivated mainly by Xingfu Village’s locality in Zhanggong Dyke without, touching with Fuhuan River in northwest, which had suffered flooding almost every year before 1957 for no dyke built up then. Since the 1960s on, in order to protect safety of peoples’ life and properties and the collective interests form the flood-caused losses, under assistances of Xingfu Village, township government and district government, efforts have been endeavored for time and again by man-labor and mechanized means in reinforcing the dyke all the route, and in years 1996 and 1998 Xingfu Polder Dyke withstood the since-1954 extreme volume flooding, ensuring intactness of the dyke-within masses’ life and properties. By now Xingfu Polder Dyke’s elevation for flood preventing is leveled El 28.00m, of dyke top-surface width 6.0m and having built the engineered platform for flood prevention 6.0~8.0m inside the dyke all the way. 2. Analytical study on frequency of at projected Zhanggong Dyke breaching point Zhanggong Dyke is a circled dyke in Wuhan protective against flooding, for which the dyke all-the-way reinforcing is per the standards of Class I dyke. The Design Flood Level at projected Dike Crossing Gate is El. 27.67 m and the dyke crest set higher by 2.0m, that is, the design Crest Elevation of Zhanggong Dike is El. 29.67m. Base on historical statistic data from Hankou hydrometric station, in line with Xingfu Polder Dyke low-lying part leveled at El. 26.5m, in months of June, July, August, September and October the frequency of occurrence of Hankou’s water level attaining 26.5m is respectively 0.36%, 4.34%, 4.47% , 3.55% and 0.16%. This shows that the probability of Zhanggong Dyke control gate put into operation actually (pertaining to water leveled 26.5m occurrence) is remarkably lower than the probability of flooding in correspondence to the road pavement elevation (water leveled 24 m occurrence). So only limited adverse effects the projected Zhanggong Dyke breaching brings about on flood prevention in Wuhan. The flood risk thereof is mainly pertinent to the work construction period when the control gate has not been built up yet. The gate construction is scheduled to complete all the dyke-involved work proceeding within one non-flood season from October 5 of the year to April 30 the next year. There is no flooding during the non-flood season, and after the construction completion the breaching point has facilitated already the required dyke height for flood control. B. Flood prevention assessment of Crossing Zhanggong Dyke Design Scheme Presently Zhanggong Dyke is still playing an important role in contributing to flood prevention in Wuhan urban area. Before comprehensive rehabilitation carried out with Fuhuan River estuary, for that New Xinheyou Dike pending construction and Zhujia River and She Stream’s old channel inlets having not been blocked yet, conditioned by flooding occurrence when Zhujia River and She Stream’s old channel are filled with upstream runoff, and in addition of flow-backward by downstream flood in Yangtze River-without, in plus relatively lower standardized flood control prevailing with Zhanggong Dyke-without Polder dykes, the probable flood breaking through Xingfu Polder Dyke low-lying part, may result in rather high leveled probability in Zhanggong Dyke being encountered with the force of flooding. At the time after Fuhuan River estuary rehabilitation carried out, for that New Xinheyou Dike (Class II dyke) has been built up and Zhujia River and She Stream’s old channel inlets blocked already, once flood occurring it is channel with new river course from upstream (Fuhuan River and She Stream) down to Yangtze River and the Polder-within flood drained likewise into new river course via. the estuary and She Stream’s old channel and eventually flowing into Yangtze River. Only when water leveled in Fuhuan River’s outlet surpassing the control-line of New Xinheyou Dike, is probable for the New Xinheyou Dike-within Zhanggong Dyke being encountered with pressure of flood. And this probability of Zhanggong Dyke exertion in flood-prevention is obviously quite low-rated. Even if situated with Fuhuan River estuary rehabilitation having not been carried out yet, considering that for more than 40 years there has never been flood break-through with Zhanggong Dyke-without Polder Dyke (Xingfu Polder Dyke), that is, the Polder Dyke is capable to certain extent in flood résistance with resultant lowered probability in Zhanggong Dyke being encountered with flooding. Moreover, once occurrence of the flooding, having quick and effective measures taken for Zhanggong Dyke control gate closing (Steel Miter-gate facilitated for the dyke-breaching point), there will be no significant adverse effect on flood prevention in Wuhan. Therefore, the Zhanggong Dyke gate design scheme is feasible. Up to now dyke-breaching has been effectuated at several points along Zhanggong Dyke, and existing dyke-breaching points include Gutianer Road’ gate (of 40 m in width), Changqing Road’ gate (of 24 m in width), Gushaoshu Road’ gate (of 35 m in width), and Sanjintan Interchange gate (of 43 m in width). In line with layout per Wuhan urban planning Xingfu Polder area is presently under real estate industrial growth and development of Xingfu Polder Industrial Park, so the probability is very low for placing Xingfu Polder as a flood diverging zone. Dyke-breaching gate of Zhanggong Dyke in existing Changqing Road gate of Zhanggong Dyke-breaching Panlong Grade Separation Gateway Gusaoshu Grade Separation Gateway Dyke-breaching gate of Zhanggong Dyke in existing are mostly the stop-log typed passageway gates, a gate type that is prevailing in Wuhan city, and the gate operation general as described below. Occasioned by flooding, the steel ported-columns are installed in transverse the gate-width per interval distance of certain length, and pieces of reinforced concrete beams are placed in a manner of piling one piece upon other and stabilized in the placement by the steel ported-columns, then, upon two rows of the piled beam-pieces erected up, having earth filled into the space between two rows so as to dam the flood. The gate operation of this type is figured of simplicity in construction and low-rated investment, but its erecting and removal is rather complicated and overloaded, and operating in gate open/close lasts for a long time which is workable for cases of passageway gates of gate-front water level changing slowly and gate open/close in rareness. In comparison with this, the projected Steel Miter-gate adopted for Jiefang Avenue Extension’s Zhanggong Dyke passageway gate is operated much more effectively in time-take and labor-input terms, figuring short-length of time taking and easiness in operation for gate open/close. So the projected gate is of low-rated flood risk and high-rated safety. C. Environmental impacts in other aspects The secondary-leveled environmental impact includes that of dust, noise, waste water and waste soil and other wastes, and handling traffic diversion, etc. during