The project is effective since August 23, 2013. The project lasts until October 31, 2019. The last supervision mission was completed on December 7, 2017. Component 1: Support for the Tete agribusiness growth pole in the Zambezi Valley Sub-component 1A: Upgrading of local infrastructure: • The 215km roads rehabilitation to provide easier market access for the local producers in the agricultural rich area of Angonia and Tsangano has advanced with the hiring and mobilization of the contractor to rehabilitate the two roads. While mobilization on the ground is at 80% for R604 and 40% for R605, and the firm has started with road maintenance works, it is anticipated that the rehabilitation works will fully commence in January 2018. Sub Components 1B and 2B: Innovation and Demonstration Catalytic Fund (IDCF): • A third and fourth Investment Committee meetings were held in December 2017 that resulted in the conditional approval of 6 grants for subprojects. Overall, a total of 10 grants have been approved in the value of US$ 13 million with a contribution of approximately US$ 11 million by the private sector – 6 for the Zambezi Valley Region (1B) and 4 for the Nacala Corridor (2B). Component 2: Support for the Nacala Special Economic Zone (SEZ) in the Nacala Corridor Sub-component 2A: Upgrading of Nacala SEZ physical infrastructure: • The works on the expansion of water supply capacity of Nacala City are progressing well despite some delays. The new water distribution network developed with Project support already extends over 120kms (surpassing the set target of 110kms). • The project will upgrade the bridges and water passages along the Nacala Porto-Nacala-a-Velha road, which will improve the road circulation conditions during the rainy season. The design for the bridges rehabilitation work has been completed. Additionally, the National Roads Administration (ANE) has commissioned a resettlement action plan and environmental and social impact study according to WB guidelines for a full rehabilitation of the 20km of the road. Component 3: Institutional Development and Capacity Building Sub-Component 3A: Strengthening capacity for planning, coordination and implementation, monitoring and evaluation of public investment programs and improving the business environment: • Public Investment Management activities (PIM) undertaken include the elaboration and adoption of a PIM Manual and training of GoM officials on the Manual implementation as to ensure a rigorous evaluation of public investment projects. • The Project is supporting the review of the Property Registration Law and the dissemination of the Insolvency Law. The Draft Law is going through public consultations after technical approval in Parliament. Sub component 3B: Strengthening capacity of the ZVDA and Provincial authorities in the Zambezi Valley: • The Zambezi Valley Region Development Plan has been concluded. The Project is also promoting the development of linkages between smallholder associations and large businesses. Subcomponent 3C: Strengthening capacity of GAZEDA, UCODIN and Provincial authorities in the Nacala Corridor: • The demand analysis of the Nacala SEZ Airport City and Industrial Zone is delayed but underway and a consultancy is ongoing supporting the creation and operationalization of a Public-Private-Dialogue (PPD) platform in the Nacala Corridor.
