No II. SUMMARY OF PROJECT STATUS AND PROPOSED CHANGES Project status: The Senegal Transport and Mobility Project (P101415), credit 4737-SN was approved on June 1rst, 2010. The closing date has been extended by 2 years from December 31, 2015 to December 31, 2017, current closing date. Overall, the implementation progress is satisfactory and the PDO implementation is satisfactory. Financial management, procurement management and safeguards management are also rated satisfactory. All the indicators of the project are fully achieved. All the planned initial works have been completed since December 31, 2015 with the paving of 93 km of roads out of 80 km of roads paved. As of today, about 100 km of inter-urban roads have been rehabilitated, providing strong benefits for communities. Travel time has decreased on the corridor (Niayes road) as the impact of the good condition of the road after works. The 20 km of roads paved on the top of the 80 km and the some activities bonification of positive impacts of the project were rendered possible because of cost saving due to lower than expected cost of works following a competitive bidding process. The disbursement ratio is 96.6 % against 99% commitment. The successful implementation of the project lead to the acceptance of an Additional Financing which is closing on December 31, 2019. Status of the audit reports. the audits report have been certified. Some comments were provided to improve internal audit and have been implemented. Changes and rationale: This is a level II restructuring to reallocate funds of the credit Cr 4737-SN, Senegal Transport and Mobility Project (P101415) to allow the payment of the cost attached to the activities of component A and B of the project. The proposed reallocation does not entail any change in the project description or Project Development Objective (PDO). Reallocation of funds: The proposed reallocation is as follow (in XDR): Category 1 from 22 400 000 to 25 150 000; Category 2 from 10 550 000 to 10 884 860 Non-allocated from 2 750 000 to 0.00 PPF from 600 000 to 265 140 000. The reallocation is proposed to cover the gap in category 1 for additional works and category 2 for project operations cost due to the extension of the project implementation period from December 31, 2015 to December 31, 2017. Rationale for reallocation of funds: A first restructuring has extended by 2 years to allow the completion of additional activities proposed by the client and accepted by the Bank to fully use the available funds of the project. The second restructuring is only for reallocation of funds to provide more funds to the two categories to finance the cost of activities. In fact, the regular supervision has identified the need for some reallocation of funds within the categories to cover the additional cost of works and additional activities. This was confirmed during the last supervision mission, on October 23 to 27, 2017. There is no need to extend the project closing date, but a slight reallocation is needed to The World Bank SENEGAL: TRANSPORT & URBAN MOBILITY PROJECT (P101415) redistribute funds from non-allocated to category I and II (works, and institutional support). The disbursement amount per disbursement category will change as per this reallocation. Even though the project has an Additional Financing, the reallocation concerns only the funds of the initial Financing under the Cr 4737-SN. Most of the additional activities are now completed or possible to be potentially completed within a timeframe of one month. Particularly, the additional 6 km of roads linking "Mboro-Moboro sur mer" are completed as well as the detailed technical study and some preparatory activities of the BRT project (biding document, Detailed technical study of the BRT network). Two activities will be carried out on beginning of December and are linked to an exchange of experience in Zambia (December 18, forward) to see a BRT under implementation and the national workshop on urban mobility in Dakar (planned on December 4 and 5, 2017).
