Six farms have completed all the works and training, as well as delivery of all the required equipment and have subsequently been checked, accepted and reimbursed. Another 42 farms have reportedly completed investment package and capacity building activities, but have not been checked and accepted yet. The task team witnessed improved farm management practices in various visited farms and overall improvement of civil works. However, disbursements remain low and progress under both technical components is slow. A good overall start has been made on training to help strengthen capacity of officials, technicians and farm managers in feed quality control, mineral/nutrient accounting and environmental impact awareness. However, the pace of training activities has slowed down over the last six months, owing to the shift of focus to the farm investment packages. At this stage much more concerned efforts are required to assist the farms with the proper review of detailed design documents and ensuring construction quality, thus county/municipality PMOs need to employ additional engineers to assist with this process. Check and acceptance process also needs to be sped up. 30 % of farms that are currently implementing civil works will have to complete all investment and capacity building activities and complete check and acceptance by the end of September 2013. The newly added 119 farms will have to secure land lease agreements, as well as complete EIA and Public Disclosure Copy feasibility studies by the end of March 2014. Training is an essential part of the project and complements all other activities under the project. Thus, it needs to be accelerated and its importance should be substantially elevated.
