The World Bank has issued a SOPE Report every year as an internal communication to the Board of Executive Directors. In accordance with the Bank's revised disclosure policy, since FY02, the SOPE Report is available to the public. The report is intended to bridge the gap in information available to the public between the Project Appraisal Document, disclosed after the Bank approves a project, and the Implementation Completion Report, disclosed after the project closes. In addition to the project progress description, the FY06 SOPE report 1 contains project level comparisons of disbursement estimates and actual disbursements, and a table showing the loan/credit/grant amount and disbursements to date for all active projects. 1 Notes: · Amounts for Projects in currencies other than U.S. dollars may not match exactly due to exchange rate fluctuations over the life of the project. · Disbursement graphs are not included for Development Policy Loans, which provide quick- disbursing external financing to support policy and institutional reforms. Progress toward achieving development objective(s): The project continues to make good progress toward its development objectives. 263 water supply systems in rural communities are operational and 158 systems are under construction; 421 systems will be operational by project closing (compared to the planned target of 330). 60 indigenous communities in the El Chaco Region are benefiting from water systems and sanitation facilities and additional 68 systems are under construction or upgrading; in total 128 indigenous communities will benefit from new (71) or improved (57) water and sanitation facilities (the target was 35). SENASA is becoming a more effective promoter rather than a direct provider of Rural Water Supply and Sanitation Services. As of June 2006, five privately supplied systems are in operation, benefiting six communities, and an additional system, benefiting 2 communities has been constructed and is starting operations and connecting new users, to benefit additional 2,000 families. SENASA continues to promote and strengthen five Associations of "Juntas de Saneamiento" -local water users committees. Progress toward achieving development objective(s): After initial delays project implementation has picked up and results on the ground are strong. The latest data show that 201 sub-projects have been approved reaching more than 2,000 families or 11,000 direct beneficiaries, of which 40% are women and 12% indigenous peoples. This represents a major acceleration from 2004, when less than 30 sub-projects had been approved, and mid-2005, when 85 subprojects had been approved. The average investment per family is approximately US$1,600. One of the project's strongest aspects has been its capacity to decentralize decision making at the departmental and municipal levels. All Local (44) and Departmental (3) Development Committees are operating, and training of these committees has continued. Institutional mechanisms have been developed at the local level. Progress toward achieving development objective(s): The project is moving well despite early delays in obtaining Assembly approval. Education system management is being improved through re-engineering of the Ministry of Education's human resource management and supervision system, and training education leaders (second group of 50 will begin their Master's program this year). New secondary school textbooks and materials were prepared and are being distributed. Equity of access to education has been improved through the scholarship program that already allowed about 2,800 poor students to attend secondary school. Strict eligibility criteria were applied and the process has been transparent and highly publicized. Steps have already been taken to initiate the process of redesigning the management system in the Ministry of Education, with active participation from key stakeholders. The design of accreditation and certification systems is also underway in close consultation with teacher training institutes (for accreditation) and teacher unions as part of the process.