the construction period, of which, discussions and relevant mitigation measures are all dealt thoroughly in the original EIA report and EMP so not necessary to do with them herein. III. Preventive and Remedial Measures A. In concern of flood risk assessment and approval of the work construction design scheme In compliance with relevant stipulations by Ministry of Water Conservancy and State Development and Reform Commission for practice on construction projects carried out within the scope of river course management, PMO organized in January 2013 the work for preparing “Flood Risk Assessment Report on Dike Crossing through Zhanggong Dike and Bridge Crossing Zhujia River of Jiefang Avenue Extension Section from Dijiao Gongyuan North Road to Third Ring Road” which, as one of the key documents of the Construction Program of Crossing through Zhanggong Dike and Zhujia River Crossing-involved Works of Jiefang Avenue Extension Section from Dijiao Gongyuan North Road to Third Ring Road, was approved in August 2013 by Yangtze River Water Conservancy Commission. B. Design of Zhanggong Dike Water Gates’ operation The gates’ operation is carried out in complying generally with the work procedure as: the commander headquarter ordering the gates closing → removal of sill’s covers → cleaning garbage in gate-chamber → releasing door leaf lock → up-lifting of stabilizer → installing movable steel sill seat → gate closing by manual operated hoist → interlocking of two flat gates → light-detecting for sealing → cotton-sealing for minor seepage C. Work construction period choosing This construction work is carried out in line with the following procedural steps: (i) foundation pit excavation, (ii) pile foundation construction, (iii) gate-chamber construction, (iv) wing wall construction on each of the both sides, (v) work site’s pavement construction, (vi) earth backfilling, (vii) protective slope construction, and (viii) cleaning up the site. The gate construction is scheduled to complete all the dyke-involved work proceeding within one non-flood season from October 5 of the year to April 30 the next year. There is no flooding during the non-flood season, and after the construction completion the breaching point has facilitated already the required dyke height for flood control. D. Monitoring on implementation proceeding during the construction period For avoiding adverse effects the construction work causes on the both sides dyke, observation points are arranged for monitoring during the construction period on deformation, settlement and tilt, etc. occurred with nearby Zhanggong Dyke, thereof, the monitoring results showing no occurrence of such problems. IV. Plan of Flood Emergency Response As the project of Fuhuan River estuary rehabilitation has not been carried out yet, presently Zhanggong Dyke is still playing an important role in contributing to flood prevention in Wuhan urban area. For strengthening the capacity in fast response pertaining to flooding emergency and dealing with the situation so as to avoid the risk developing adversely in deterioration, to minimize threat to the dyke’s safety, and to ensure Zhanggong Dike Water Gates’ operated properly, a plan of flood emergency response is formulated out in compliance with requirement of the water works administration. A. Institutionally ensured administering The institutional establishment by Wuhan Municipal Government of the Municipal Flood Control and Drought Relief Headquarter is in place, along with setting up of MFCDRH Office, of which, the Party’s Municipal Secretary as the Headquarter political commissar, and the mayor as the commander, and deputy mayor in-charge of flood prevention as executive vice-commander, in-charge persons of municipal departments and units of relevance as vice-commanders. MFCDRH is charged with duty in commanding carry-out of flood control and drought relief work city-wide, and MFCDRH Office is responsible for the Headquarter daily routine works. After Zhanggong Dyke Gate work completed and put into operation, the routine maintenance work is charged with Jiangan District Water Works Bureau, and annual expenditure for daily maintenance and management is financed by the budget-listed fund allocation from Jiangan District Finance Bureau, while Jiangan District Xingfu Polder administration responsible for safeguard endeavoring against flooding and expenses thereof. Jiangan District Water Works Bureau has formulated out the Administration Rules of Zhanggong Dyke Gate Maintenance and Management and Flooding Emergency Response Protocol, by which the provisions are prescribed definitely on routine maintenance and management work contents, institutional organizations for flood control, staffing of flood control work force, and the preventive countermeasures for hierarchal water leveled situations, etc. B. Securing availability of flood prevention materials In compliance with requirement of the water works administration, the flood prevention materials storing house and management-use housing are facilitated, for the purpose of on-duty of flood control and flood prevention materials storing. C. Flood emergency measures in flood season 1. Once Wuhan Guan water level approaching to El. 25 m (Wusong elevation), actions are initiated for carefully checking and recording the flood control materials prepared for Zhanggong Dyke Gate by sorts, quantity and storage location as ready for deployment; while walking inspectors are dispatched out for identifying and record-making and report forwarding timely of localities with flood risk and nature of and measure taking for them. 2. Once Wuhan Guan water level attaining El. 25 m, actions are taken for along-route inspection and risk identification of Zhanggong Dyke Gate and dyke in vicinity, having any of the risk signs carefully recorded and the localities marked together with report forwarding at the first time. 3. Gate closing: upon receiving order for the gate closing from District Flood Control Headquarter, operation of gate closing is carried out, which shall proceeds in complying strictly with technical criteria for gate operation, in line with the gate-height criterion of above water level by one meter-odd, and securing the gate-height going up in the same pace with water level rising. In compliance with Plan of Flood Emergency Response, throughout the period of Zhanggong Dyke Gate closed in resisting flooding the dyke administration organ is operating 24 hours each day for inspection and supervision, to strengthen the inspection intensity follow-up the flood lasting that the on-site duty performance consists of leading persons, technical personnel and emergency-reaction force at day and night, so that upon occurrence of any emergency there is reaction in place at the first time, while having this reported to higher-leveled headquarters for record filing. Gate closing procedures and technical criteria therewith shall be in compliance strictly with MFCDRH stipulated Technical Criterion Rules for Dyke Gate Operation. D. Measures for traffic