Overall, the Project implementation progress since September 2015 is on-track in general, but certain delays remain. The overall progress is therefore considered moderately satisfactory with satisfactory progress for Component 2 and Component 3 and a slower progress on Component 1, although most of the activities envisaged at appraisal are under implementation. 2. Project disbursement of IDA fund is slower than expected due to: (1) slow implementation progress with land acquisition for irrigation subproject in Ca Mau, which is the biggest irrigation subproject in money term; (2) poor performance of two big irrigation contracts, US$2.5 million equivalent each contract: one in Ca Mau and one in Bac Lieu provinces; and (3) lengthy internal review and approval procedures for new subprojects and some additional works, costing at almost US$40 million due to complex and/or poor engineering detailed design resulting in some of additional works have not committed its resources in the form of contracts. At the time of the mission, most of this US$40 million has been committed and construction started in some additional works and the project disbursement reached US$82 million or 58% of IDA fund at present value. About US$9.2 million was paid during 31 August 2015 to March 2016 which is much lower than the payment made during January-August 2015 (US$14.4 million). It is expected that about $38 million will be paid in year 2016[1]. But the actual at the closing would be much more than that with 57 schemes completed under phase-1 and 30 other schemes is being constructed under phase-2 plus four (4) additional schemes, as the Bank ad-hoc support to assist the Borrower with the 2016 historical saline intrusion and parchment affected by El Nino, to be built and completed by the closing date. The total schemes built by the project would be at 91 instead of 60.
