Overall, it has been progressing moderately satisfactorily. The project management and implementation are continuing to be satisfactory and progress has been made in monitoring and evaluation. The financial management and procurement of the project have not been assessed since the last ISR. As of December 2016, 442 019 households were registered in the National Unique Registry (RNU). Several key improvements were made over the last 6 months to the RNU, including the update of the Proxy Means Test (scoring), the merging of the various yearly databases, the development of the management information system (MIS), and the definition of the procedures for the systematic updating of the RNU. Despite these advances, some concerns subsist related to the inclusion of individuals in the RNU outside of the normal procedures (beneficiaries of the equal opportunity card, CEC), and the failure of the statistical agency to survey all the households identified by communities. The audit of the data, and the rolling out of the RNU updating are urgent tasks for early 2017. By the end of 2016, the conditional cash transfer program (PNBSF) is expected to have reached its final target of about 300 000 beneficiary households. In recent months, the MIS was developed, and various M&E tools were put in place (impact evaluation baseline, community scorecard, and payment spot-checks). However, some issues subsist, including the need to remove the 10 000 households who became beneficiaries outside of the procedures (need to be transferred to a separate bourse for disabled), the need to finalize urgently the social promotion material to allow the social operators (NGOs) to effectively deliver the information sessions, and the need to put in place the verification of the education conditionality for this school year. A process must also be developed to manage beneficiaries whose contact information is not up to date and who cannot be found by the program. The additional financing was declared effective in December 2016. The DGPSN is also actively developing the procedures for the productive activities and the program of response to shocks under the Adaptive Social Protection additional financing. The midterm review will take place in February 2017 and will be an opportunity to address the issues that persist (which would also help to increase the level of disbursement), and to review all the indicators and targets.