diverging with Zhanggong Dyke Gate in operation In flood season while Zhanggong Dyke Gate is to be closed the traffic police should be informed beforehand so as to scheme out traffic diversion reasonably compatible with the road network, which is released in advance to the public through appropriate media. The traffic diversion scheme in compliance with the existing road network is formulated preliminarily as the following: 1. For start-point at Huangpu Road Interchange: westward along Wuhan Avenue via. Sanjintan Interchange up to Third Ring Road then by way of Daihuang Highway for exit from the urban area; 2. For start-point at Jianshequ Road intersection: westward along Second Ring Road via. Sanjintan Interchange up to Third Ring Road; 3. For start-point at Hanhuang Road intersection: by way of Houhu Avenue up to Wuhan Avenue, or westward along Hanhuang Road via. Third Ring Road Hanhuang Road Interchange up to Hanshi (Wuhan~Shiyan) Highway; and 4. For start-point at Dibian Road intersection: eastward along existing Hanshi (Wuhan~Enshi) Highway via. Pinganpu Interchange up to Third Ring Road. Diagram of along-route traffic diversion scheme V. Present Status of Zhanggong Dyke Gate Traffic Node Up to the date the present status is the construction work of Zhanggong Dyke Gate completed already in July 2015, and the former flood-zone (Xingfu Village) undergoing now the projected Villages-in-City regenerating which is expected for completion next year, while Fuhuan River estuary section comprehensive rehabilitation, for reasons of resettlement and construction fund issues, has the New Xinheyou Dike slowed in work progress. Upon the New Xinheyou Dike completion, the flood-control centered function performance endowed with the flood zone is to be substituted by such functions as landscaping and residential housing, and in relation to this development, Zhanggong Dyke Gate construction undoes functional in flood control, but brings about living convenience to residents in the former flood-zone that is appreciated positively among Xingfu Village residents. A World Bank mission visited Wuhan from November 9 to 12, 2015 to supervise the Wuhan Second Urban Transport Project. The Bank team consisted of Arturo Ardila Gomez (Lead Transport Economist, Task Team Leader), Zong Yan (Transport Specialist, co-TTL), Liu Zhefu (Senior Social Development Specialist), Chen Yang (Urban Transport Specialist), Jean Paul Velez (Transport Consultant), Gladys Frame (Traffic Management and Road Safety Consultant), Wang Peishen (Environment Consultant), Michael Chiu (Public Transport Specialist, consultant), Fatima Arroyo- Arroyo (Operations Analyst) and Tan Yuanyuan (Interpreter). 2. The mission had a series of meetings with Wuhan Project Management Office (PMO), consultants, and representatives from relevant provincial and municipal entities. This Aide-Memoire summarizes the main discussion points and agreements reached during the mission; The Bank team expresses its warm appreciation and thanks for the assistance and hospitality extended by Wuhan. 3. Mission objectives. The mission had the overall objective of supervising project implementation and following up on the mission held in August 2015. The objective of the mission is to assess the progress made by the PMO on developing a credible and time-bound implementation and financing plan to complete the land acquisition, resettlement and construction of all remaining contracts of Jiefang Avenue extension under Project Component Part C – Road Improvement, to analyze how this working plan meets Bank requirements, and to review the remaining project items to be completed within the current loan closing date. 4. The contents of this Aide Memoire were discussed and agreed to at a meeting chaired by Mr. Li Wei, Deputy Director General of the PMO, on November 12, 2015, and will be submitted for review by the Bank’s management. II. Key Issues 5. The Mayor of Wuhan decided that Jiefang Avenue Extension is one of the top three priority projects in his administration. During the August mission the Bank team sent a letter on August 9, 2015 to the mayor to discuss resettlement issues and counterpart funding in Jiefang Avenue Extension. Time constrains did not allow this meeting to materialize. Nevertheless, these issues were elevated to mayor level and as a result, the project is more visible and became a priority project in the Mayor’s administration. 6. During this mission, PMO presented partial evidence on meeting the conditions for the financing of the contract 2.2 of Jiefang Avenue Extension. As stated in the Restructuring Paper and in the letter to the Mayor of Wuhan sent on August 9, 2015, the World Bank would finance contract 2.2 if certain conditions are met. The Jiefang Avenue Extension comprises four construction contracts:1 (1) Dibian Road to Pusheng Road (Contract 2.1); (2) Pusheng Road to south edge of Zhujia River (Contract 2.2); (3) Bridge over Zhujia River (Contract 2.3); and (4) north edge of Zhujia River to 3rd Ring Road including two ramps to connect to 3RR (Contract 2.4). Given the uncertainty in the implementation of contracts 2.3 and 2.4, contract 2.2 from Pusheng Road to south edge of Zhujia River, would only be 1 In the recently approved Restructuring Paper for this project, the Jiefang Avenue Extension was divided into three sections. Annex 8 includes a map showing the scope of these contracts. 2|P a g e Aide Memoire – 12 November 2015 financed by the loan if the following conditions are fulfilled (see the paragraphs after the list to have a detailed description of each of the conditions): (i) confirmation of counterpart funding for contracts 2.3 and 2.4, and also contract 2.2 as it requires some counterpart financing (see next paragraph for details on the status); (ii) detailed implementation plan for contracts 2.3 and 2.4, including timeline that should end before the updated closing date (August 31, 2017). The implementation plan should address all issues such as financing, resettlement (see also next point), permits and approvals required, and construction timeline; (iii) resettlement implementation plan and timeline including timeline for obtaining all approvals needed, including update to the RAP; (iv) plan to improve the operation of the Zhanggong Dike Water Gates to incorporate analysis by the Bank team; (v) improved engineering design for contracts 2.1 and 2.2 bearing in mind that these segments could experience flooding; (vi) Resettlement information associated with the ramps of the extension north of the 3rd Ring Road; (vii) timeline for additional bridge and ramps financed by Huangpi District (see Annex 2 for details); and (viii) update partially the EIA for the project to include the Zhanggong dike and the flooding nature of the polder area where the Jiefang Avenue Extension will be built. 