The key achievements to date include: (i) establishment and consolidation of the state water resources management institutions (State Water Resources Agency and State Water Resources Data Center); (ii) enactment of the legislation creating the autonomous Uttar Pradesh Water Management and Regulatory Commission; (iii) creation and delegation of responsibilities to several Water User Associations; (iv) approval by the Uttar Pradesh State Assembly of the Participatory Irrigation Management Act (FY10 achievement); (v) modernization of the operation of the Uttar Pradesh Irrigation Department; (vi) introduction of farming practices through Non-government Organizations achieving better levels of productivity and diversification in Jaunpur Sub-Basin Bracn (JSB) area; (vii) modernization of canals and drains servicing 300,000 hectares in JSB area (FY10 achievement). Given this, achievement of the project development objectives is highly likely. The progress of implementation of the Institutional Strengthening Action Plan, the fourth indicator, shows positive improvement. The fifth indicator, percentage of core road network in poor condition, has not yet met the EOP target. The sixth indicator (actual economic rate of return of civil works financed under the project) will be calculated at the EOP. The original objectives, design and scope of the project remain the same, but the key project indicators have been revised to include targets for the additional years of financing (through end 2013), and to capture the International Development Agency's monitoring arrangements for water supply and sanitation: Indicator 1: Total number of people/households (and people/ households from vulnerable communities) in project areas with access to improved water supply services. Indicator 2: Improvements in decentralized planning and management of rural water supply services as measured by: (i) number of GPs (village governments) successfully participating in the project as per project principles; (ii) contribution to capital cost by GPs and communities; (iii) user fees collected towards operation and maintenance cost (percentage); and (iv) tariff collection efficiency in the project GPs. Indicator 3: Assessment of overall sustainability--percentage of villages showing likelihood of sustainability as per independent sustainability monitoring exercise. Progress toward achieving development objective(s): The initial project fully met the original development objectives. Regarding the increase in access to water and sanitation by rural communities, the project benefitted more than 5 million people (25 percent above the project appraisal target) and met the sanitation goals. The most recent evaluation exercise showed a very high level of sustainability of schemes under operation. The second development objective related to decentralization was also met, as the Rural Government Institutions, and particularly the GPs, actually carried out the planning, construction and operation of all project financed schemes. Progress toward achieving development objective(s): The project is on track to meeting its development objectives. All planned infrastructure works have been completed. All trainings (clinical, non-clinical and administrative) are also on track. The percentage of project health facilities (secondary level) conducting more than 10 deliveries per month have decreased from 97.3 percent in June 2009 to 92.8 percent in December 2009 - an indication that the primary level facilities are becoming more operational through the National Rural Health Mission. The availability of 15 vital drugs in facilities has also shown a modest decrease from 92 percent to 87 percent. The in-house Patient Satisfaction Survey has shown a marked improvement in most parameters with majority of respondents being satisfied with the infrastructure, services and behavior of staff at project-supported facilities. Also, staffing of facilities according to norms has shown a significant improvement in the nursing and laboratory technician cadre. However, availability of specialist doctors has decreased which could be attributed to the overall shortage of select categories of specialists in the state. The project has already made efforts to start a six months certificate course to create a cadre of skilled clinical staff. Lastly, outreach camps to improve service utilization and health care seeking behavior are operating per agreed schedule and are yielding impressive results. These camps primarily provide services to the vulnerable populations in the tribal and desert districts. The rail capacity has been significantly increased and the overcrowding decreased to levels approaching the project targets. The quasi totality of the people and shops to be displaced has been relocated in an acceptable manner and the quality of the post-resettlement carried out by Mumbai Metropolitan Region Development Authority (MMRDA) is exemplary. The Jogeswari-Vikhroli link road is now bringing substantial time saving to a large number of users. The new traffic signal system has already reduced delays at junctions. The regional strategic transport plan is serving as a basis for the large development program that MMRDA has started to implement. In the context of additional financing, the closing date of the ongoing Rajasthan Water Sector Restructuring Project has been extended by 3 years from March 31, 2010 to March 31, 2013. Progress toward achieving development objective(s): Overall implementation progress of the project is good. Of the 88 irrigation schemes, canal rehabilitation/modernization works in 78 schemes have been completed. Memoranda of Understanding between Water User Associations and the Water Resources Department for the transfer of operational maintenance and irrigation management responsibilities have been signed in 78 irrigation schemes. All project activities are likely to be completed within the project period and the project's development objectives are likely to be met. Travel time on the project roads have increased to 37 miles per hour corresponding closely to end-of-project (EOP) targets. Targets for reduction in accidents have exceeded EOP targets. Though