The first tranche of the European Commission (EC) for EUR 30 million (US$39,807,000) and the additional contribution by KfW for EUR 25 million (US$33,110,500 million) were deposited in December 2010. A DfID contribution of GBP 5 million (US$7,850,000) was deposited in December 2011 and the second tranche of the European Commission (EC) for EUR 15 million (US$19,830,000) in January 2012. GBP 1.75 million was received from DfID on May 29th, 2012. 1 (Note 2): This amount represents the EUR 15 million pending from the European Commission and new contribution from SIDA of SEK 49,000,000; administration agreement amendment was signed on November 5, 2012 and a call for funds for the total amount is currently being processed. (Note 3): This includes the Administration Cost Recovery Fee, as per the Administration Agreements, Annex 2 and paragraph 3. 1. Since the June, 2012 OC quarterly meeting, SIDA has committed an additional 49,000,000 SEKs to the LRTF; an amendment to the administration agreement has been signed on November 6, 2012. The US dollar equivalent is approximately 7.26 million. At present, the LRTF includes total cash contributions (including investment income) of about US $ 152,066,126.75 million. Total project-level commitments remain at US$163.5 million. The total amount available for future commitments as of November 20, 2012 is approximately US$11,264,759.81. II. Project Status Reports Emergency Monrovia Urban Sanitation Project (EMUS) The project continues to progress well. The Aide Memoire from the September, 2012 mission has been shared with the Oversight Committee members and includes the Results Matrix as an Annex. The Government contribution of $850,000 for the current fiscal year is expected to be received in two tranches, $517,000 by mid- November and the balance by mid December 2012. The first tranche includes funds for compensation to the project affected persons in the buffer zone around Whein. Once compensations are paid, the fencing of the site would be completed (excluding a small area under disputed land ownership). For the last quarter (July-Sept 2012), 320t/day of waste has been collected on average, which is close to the end-of project target of 330t/day. Some accumulation of waste at both transfer stations remains of concern. This is caused by the ongoing construction of the access road at Whein town which slows down haulage. The road is expected to be finalized by end of December 2012. Covering of the waste body at the landfill also needs to improve especially since the rainy season has largely ended. Despite the above, collection and disposal activities are progressing well and project’s development objective is being achieved. The PPIAF financed Options Study has commenced and the Consultant has deployed two missions in September and November 2012. This is a 6-month assignment to analyze and recommend options for service financing to the Government, and build a financial model for cost recovery in the sector. Final report is due in March/April 2013. Possibility of additional LRTF additional financing for EMUS At the request of the LRTF, the earlier draft Concept Note for a follow-up Project has been replaced with a smaller in scope Concept Note for Additional Financing (AF) in the amount of $7.2 million from LRTF and shared with the OC members. The AF would extend EMUS Project 2 years along current arrangements. This extension would allow adequate time for the GOL to review the ongoing Options Study and make the necessary policy choices to place the sector on a gradual sustainability path. Otherwise, EMUS will close in December, 2013 and discontinuing the assistance at that time would represent an abrupt separation from the sector and from a well performing project before a longer-term policy option is adopted. 2 The December OC meeting is expected to give conclusive guidance whether LRTF would be available to proceed with the proposed AF. This would allow the task team sufficient time to prepare the AF before EMUS comes to an end. Urban and Rural Infrastructure Rehabilitation Project (URIRP II) Overall the project continues to progress satisfactorily. Physical progress of ongoing road works was limited due to heavy rainy season. A comprehensive review of mission is planned in January 2013, following which restructuring of the project to cover the projected financing gap will be undertaken. The OC will be informed of the mission findings shortly afterwards via the sharing the Aide Memoire. The works on the road to Buchanan port (56.5 kilometers including a new 130 m length Bridge over River Mechlin) have restarted after the rainy season. Overall, the physical progress is 56%. The completion date of June, 2013 remains unchanged. The contractor has mobilized an additional 15 pieces of heavy equipment to cover the lost time. The Government has successfully completed the Resettlement Action Plan (RAP) payment (0.85 million) for first 48 kms (Compound one to Benson River). Following approval of the RAP which covers the remaining length, the Government is expected to complete the payment to the Project Affected Persons (PAPs) by December 5, 2012. As of early November, 2012, 22.0 kilometers of Bituminous Course, 25 kilometers of Base Course and 26 Kilometers of Sub Base Course have been completed. The bridge works including one on River Mechlin are progressing satisfactorily with all reinforced beams, 85% of caissons construction and one abutment completed. The project has also reported 93% completion of reinforced pipe culverts. Photographs of various ongoing field activities are included in Annex B. Procurement of the services of a professional consulting firm to provide Technical Support to IIU has experienced further delays. In parallel, IIU initiated discussions with UNOPS for providing such services in October 2012 and the proposal is expected shortly. Further details will be shared during the LRTF meeting. Possibility of additional LRTF additional financing for URIRP During the last LRTF meeting, additional details were sought on the reasons for increase in cost of works under construction or planned under the URIRP including the Fuel Unloading Facility at the Free Port of Monrovia (estimated cost US$11.2 million), construction of the Caldwell Bridge (estimated cost US$9.0 million) and completion of the Bokay town – Buchanan road. A consolidate report is being prepared and will be reviewed by the Bank in late January, date of the next Bank transport mission. Meanwhile, a preliminary report is being prepared by the IIU and will be shared with LRTF donors at the December 6th meeting. Liberia Road Asset Management Project (LIBRAMP) Under Lot 1 (contract covering about 180 km), the detailed designs for the first 50km have been approved. The contracting entity has submitted the detailed design of remaining road as 3 well. The RAP for the road was cleared conditionally by the Bank on November 11, 2012. The contractor has started maintenance activity and is mobilizing to start physical works by mid-November, 2012. Installation of crushing plants and asphalt plant has been completed. Following the rebidding for the Lot 2 contract, nine (9) bids were received on October 15, 2012. Bid evaluation is underway and evaluation report is should be submitted to Bank for clearance by November 30, 2012. For the recruitment of a Monitoring Consultant on the civil works for Lot 1, IIU is carrying out the evaluation of technical proposals for submission to Bank for clearance. The interim measure for retaining a qualified firm (M/s IMC worldwide) has also taken longer than expected but resubmission of draft negotiated contract is expected shortly. OC shall be apprised of the status of the two services during the December 6th OC meeting. III.