7. Condition i. Confirmation of Counterpart funding for contracts 2.3 and 2.4. Wuhan needs to mobilize a total of RMB 2 billion of counterpart funds for financing the remaining project items especially resettlement in the segment of Jiefang Avenue Extension located in Huangpi district. The PMO informed that the first RMB 1 billion was secured already. From this RMB 1 billion funds in 2015, only RMB 0.2 billion was used and RMB 0.8 billion would be used for the resettlement activities in Huangpi district. Additional RMB 1 billion will be necessary to cover totally the resettlement and project completion. During the mission in November 2015, the PMO provided a letter from Wuhan Urban and Rural Construction Committee, dated on Aug. 29, 2015, which describes the proposal from Wuhan Urban and Rural Construction Committee for Projects Starting Construction in 2015 and Major Projects Starting Construction in 2016. The letter says: “In Jiefang Avenue Extension (North Road of Dijiao Park-3RR), the difficulty of moving on the project is the land acquisition and resettlement in Huangpi District, it's suggested the implementation agency will still be WUIDC, and Huangpi District will be responsible for land acquisition and resettlement as well as related funding in Huangpi.” (See Annex 9 for the complete letter). This assignment of responsibilities sets a clear path for Wuhan and Huangpi authorities to follow, and as a priority project the counterpart funds will be more likely to materialize. PMO informed that Huangpi District recently obtained a RMB 20 billion loan for infrastructure projects, which can be allocated for Jiefang Avenue. The Bank team requested evidence of this allocation of funds for resettlement. 8. Condition ii. Detailed implementation plan for contracts 2.3 and 2.4. PMO will move ahead in time the procurement dates of contracts 2.3 and 2.4 as partial evidence that the “feasible implementation plan” for contracts 2.3 and 2.4 exists. At the same time, PMO committed to send a detailed implementation plan for contracts 2.3 and 2.4, including timeline that should end before the updated closing date (August 31, 2017). This implantation plan should take into consideration the timeline for local approvals (construction over Zhujia River and construction under the High Speed train viaduct). 3|P a g e Aide Memoire – 12 November 2015 9. Condition iii. Resettlement implementation plan and timeline including timeline for obtaining all approvals needed, including update to the RAP. The PMO agreed to update the resettlement action plan focusing on the land and resettlement in Nanhu village in Huangpi District to guide the land acquisition and resettlement relocation. The RAP will be delivered in Chinese by December 31, 2015 and in English by January 15, 2016. The PMO has conducted pre-resettlement survey in Huangpi District. The survey result showed the amount of resettlement was a lot less than the estimation done by the Huangpi District. This disagreement should be resolved shortly as Huangpi District will be responsible for the land acquisition and resettlement as well as related funding needed in Nanhu village. Once Huangpi District agrees with PMO on the resettlement arrangement, the resettlement in Huangpi District can be carried out. The Bank team and PMO will monitor the resettlement process closely to make sure it complies with both Bank policy and domestic policy. The design of the resettlement site and the land approval of this site will be completed in May 31, 2016. The resettlement works in Huangpi District are expected to be completed in June 30, 2016. 10. Condition iv. Plan to improve the operation of the Zhanggong Dike Water Gate. The bank team visited several locations of Zhanggong Dike, not only in the intersection with Jiefang Avenue, but also in other breaches. Zhanggong Dike has been breached in four other places for wide avenues, which shows that Zhanggong dike has been superseded by other flood-management facilities. Flooding of area where Jiefang Avenue extension will lie is therefore much less likely than envisaged. Therefore, the Bank team considers that the previous recommendations to improve the Zhanggong Dike Water Gates will not be necessary, but the design still needs to be improved, if possible. 11. Condition v. Improve engineering designs for contracts 2.1 and 2.2 bearing in mind that these segments could experience flooding. During November mission, the Bank team and PMO discussed the comments provided by the Bank on contract 2.1 and 2.2 designs. PMO incorporated these comments on the designs and sent the revised design to the Bank team on November 23, 2015. 12. Condition vi. Resettlement information associated with the ramps of the extension north of the 3rd Ring Road. The Bank team and PMO discussed this condition and the Bank team agreed to consult WB management to clarify if this condition needs to be maintained. 13. Condition vii. Timeline for additional bridge and ramps financed by Huangpi District. PMO informed the Bank team that Xinshi Road in Huangpi district, north of the 3rd Ring Road (outside the project scope) and to be connected to the 3rd Ring Road at Nanhucun Interchange, is already under construction and the front of road works reached Hankoubei Ave., less than 2 km north of the 3rd Ring Road. This advance of road construction shows interests and commitment of Huangpi district to connect its Hankoubei area to Wuhan city center through the 3rd Ring Road and Jiefang Avenue Extension. PMO agreed to send the Bank team a more accurate timeline of the bridge and ramps financed by Huangpi District. 14. Condition viii. Update partially the EIA for the project to include the Zhanggong dike and the flooding nature of the polder area where the Jiefang Avenue Extension will be built. PMO committed to prepare a Supplementary Note of EIA and EMP to include the breaching of Zhanggong dike with the water gates already built as well as the flooding nature of the polder area where Jiefang Avenue Extension will be built. However, Zhanggong Dike has been breached in four other places for wide avenues, which shows that Zhanggong dike has been superseded by other flood-management facilities. PMO committed to update partially the EIA and the EMP by December 15, 2015. 15. Remaining Project Items. Ten (10) project items are still under preparation for bidding. In order to complete all the remaining project items, the PMO agreed to complete the project as per the Procurement Plan. Contract 2.1 of Jiefang Avenue Extension will be financed by the loan, PMO stated that there were disagreements between the evaluation committee in the selection process and the PMO. The Bank advised to settle this issue as soon as possible to be able to start the works. The financing by the loan of contract 2.2 is contingent on Wuhan presenting a credible implementation and financing plan for contracts 2.3 and 2.4 (as indicated in paragraph 7 to 14 above), which the loan will not finance and that guarantees connectivity of Jiefang Avenue with the 3rd RR. PMO presented partial evidences of the credible implementation and financing plan. Additional evidences will be presented to the Bank in the coming weeks. Public Transport 17. Hanyang Avenue Public Transport Priority and Road Safety Corridor was started at Binjiang Avenue and ended at 3rd Ring Road Interchange with total length of 11.4km. This corridor will be constructed by Hanyang District, utilizing the domestic fund but compliance with World Bank practice and monitored by World Bank Mission. 