physical targets for road rehabilitation and upgrading will be met by EOP, the target for percentage of core network in good condition will not be met. The institutional development component has had some challenges, which are being overcome. Staffing of the six Human Resource cells created has just been completed and will require additional attention and effort in order for impacts to be substantial. The project roads have reduced the distance between the State capital (Aizawl) and the second important town (Lunglei) by about 70 km and the travel time by more than 3 hours. The cost to passenger travel from Lunglei to Aizawl has come down from Rupees 300 (USA$6.72) to Rupees 270 (US$6.05) in maxi cabs despite significant increases in fuel cost. In addition, the project roads have already boosted the economy of the region in terms of increased land values, agricultural incomes, local handicraft industries and new businesses along the new roads. Progress toward achieving development objective(s): The project is on track to meet its objective with the rehabilitation of about 3,800 tanks and support and training to water users to empower them to take charge of the operation and maintenance of the tanks. Data from a sample of tanks shows that due to the increased availability of water and higher water use efficiency, agricultural and fisheries production has increased. Increases in crop yields varying from 30 percent to 56 percent have been measured and diversification of crops away from rice has started. Fish production increased from 166 kilograms to over 300 kilograms per hectare, which has benefitted especially landless villagers. Various income generation activities have been taken up in about 1,425 tanks, benefitting over 65,000 families and have provided substantial benefit to poor households. Funds were borrowed for various activities, including the purchase of livestock and the establishment of small kiosks. The activities have helped, in particular women, to gain additional income. These activities show that rural livelihood is improving and poverty is reducing in tank communities. Administrative data indicate further progress since then. Innovations supported by the project include 61 Mobile Health Clinics that provided primary health services to 350,174 beneficiaries through 9,207 health camps in isolated and poor communities, six Citizens Help Desks in hospitals that improve access to services by vulnerable groups, and contracting of 26 clinical specialists to improve services in isolated areas. The project has completed construction of 164 and renovation of 30 primary health care facilities. The project has also supported development of information systems as well as administrative and legislative reforms in the sector. The project has ramped up its investments in livelihoods, particularly on community managed sustainable agriculture (proposed to cover 2.62 million acres by April - May 2011 as against 1.82 million currently); dairying (increase in milk collection from 375,000 liters per day currently to more than 600,000 liters per day by June 2011); and on jobs/employment (facilitated employment for 228,000 rural youths). The project is working towards ensuring a comprehensive social safety net coverage by facilitating access to various entitlements and insurance coverage. Bihar, Rajasthan, Orissa and Madhya Pradesh have demonstrated impressive increases in institutional deliveries, ranging from 8.4 percent to 18.8 percent during this period. Also, a significant improvement in routine immunization coverage is noted especially in Bihar (20.7 percent to 41.4 percent), Rajasthan (23.9 percent to 48.8 percent); and Orissa (53.3 percent to 62.4 percent), and marginal improvements in Uttar Pradesh (25.8 percent to 30.3 percent) and Madhya Pradesh (30.4 percent to 36.2 percent). Use of modern contraceptive methods has also shown improvements in many populous states: Rajasthan (41.4 percent to 54 percent) Bihar (24.5 percent to 28.4 percent), Madhya Pradesh (46.7 percent to 53.1 percent). There has also been increase in exclusive breast feeding in several states. The huge increase in skilled care during delivery is largely attributable to the conditional cash transfer for institutional deliveries--Janani Suraksha Yojana. Free anti-retrovirus treatment was scaled up steadily, with almost 294,000 adults and more than 19,000 children on treatment by March 2010. Preliminary results of the Bank-supported Impact Assessment of Targeted Interventions for the Prevention of the Human Immunodeficiency Virus (HIV) in India indicate that HIV prevalence fell among pregnant women in high burden southern States almost 50 percent from about 1.8 percent (2000) to 1 percent (2007). Progress toward achieving development objective(s): Implementation of the initial project by the Small Industries Development Bank of India (SIDBI) had been excellent and the objectives of expanding access to long term finance to SMEs and improving the quality of lending to SMEs were achieved. In line with the objectives of the additional financing, the project is on track to enhance the project's geographical coverage, scaling down to smaller SMEs, and broadening the menu of existing products such as term-loans, working capital loans and receivables financing. The funding from SIDBI provided needed lending support, particularly in the aftermath of the global financial crisis, including through working capital and receivable financing and through lending in underserved states. SIDBI has also downscaled to smaller sized-loans. Progress on the multi-donor funded technical assistance (TA) has picked up momentum, and there are ongoing efforts to enhance the linkages between the credit line and the TA. These new agriculture interventions have cumulatively benefitted more than 100,000 farmers over the last two-and- a-half years. Similarly, income from dairy activity have also increased by more than an average of 35, 40 percent due to project interventions on collective marketing. Recent introduction of two new mechanisms, the Health Risk Fund and the Food Security Fund, will assist the poor in mitigating health shocks and reducing food