Given that the ten community- based social services microprojects to be financed by the project have been recently selected, the implementing agency (USIF) will proceed to technical design and implementation stages without delay. Thus, the project disbursements are projected to increase by USD$1.1 million in the next twelve months. The progress achieved under the project components is as follows: COMPONENT 1. Development of Social Protection Services Delivery Capacity i. The Participatory Needs’ Assessment was completed in 30 ‘amalgamated territorial communities’ (ATCs). Two TA firms assisted the governments in amalgamated communities to complete needs’ assessment to map existing services and beneficiary groups, identify access barriers and supply gaps, assess the institutional capacity of the communities to address these gaps, prioritize vulnerable groups and identify interventions to be implemented under the microprojects. ii. In addition, the Baseline Assessment Study was completed in 30 communities. The study enables three-stage cross-checking (baseline, mid-term and final) to capture the progress in achieving the project outcomes. These studies are interlinked with participatory needs’ assessment conducted by communities and are intended to measure the progress in terms of expanding coverage, removing access barriers and beneficiaries’ satisfaction with services developed under the project. The baseline study results were compared with the needs’ assessment findings to establish baselines for the project indicators, confirm the number of existing social services and beneficiaries and refine the microproject proposals. iii. The technical capacity of the communities’ social welfare units to administer social services was built up. The sets of computer and office equipment were delivered to communities. This equipment allows to: (a) streamline and automate the units’ workflow, (b) launch the ‘Social Community’ Integrated Information System, operated by the Ministry of Social Policy (MoSP), which enables communities to 8/25/2020 Page 1 of 5 The World Bank Implementation Status & Results Report JSDF: Community-based Social Service Delivery Project (P165346) administer a variety of social assistance programs; and (c) avoid any delays of the scheduled activities (consultations, trainings, etc.), if the COVID-19 public health emergency situation continues or escalates, by using online channels of communication. COMPONENT 2. Social Protection Services Microprojects Participating communities, supported by two technical assistance firms, developed and submitted to the implementing agency (USIF) their microproject proposals. Two-stage selection of the microprojects proposals was successfully completed. The Selection Committee was comprised of the MoSP, World Bank, USIF and regional government experts. The Committee selected ten microproject proposals to be implemented under the project. The project will finance the implementation of the following 10 microprojects: (1-2) Two social rehabilitation and early intervention units for children with disabilities; (3-4) Two social adaptation and home-based services units for the elderly and people with disabilities; (5) Daycare center to provide physical rehabilitation and social inclusion services to the elderly and people with disabilities; (6) Residential care facility for adults and children with different types of disabilities and home-based services unit; (7) Social center providing social services and support to vulnerable families with children (including, school feeding, social inclusion and adaptation social services, household services and hobby groups/leisure activities); (8) Network of ‘Library Hubs’ – easily transformable multi-purpose environments based on the community libraries to be used for psychological support, social inclusion, and physical rehabilitation activities; (9) ‘Youth Innovation Center’ (computer science, 3-d modeling, film and photography) in a format of after school programs aimed at social inclusion, social adaptation and academic support provided to children and youth from poor and vulnerable families, young offenders and at-risk youth; (10) ‘University of the Third Age’ - social adaptation, physical rehabilitation and cultural center for the elderly members of the community and household services center for vulnerable families. COMPONENT 3. Project Management and Administration, Monitoring and Evaluation, and Knowledge Dissemination i. The lessons of the needs’ assessment and microprojects preparation stage will be summarized and shared with 100 participants in the Conference Quality Social Services for Families with Children: Space for Dialogue, organized by the UNICEF, World Bank and Council of Europe for high-level policymakers and community governments (scheduled for September 2020, in Kyiv); ii. A cautious approach will be taken in stakeholder engagement activities (trainings, workshops, consultations and monitoring activities) to minimize the risk of COVID-19 transmission. The scheduled activities will not be deferred, but rather designed to ensure effective and meaningful engagement to meet project and stakeholders needs: means of communication would be diversified to rely more on online channels and social media; all engagement actions would take into account national restrictions, including appropriate social distancing precautions and usage of personal protective equipment; virtual meetings would be organized in situations where large meetings and workshops are essential.