18. PMO mentioned that as this corridor runs along with the same alignment of Metro Line 4, The Mission reviewed the alignment layout and considered that the Bus priority can be modified to improve feeder bus interchange with the Metro Line 4with more emphasis on improving bus shelters, bus stop facilities, traffic engineering and road safety improvements, feeder arrangement and seamless interchange facilities. This will improve the last mile connection for the public transport passenger. The Consultant has presented the junction design to the Mission and the Mission commented that the average interchange distance of 50-100m between the bus layby and the MTR Station is acceptable. While some laybys are located adjacent to the station entrance providing seamless interchange for passengers, there are two locations which exceeded 100m; the Consultant agreed to review the location of these bus laybys to reduce the passenger walking distance and enhance the accessibility for the bus stops. 19. Heping Avenue is on-going, traffic signals and other ITS equipment installed but not operational due to the need for acceptance testing by equipment manufacturers. This has been delayed pending construction contract being managed by the PMO. 20. Public Transport Depot and Terminals include Gangdu Garden Bus Terminal, Tianshunyuan Bus Terminal, Sanjintan Public Transport Interchange and Jinyintan Park and Ride Public Car Parking. All three bus terminals have completed design schemes, and pending approvals from the Planning Bureau, which requires submission of the project land use pre-approval documents and the land use agreement. The Bus Company is preparing the land use agreement. 21. Gangdu Garden Bus Terminal – it involves urban village regeneration and resettlement has started already. PMO is scheduled to complete the pre-stage land acquisition and design in early 2016 and start advertising the tender in April 2016 and will start construction in September 2016 and will be completed and handed over for operation by 2017 22. Tianshunyuan Bus terminal - PMO is discussing with Qiaokou District on the land acquisition and is scheduled to complete the pre-stage land acquisition and design in early 2016 and start bidding in April 2016 and will start construction in August 2016 and will be completed and handed over for operation by 2017. 9|P a g e Aide Memoire – 12 November 2015 23. Sanjintan Public transport Interchange - PMO is scheduled to complete the pre-stage land acquisition and design in May 2016 and start bidding in late 2016 and will start construction in early 2017. This Interchange will be constructed later than the other three terminals. 24. Jinyintan Park and Ride Public Car Parking – PMO cooperates with the Parking Company for developing PnR facility by TOD development model. PMO signed an agreement with the Parking Company in October 2014 on project cooperation which stipulated the project construction fund was sourced from the Parking Company and the formalities for land use are under way. The Land acquisition agreement for PnR has been signed and payment has been made partially for the land acquisition. PMO is scheduled to complete the pre-stage land acquisition and design in early 2016 and start advertising the tender in May 2016 and will start construction in September 2016 and will be completed and handed over for operation by 2017. Component 2 Road Safety 25. Baishazhou Avenue is a Road safety Corridor with a total length of 4km, the preliminary design is completed and PMO advertised the tender in Oct 2015 and will start construction in March 2016 and will be completed and handed over for operation in September 2016. 26. Hankou ATC contract is ongoing, and the completed project contract is RMB 16.5 million. Component 3 Road Improvement 27. Three contracts under Shuidong road were completed by October 2015 and works were accepted. 28. Viaduct and Hongmiao Interchange principal route work, and green work are complete. The 400 m western-sided service road which had been influenced by resettlement. Work implementation started by the end of 2014, and is now 80% of road base and 80% of the concrete pavement is complete. 29. There are three contracts under the rehabilitation of Jiefang Avenue. Two contracts are ongoing. The first contract is almost complete and there only remains 10% of the pedestrian-related facilities to be completed. The second contract has advanced to about 86% by contract value. The third contract will deepen Jiefang Avenue under a railway crossing to allow a 4.5 m. clearance. The PMO is coordinating with the railway authority as the operation of high-speed trains limits the times of day during which construction below is possible. The agreement framework between the PMO and the railway authority has been set, and the bidding will be carried out by the railway company and would start soon. 30. Four contracts under the Jiefang Avenue Extension are going to be procured. See more from paragraph 6 to 15. Component 4 Traffic Demand Management 31. All contracts were signed and equipment and goods were delivered. Component 5 Institutional Development and Capacity Building 32. All studies are ongoing, and additional training will be conducted. 10 | P a g e Aide Memoire – 12 November 2015 V. Financial Management Aspects 33. Audit Report. Based on the Audit Report for 2014, the PMO reported back to the Bank and clearly addressed how to solve the issues raised by the Audit Report in October 2015. 34. Bank Loan Disbursement. As of the mission date, cumulative disbursement (including advance of USD10 million in the Designated Account) a total of US$55.2 million out of the US$100 million loan amount. Disbursement has progressed 3.2% of the total loan since the last mission in August 2015. VI. Social Safeguard Supervision Details 35. The PMO agreed that a Chinese version of resettlement action plan focusing on the land and resettlement in Nanhu village in Huangpi District will be updated to guide the land acquisition and resettlement relocation by December 31, 2015 and the English version by January 15, 2016. 36. Huangpi District will take responsibility of the resettlement works in Nanhu village and the resettlement works will be completed in June 30, 2016. The design of the resettlement site and the land approval of this site will be completed in May 31, 2016. 37. Only one resettlement works on Jinyintan bus depot was completed and other two in Tianshunyuan and Gangdu Garden bus depots were not progressing. The PMO agreed that the resettlement works would be completed in May 16, 2016 and the resettlement monitoring will report the progress in May 31, 2016. 