Since July 2020, (i) both Public Employment Services (PES) which are the Federal Employment Institute (FEI) in the Federation of Bosnia and Herzegovina (FBIH) and the Employment Bureau in Republika Srpska (RS) have submitted evidence for disbursement of DLIs 1.6 and 1.7 placement to jobs for youth and vulnerable population in the total amount of 4.75 million EUR ; (ii) both Federation and RS PES submitted evidence for disbursement of DLI 3.2. “number of vacancies collected increased by 10% from 2017” in the total amount of 1.5 million EUR; (iii); RS PES submitted evidence for disbursement of DLI 3.4. (20,000 jobseekers profiled and have an individual employment plan) in the total amount of 0.5 million EUR. 2/24/2021 Page 1 of 8 The World Bank Implementation Status & Results Report Bosnia and Herzegovina Employment Support Program (P152347) Due to restrictions in direct meetings and field monitoring, all evidence regarding DLI 1.6 and 1.7 was collected via telephone interviews and supported with questionnaires completed by beneficiaries (firms and jobseekers) electronically. All evidence related to other DLIs was submitted electronically to the World Bank. In both entities, the Bank team has continued discussions with PES on required improvements to their online job portals, to support them in achieving DLI 4.3 (FBIH) and DLI 4.2 (RS) in the coming months. Disbursement for DLI 2 for ALMP re-design is also expected in the first quarter of 2021 for both. It is also expected that public employment services in RS and FBIH will withdraw 5.5 million EUR (jointly) in the first quarter of 2021 based on the restructuring agreement for the purpose of payment of unemployment benefits (DLI 5). Regarding the beneficiary satisfaction, in September 2020 both FEI and the Project Implementation Unit (PIU) in FBIH conducted surveys on the satisfaction level among employers and jobseekers. The FEI randomly surveyed 242 employees and 191 employers, some of whom have not benefited from ALMPs in 2019. The average rate of satisfaction among employers is 95% and among employees 97%. In Republika Srpska the PIU conducted a survey among 150 randomly selected firms who employed 675 former jobseekers through ALMPs. The average level of satisfaction of employers in Republika Srpska is 94%. There was no survey conducted for jobseekers in RS. Thus, the average satisfaction of beneficiaries across the two entities is 95%. The review of the financial management arrangements at both implementing units concluded that the financial management system, including accounting, budgeting, organization and staffing, internal controls, counterpart funding, audit and financial reporting, continues to be adequate and satisfies the Bank’s requirements. The project units are well staffed and well managed. There are no overdue Interim Un-audited Financial Reports (IFRs) and no overdue Project audits. The financial management arrangements of the Project, including accounting, budgeting, organization and staffing, internal controls, counterpart funding, audit and financial reporting, continues to be adequate and comply with the Bank’s requirements.