expenditure. The project is working towards ensuring a comprehensive social safety net coverage by facilitating access to various entitlements and insurance coverage. Progress toward achieving development objective(s): The project continues to show positive results, especially in three major activities: namely, (i) the expansion of areas under irrigation as a result of water conservation techniques. Creating additional water resources through water harvesting structures and source sustainability interventions has been one of the key achievements under the project. The project has systematically and scientifically adopted silt measurement methods to monitor the silt load reduction in the run-off water. (ii) The second activity in which the project continues to show positive results is in the production of high value vegetable crops, which has contributed to a significant increase in household incomes. About 60 percent of newly irrigated land is under high valuable crop and an area of 2,187 hectares has been covered by technology demonstration on vegetable cultivation, resulting in increased productivity and off-season vegetable production. (iii) The extensive use of vermi-compost, which reduces the use of chemical fertilizer, represents the third area in which the project continues to show positive results. A total of 27 activities are being implemented under the component reaching a large amount of the rural population and about 7,000 vulnerable people. The achievements and success of the vermi-composting activities have been taken up by a majority of beneficiary communities. The project has so far supported a range of skill-based activities in the service sector, such as carpentry, plumbing, mobile repair, etc. As a result of project interventions, fodder availability has improved, uncontrolled grazing has decreased, and stall feeding and milk production have increased. The project was restructured, or received Additional Financing during FY 10 The goal of the restructuring is to include a futuristic disaster risk reduction component in the project titled "Vulnerability Reduction of Coastal Communities" (VRCC) that includes reconstruction of around 15000 structurally vulnerable houses, and establishment of around 140 Evacuation Shelters with Evacuation Routes connecting villages to these shelters that will also be equipped with effective early warning systems. Unspent funds from the housing reconstruction component of the original project (unspent on account of NGO grant funding replacing Bank funding) were reallocated for this new VRCC component. Progress toward achieving development objective(s): The project's development objective is being met with considerable progress being made both in revival of livelihoods and strengthening disaster risk reduction with involvement of coastal communities. About 37,000 damaged houses in rural areas have already been reconstructed and about 63,000 Tsunami self-help groups of women have been established to support livelihood generating activities with access to revolving funds, making Government of Tamil Nadu's Tsunami recovery program significantly successful and also substantially achieving project objectives, albeit without using Bank funds. Replacement funds in the form of grants became available from various Non-government Organizations and donors. Livelihood recovery activities in the project included creation of 1,524 farm ponds, distribution of 105 power tillers, 22 tractors, 508 oil engines and reclamation of 8,800 acres of agricultural land. Plantation of 4,780 hectares (ha) of shelter belt plantations and 2,200 ha of mangroves to act as bio shields was also carried out. As part of the new VRCC component, works have begun on around 6000 of the 15000 houses to be reconstructed across 11 coastal districts of Tamil Nadu. 3600 houses in the Chennai urban site of AIR/Thiruvotriyur have been completed, 3300 Ready Built Houses in Semmancherri have been occupied and reconstruction of nearly 700 houses in Marina site has begun. Fourteen states accounting for 78 percent of the total project ITIs are on track. Out of the eight stagnating states, Kerala, Rajasthan, Uttarakhand and Jammu and Kashmir have improved. The multi-skilling, multi-entry and exit vocational training program implemented in the sector through the project is gaining ground. Industries are showing interest in this new program. However, important issues related to curricula and testing and certification are emerging. Many states have created and filled a large number of existing and new instructor positions. Implementation of innovation funds and policy study sub-component has been slow because implementation of component 1--improving quality of vocational training through up-gradation of 400 ITIs in 34 states and union Territories--has taken longer than expected. The first ever Management Information System (MIS), which would cover the whole vocational training sector, is being designed and should be operational in six months. One of the key issues requiring attention is the weak capacity of the Government of India's Ministry of Labor and Employment and State counterpart departments. Since significant parts of Orissa come under this classification, a large number of tanks originally proposed for rehabilitation under the Bank project have been shifted by the Government of Orissa for funding under the Government of India scheme. The advent of this scheme has affected project implementation and resulted in reworking the phasing of tanks, the reorganization of District Project Units and adjustments to the scope of proposed consultancy services. As of April 15, 2010, rehabilitation works are underway in 21 tanks and works will soon be initiated for another 23 tanks. From the original long list of 1,572 tanks, of which the project was to select 900 tanks for rehabilitation under the Bank supported project, 788 tanks have been posed for support under the Government of India scheme. The Bank is currently involved in discussions with the Government of India in reviewing the size and scope of the Bank project, which may have to be downsized over the next few months resulting in a possible restructuring.
