                                 Restructuring Paper




1. The General Education Quality Improvement Program - (GEQIP) is financed under a
   pooled funding arrangement by the Education for All – Fast Track Initiative Catalytic
   Trust Fund (Grant No. TF093227) – US$70 million, IDA (Cr. 45350-ET) - US$50
   million, a Multi-Donor Trust Fund (Grant No. TF094224) - US$220 million, and
   Education for All – Fast Track Initiative Catalytic Fund Catalytic Trust Fund (Grant
   No. TF097263) - US$98 million. The Closing Dates of IDA (Cr. 45350-ET), Multi-
   Donor Trust Fund (Grant No. TF094224), Education for All – Fast Track Initiative
   Catalytic Fund Catalytic Trust Fund (Grant No. TF097263) are July 7, 2013, June 13,
   2013 and June 30, 2013 respectively. The Closing Date for Education for All – Fast
   Track Initiative Catalytic Trust Fund (Grant No. TF093227) the will be extended
   from May 31, 2012 until July 7, 2013.

2. A request for the extension of the Closing Date dated April 19, 2012 was received
   from the Government of Ethiopia.

3. In the last ISR dated April 7, 2012, the PDO was rated satisfactory and IP moderately
   satisfactory. The project’s objectives continue to be achievable.

4. The amount of undisbursed funds under the Education for All – Fast Track Initiative
   Catalytic Trust Fund (Grant No. TF093227) is US$2.14 million equivalent to 3.0% of
   the Grant. The proposed extension should allow all remaining funds under this Grant
   to be used by the proposed Closing Date of July 7, 2013, which is same as that of
   IDA (Cr. 45350-ET).

5. The proposed project closing date extension is consistent with OP 13.30. The project
   objectives continue to be achievable, the performance of the borrower and other
   project implementing agencies is satisfactory, and the borrower has prepared a
   specific action plan acceptable to the Bank to complete the project.

6. There are no overdue audit reports. All audit reports received were unqualified.

7. This will be the third extension of the project. The first extension was from June 30,
   2010 to June 30, 2011, and the second from June 30, 2011 to May 31, 2012.
