However, significant challenges remain in two critical areas – livestock infrastructural development through whom essential services should have been provided to farmers and matching grants that should have enhanced livestock enterprise development. It is difficult to achieve the higher level productivity goal because the complementary investments that would have brought this about have all lagged behind due to delayed procurement of civil works, failure by selected contractors to provide the performance guarantees, delays by beneficiary grant recipients to mobilize there 25% matching contributions and generally poor quality of sub projects because of inadequate business and technical advisory services. Among others, it has been agreed that the matching grant activity should be scaled down and that no new infrastructure should be approved. It was further agreed to re-allocated funds away from the Matching Grant Facility to Animal Disease control activities and scale down the PDO so that it re-focuses on the animal health target whose activities have performed relatively better. Animal Disease control activities have continued to make reasonable implementation progress where the vaccination programs for Contagious Bovine Pluropnuemonia (CBPP), East Coast Fever (ECF), and Foot and Mouth Disease (FMD) in cattle and Newcastle Disease (NCD) in village chickens have significantly reduced livestock diseases. Sero surveys have revealed zero rate of infection of CBPP in many areas. The control of SAT I & II strain of FMD has been successful as no outbreak has been reported. The characterization and confirmation of SAT III strain of FMD which was reported in October 2015 has been completed and sero monitoring is continuing. Immunization for ECF for young animals is very well appreciated by farmers and the cost recovery method is working well. This has helped control the disease in the target areas. Vaccination against Newcastle Disease has had the desired impact as few or no new outbreaks have been reported in the areas were vaccination has taken place consistently. Pre and Post Sero surveys have been conducted for all targeted diseases. Despite contracts being signed late last year for many infrastructure subprojects, there is limited implementation progress in almost all except a few tier 2 LSC. In many cases there is 15-20% progress while in some cases, there is zero progress meaning that work has not even started. The infrastructure includes, two tier 3 and six tier 2 LSCs, two regional labs, 21 District sample preparation rooms (district labs), the Zambia Institute of Animal Health Learning Resource Center, a slaughter facility and a livestock market. The 21 districts labs are being rehabilitated. There appear to be a general problem of failure to secure performance guarantees and advance payment guarantees by contractors. The contractor for Tier 3 LSC at Kanja, Sioma in Western Province has failed to mobilize due to failure to secure a performance guarantee. The contractor at Mukulaikwa for tier 3 had received an advance payment of K2.8 million from the project which is being withheld by his Bank due to failure to provide adequate security. The task team has recommended that such contracts be cancelled so that the award be made to the next successful lowest bidder. However, the project team must carry out due diligence to determine the capacity of the next recommended bidder and their ability to meet the required conditions. All the 375 sub projects from the first call for proposals have received the first disbursement and nearly all have received the second disbursement. While many grant funded sub projects are doing well, many more are struggling due to under-funding, inability to have business focus and inadequate business and technical advisory services. The second call for proposals under the Matching Grant Facility has initially short listed and recommended for funding 615 proposals from about 1600 applications with a total grant request of over $6 million. However, due to low absorptive capacity and given that there is only 21 months remaining before the closure of the project, the task team has recommended a reduction of the short list to about 250 with a corresponding budget of not more than US$3.2 million. There are technical difficulties to obtain regular consistent and reliable productivity data, hence the reason to change it to production data. The baseline milk data is from Milk Collection Centers. However, the actual figure for milk is from the Beneficiary Assessment survey (BAS) which is based on rural households in project areas. Rural households milk all cows and not just dairy cows.
