The project, benefiting from a USD 1.5 million grant from the Climate Investment Funds (CIF) under the Pilot Program for Climate Resilience (PPCR), was approved on June 29, 2017 and signed by the Ministry of Finance and Budget (MFB) on August 2, 2017. 2. The Project was restructured in December 2018 and in December 2019 (Level 2 restructuring) to extend, respectively, by 12 and 6 months the project closing date, until June 30, 2020. 3. Due to COVID-19, the state of health emergency was declared in March 2020. The Government has announced a suspension of all international air travel and put in place strict confinement measures. Public services were restricted and public meetings of more than 50 people and transportation between cities where the virus outbreak was banned. As of June 23, 1 596 people infected by the virus are mostly found in the major urban centers of Toamasina and Antananarivo. 3 months after the beginning of the crisis, the government started the opening of the lockdown while keeping the sanitary measures. However public meetings remain limited as well as traveling out of Antananarivo. The COVID-19 measures impacted socially and economically the country as well as slowed down most of the activities. 4. This extension is required to provide adequate time to finalize key PPCR activities in support of DRM and Climate Resilience related policy reforms as part of the Madagascar Development Policy Financing (DPF) with a Catastrophe Deferred Drawdown Option (Cat DDO) (P167941) approved in December 2019. Climate resilient road construction norms; c. Strategic plan development for the implementation of BNGRC decentralized structures; d. Regulatory texts for DRM platform; e. Action plan development for DRM Strategy implementation; f. Business continuity plans for basic services delivery in case of a disaster emergency; g. Vulnerability and adaptation measures study for coastal cities of Toamasina and Mahajanga; and h. Procedures manual for the management of national contingency funds. 6. On-going activities to be finalized in the next 3-month include the operations manual of the National Disaster Fund and final validation of study results, atlas, norms, regulatory texts, manual and action plans, and dissemination of each deliverable and training to targeted groups all over Madagascar. All these activities are under implementation at their final stage. II. DESCRIPTION OF PROPOSED CHANGES This Restructuring Paper recommends a 3 months extension of the project closing date until September 30, 2020 to provide adequate time to fully complete PPCR (Phase 1) activities while finalizing the implementation support of DRM and Climate Resilience related policy reforms as part of the Madagascar Cat DDO reforms. This will bring the total project duration to 3,5 years. III.