38. There are about 15 displaced families and enterprises who are not settled down along Jiefang Avenue. The PMO agreed that the remaining resettlement works will be completed in December 31, 2015 so that the construction of pedestrian and green belts could be started. VII. Environmental Safeguards Supervision Details 39. The mission discussed with PMO about the update of EA documents, as per decision of Bank’s management, to reflect the flooding risk analysis related to the breaching of Zhanggong Dike by the extension of Jiefang Ave. and necessary measures adopted in the project design and implementation. 40. It is agreed that a Supplementary Note of Environmental Impact Assessment will be prepared by PMO with assistance from the design institute and EA consultant. This document should include (but not limited to) the following contents:  Options comparison process: the note should describe the process of comparison of two options during the project implementation, i.e. via-duct crossing the dike and breaching-through options, with technical details and justifications.  Flood risk analysis: the note should draw on the “Flood Risk Assessment Report on Dike Crossing through Zhanggong Dike and Bridge Crossing Zhujia River of Jiefang Avenue Extension, Section from Dijiao Gongyuan North Road to Third Ring Road” (prepared by Hubei Water and Hydropower Survey and Design Institute in January 2013, and approved by Yangtze River Water Conservancy Commission and Wuhan water resource authority). It shall also describe the current situation of the dike which has already been cut through by at least four 11 | P a g e Aide Memoire – 12 November 2015 major urban roads with four openings (similar or wider than the opening of the Jiefang Ave., but without water gate). In addition, it shall also describe the current progress of the Xin Dike (New Dike) along Fuhuan River, future plan for the Zhujia River and the retirement of Zhanggong Dike. Good quality maps or figures are preferred to help clearly present the analysis and status.  Mitigation measures: the note shall describe the measures adopted in the project design (e.g. water gate, road structure, etc.), construction (e.g. arrangement of construction within one non- flood season), and operation (e.g. water gate maintenance, traffic safety measures, etc.) stages.  Flood emergency response plans: the note shall describe the emergency response protocol for the polder area, with clear explanation of the procedures and responsibilities of various agencies involved. 41. Based on this Supplementary Note, PMO shall update the existing Environmental Management Plan for Road Component, with additional mitigation measures adopted for design, construction and operation stages as mentioned above incorporated into the Chapter 2 Mitigation Measures. 42. The mission reminded PMO that both the Supplementary Note and the updated EMP should be locally disclosed in the website of Wuhan city government. It is agreed that the Supplementary Note and the updated EMP (in Chinese and English) will be submitted to the Bank by December 15, 2015. 43. The mission visited the water gate, and noted that construction and gate installation have been completed. Water-proof testing is planned in next month. The site is kept clean and well-fenced, waiting for the next step construction of road surface in connection of Contract 2.2. No evidence of legacy environmental issue is observed on the site. VIII. Project Performance Indicators 44. The mission also discussed with the PMO and relevant consultant on the first Monitoring & Evaluation (M&E) report after restructuring based on the new M&E framework. There was some miscommunication between the PMO and the Transport Planning Institute consultant who is contracted to do most of the data collection and reporting work, causing some confusion on the current values and target values for a couple of intermediate indicators. The Task Team, PMO, and the consultant worked together to clarify these confusions and PMO will submit the M&E indictor values to the Task Team again shortly. The Task Team will adjust the target values for two intermediate indicators in the M&E framework. By October 30, 2015, the loan has disbursed US$55.20 million, of which US$3.19 million took place since the last mission in August 2015. From the total loan disbursed, US$34.5 million correspond to civil works, US$9.4 million to goods, US$1.0 million to consultancy, US$10 million to designated account and US$0.25 to front-end fee. The PMO estimates that the loan will disburse US$1 million by the end of the calendar year 2015, therefore the loan will have disbursed a cumulative of US$56.20 million, accounting for 56.2% of the loan. A resettlement team, consisting of Mr. Liu Zhefu (Senior Social Development Specialist, WBOB), visited Wuhan, Hubei Province from November 8 to 10, 2015 to review the social safeguards progress in the resettlement. The team visited Tianshunyuan bus depot, and the resettlement sites along Jiefang Avenue. The task team had discussions with the PMO staff and the independent monitoring institute in charge of the resettlement monitoring. The mission wishes to thank all of the officers for their hospitality and cooperation extended to the task team. 2. Confirmation of the extension of the Bank loan and the resettlement works. The extension of the loan from December 31 2015 to August 31, 2017 was approved by the Bank management. In this case, the extension of the Jiefang Avenue could be completed and the Jiefang Avenue could be connected to the existed third ring road. Since this extension of Jiefang Avenue will be crossing Nanhu village in Huangpi District, some collective land will be required and displaced families will be relocated. Action: The task team reminds the PMO that enhancement of the resettlement management needs to be taken to ensure the success of the most challenging resettlement works in Huangpi district. A resettlement action plan to focus on this section should be updated. 3. Requirement to the updated RAP. Based on requirement of the Bank Involuntary Resettlement Policy OP 4.12, this updated RAP should include: the updated census of people to be resettled; the compensation rates to ensure they are current; current status of the collective land uses and labor employment situation. The Bank regional safeguards secretariat agreed that the Huangpi-financed-and-implement extension of Jiefang Avenue north of the 3RR is not a linked project as it is not needed to achieve the PDO. Action: As agreed by both the task team and the PMO, the updated Chinese RAP will be sent to the task team by December 31, 2015 and the English RAP by January 15, 2016. 4. Responsibility to the resettlement works in Huangpi District. The task team was informed that Huangpi District will be in charge of the resettlement works and the cost for the resettlement. However, the task team would remind the PMO that Huangpi District did not have the experience in the Bank financed project, specific to the requirement to involuntary resettlement under Bank supported project. The task team would request the independent monitoring institute to provide training for those engaged staff in Huangpi District and supervise the progress in the resettlement. Action: Based on the updated schedule of civil works of Jiefang Avenue extension, the PMO agreed that the resettlement works in Nanhu village will be completed in June 30, 2016. 27 Huangpi district will complete the design of the resettlement site and land approval of this site in May 31, 2016. 5. The Jiefang Avenue at the north of the third ring road. The PMO clarified that since the task team agreed that the north ramp of the third ring road in Nanhu village is not a linked project, the updated RAP would not include this area. The task team would remind the PMO that while Huangpi-financed-and-implement extension of Jiefang Avenue north of the 3RR is not a linked project, the RAP might need to be updated nonetheless for this area. The update is needed because the resettlement in the south of the 3RR, which is part of the project, could have implications for people working in the north area. 6. Remaining resettlement issues on Jiefang Avenue. The task team had a site visit along Jiefang Avenue and observed that about 15 families and enterprises have not been relocated so far. The task team was told that the discussions with those displaced families and enterprises on the arrangement of their relocations are still undertaken. However, the agreements to those affected families and enterprises should be reached as soon as possible so that the pedestrian and green belts could be built. Action: The PMO agreed that the displaced families and enterprises would be relocated in December 31, 2015. 7. Resettlement issues on the bus depots. The task team visited one bus depot in Hankou downtown of three bus depots in Wuhan. The resettlement in this Tianshunyuan bus depot was not completed. The task team observed the land of the bus depot is used by a contractor and construction materials are stored. The task team was also reported that the resettlement works on Jinyintan bus depot was completed and Gangdu Garden was not completed yet. However, the task team urged the PMO that the resettlement works on Tianshunyuan and Gangdu Garden should be completed as soon as possible so that the civil works on those two bus depots could be completed on time. File Number: [2015] No.142 Proposal from Wuhan Urban and Rural Construction Committee for Projects Starting Construction in 2015 and Major Projects Starting Construction in 2016 Wuhan Urban and Rural Construction Committee Aug. 29, 2015 Municipal Government: According to the requirement from the 9th working conference about major projects development in Wuhan, the committee has adjusted the arrangement for new projects in 2015 and major projects in 2016. Please find the details as follows and please give instructions: I. Principle of project selection 1. Accessibility improvement in some areas. The focus is to solve the difficulties in travel, accessibility and traffic congestion in areas of Shuiguohu, Nanhu and Houhu etc. 2. Smooth connection between urban downtown and new town. The focus is to strengthen the corridor construction to connect the urban downtown and 6 new towns, opening up dead end roads and improving bottleneck roads. 3. Integrated intermodal hub. In line with the strategy of developing Wuhan as the national-level integrated transportation hub, the focus is on constructing integrated intermodal hub, primary regional roads and connections roads in between. II. Principle of implementation agency selection 1. Respect to the regulated principles. According to "Opinion of Strengthening Joint Promotion of Urban Infrastructure Construction by both Municipal and District Governments from the CPC Wuhan Municipal Party Commission and Wuhan Municipal People's Government"(Wuhan [2013] No.16), primary roads and expressways will be implemented at municipal level, while secondary trunk roads and branch roads will be implemented at respective district level. 2. Readiness for implementation. Based on above-mentioned regulations, according to actual situation of each project, implementation agencies will be selected: 40 1) Except special projects, considering the time constraint for projects to be started in 2015, implementation agency will be changed to ensure the construction starting in time. 2) Regarding major projects for 2016, considering the relevancy of different projects and preparation progress difference, different implementation agencies will be selected. 3) Regarding projects to be started in 2016, according to the requirement from government document [2013] No.16, to promote urban infrastructure construction jointly by municipal and district governments, as well as respective responsibility distribution, implementation agencies will be selected. 4) Regarding the packaged projects with closed land, the implementation agency will be original one. III. Projects Overview There are in total 61 projects, including new projects that started in 2015 and major projects to be started in 2016, with the total investment 187.015 billion RMB, including 12.23 billion RMB planned to be completed in 2015. Among those projects, 52 are for urban construction, with the total investment 153.219 billion RMB, including 45 projects for urban roads and 7 projects for urban rail. And there are other type of transportation projects with the investment 33.796 billion RMB. 1. New projects that started in 2015 32 new projects started in 2015, total investment 93.87 billion RMB, completed investment for the year 12.23 billion RMB, among which, 25 projects started construction in 2015, with total investment 81.252 billion RMB, planned completed investment for the year 9.03 billion RMB. In addition, there are other 7 new projects, total investment 12.575 billion RMB, to be completed 3.2 billion in 2015. 1) Urban construction There are 27 projects, total investment 73.971 billion RMB, 21 of them have started construction in 2015, total investment 62.656 billion RMB. There are other 6 new projects, with the investment 11.315 billion RMB. The 21 projects include Zhongshan Avenue Rehabilitation (Yiyuan Road-Wusheng Road), Daijiashan Bridge and connection roads on both banks (Daishan Road-Julong Avenue), Jian'an Road etc. The other 6 new projects include: - expressway in Jiangbei (Jian'an section and Huangpi section), 41 - Hanjiang Avenue (Jianshe Avenue-Jianghan Avenue), - Hanjiang Avenue (rehabilitation of Hanjiang 4th Bridge (Jinghan Avenue-Meizishan Road South)), - Jiangcheng Avenue Rehabilitation (Moshuihu Bridge-3RR), - Dingziqiao South Road (Xiongchu Stree-Rui'an Street) - 2nd Phase of Hanyang Connection Corridor to Jianghan 6th Bridge (Hanyang Avenue- Moshuihu North Road). 2) Other transportation projects There are 5 such projects with total investment 19.86 billion RMB. 4 of them have started construction in 2015, total investment 18.596 billion RMB. There is 1 new project, with the investment 1.26 billion RMB. The 4 projects are: - Qingshan Yangtze River Highway Bridge on 4RR - North section of 4RR - Xiaohan Avenue (section in Wuhan) - Qiaoxiao Highway The new project is the 3rd corridor to the airport (Fuhe Bridge section of Citian Highway). 2. Major Projects to Start Construction in 2016 There are 29 major projects to start construction in 2016, total investment 93.188 billion RMB. 1) Urban Construction There are 25 urban construction projects, total investment 79.248 billion RMB, mainly including those to start: Wenxin Road, East Section of Nanniwan Avenue (Hanxi 2nd Road- 2RR), Hui'an Avenue (Jiefangdadao Avenue-Zhanggongdi Dike), Qingling Section of Yangsi Port Expressway (Bata interchange-Luwanhu Interchange), Shamao Avenue (Mayinghe Avenue-Xingcheng Avenue), Qinghua Road Maintenance (Wuda Railway Flyover-External RR), Urban Rial Line 5, 2nd Phase of Line 8, Wuchang Section of Line 11. 2) Other Transportation Projects There are 4 projects, total investment 13.94 billion RMB. Mainly include those to start: Yangluo Class1 Highway, East Section of 4RR (Jiufeng-Jianshe), 4RR Limiao to Beihu Interchange section, express way (Wuhan-Dawu). 42 3) Microcirculation Roads There are 277 microcirculation roads planned for 2015, total investment 34.95 billion RMB. For 2015, it's planned to complete investment 16.92 billion, completing 96 projects and start construction for 35 projects. III. Suggestions 1. The new additional projects and investment proposed for 2015 to be included into 2015 urban construction planning. Major projects and investment proposed for 2016 to be included into 2016 urban construction planning. 2. For the project of Expressway in Jiangbei from Hankou to Yangluo (Erqi Yangtze River Bridge-Yubo Avenue): the implementation agency of the sections in Jiang'an and Huangpi will be changed to Wuhan Airport Development Group, while Huangpi District will be responsible for land acquisition and resettlement as well as related funding in Huangpi; the implementation agency for the Xinzhou section will still be Wuhan Yangluo Economic Development Zone Construction and Development Co., LTD, and Xinzhou District Government will still be responsible for financing the works. 3. For projects of Julong Avenue Extension (Julong Avenue-Airport Road), Realignment of Airport Expressway (Majiahu Interchange-Airport Road), East Airport Road (Airport Road-Hengtian Highway): in the scenario that Wuhan Airport Development Group has purchased the operational business in the airport area, the implementation agency then will be changed to Wuhan Airport Development Group from Wuhan Urban Investment and Development Company (WUIDC). 4. Jiefang Avenue Extension (North Road of Dijiao Park-3RR), the difficulty of moving on the project is the land acquisition and resettlement in Huangpi District, it's suggested the implementation agency will still be WUIDC, and Huangpi District will be responsible for land acquisition and resettlement as well as related funding in Huangpi. 5. Jianshe Avenue Extension (Erqi Road-Xingye Road) is an urban primary road. Since the rest of the road sections will be implemented by the Real Estate Group, for a better balance and coordination, this section will be implemented by the Real Estate Group instead of WUIDC. 6. Projects of Baibuting Road and Xingye Road are both secondary trunk roads connecting Houhu area and Jiefang Avenue. Xingye Road connects Gusaoshu Road in the west and Jiefang Avenue in the east. The section between Gusaoshu Road to Baibuting Road with 6.1km has been completed, the rest section from Baibuting Road to Jiefang Avenue with 868 meters long (and 40m wide) is not yet built, which results in the poor connection between Xingye Road and Jiefang Avenue and end up in the dissatisfaction of 43 diverging the traffic from 2RR. Baibuting Road (Jiefang Avenue-Xingye Road) is secondary trunk road in the city, 990m long and 30m wide. Now the parallel Baibuting Park Road is completed and can undertake some of the traffic from Baibuting Road. Considering the difficulties in land acquisition and resettlement and implementation along Baibuting Road, and although Xingye Road also has similar difficulties, it has better operation capacity than Baibuting Road and connects Jiefang Avenue more directly, therefore, it's suggested to include Xingye Road (Baibuting Road-Jiefang Avenue) into major projects for 2016. WUIDC will still be the implementation agency, Jiang'an District will be responsible for land acquisition and resettlement as well as related funding. For Baibuting Road, the preliminary work can be started in 2016 and it will be implemented by Real Estate Group. 7. Yanhe Avenue (Qiaokou Road-3RR) is urban primary road, implementation agency is changed to Real Estate Group from Qiaokou District. 8. Wuliang Road is urban secondary trunk road, implementation agency is changed to Hongshan District Government instead of WUIDC, and the construction will be in line with the WUIDC's drainage culvert project to avoid the repeated excavation. 9. North Extension of Dingziqiao (Wuluo Road-Bayi Road) and North Extension of Shipailing Road (Wuluo Road-Bayi Road) is close to and parallel to each other, with similar functions. Both need to coordinate with military agencies and to solve the problems of left-turn and direct movement of flyingover Yangtze Bridge. These are challenging. Considering Dingziqiao Road has better operation capacity and more obvious function that can effectively diverge the traffic for Shuiguohu area, it's suggested to start constructing the North Extension of Dingziqiao (Wuluo Road-Bayi Road), the implementation agency is changed to Real Estate Group from Wuchang District, but Wuchang District will be responsible for funding of works and land acquisition and resettlement. For Shipailing Road (Wuluo Road-Bayi Road), the preliminary work can be started in 2016 and construction can start when conditions are improved. The implementation agency will be Real Estate Group, changed from Wuchang District and it will follow up the official file [2013] No.16 for funding. 10. Youyi Avenue-Zhongshan Road Expressway Rehabilitation (3RR-Meijiashan). This is a urban expressway in the planning. As it involves several difficult node like Xiaodongmen, Dadongmen, Railway Station, Zhongshan Road Tunnel etc., comparative analysis and scientific justification are needed, it is suggested to carry out preliminary studies in 2016 and start construction when chance permitting. 11. Xinnvshan Road (Moshuihu North Road-Sixin South Road) is an urban primary road. As the parallel Longyanghu East Road is under construction and they are close to 44 each other with similar functions, it is suggested to carry out preliminary work in 2016. 12. Urban rail projects will be implemented according to the implementation schedule from the 3rd round construction planning approved by the central government. 13. All implementation agencies shall put efforts in projects preparation and funding. All districts should try all best in resettlement and coordination with municipal stakeholders to ensure the construction starts on time. 14. Seeking for a rapid approval by the city government.
