National Center for Hydrology and Meteorology: Analysis of Historical Climate and Climate Change Projection; Bhutan Glacier Inventory 2018; Reassessment of Potentially Dangerous Glacial Lakes in Bhutan ii. Watershed Management Division: Analysis of Climate Impact on Water Scarcity iii. Flood Engineering Management Division: Assessment of Flooding Hazards & Development of Climate-Resilient Flood Mitigation Measures in Southern Bhutan iv. Department of Human Settlement: Climate- SMART Human Settlement Planning and Development in Samdrup Jongkhar Thromde v. National Environment Commission: Human Resource Capacity Analysis and Curricula Development for Climate Change, Meteorology, Hydrology, and Hydro- Geology All the above studies have been completed and GNHC will be preparing a compendium of the reports from these studies to be shared with all relevant stakeholders and development partners to make aware of the studies completed and garner funds for priority investments. The list of activities is detailed below. 1. Preparation of SPCR and Project Management – implemented by GNHC Completed activities: i. Strategic Program for Climate Resilience document was endorsed by the CIF committee in November 2017. ii. Four government planning officials from GNHC completed their Masters in Environmental Management and Development. The two-year programme has helped the officials equip with the theoretical understanding and practical skills towards environmental management and socio-economic development. Working in the GNHC requires technical knowledge on climate change, sustainable development and its policy aspects at the global front for development of national plans as well as working with development partners in these areas. Ongoing activities: i. With savings from budget allocated for long term training on environment management, GNHC proposed to procure an Uninterruptible Power Supply (UPS) for the office. As the main implementing agency for SPCR as well as the main coordinating partner from the Royal Government of Bhutan for all development partners for grant projects, it has become imperative for GNHC to have a stable IT network, especially the webpage to display information on development activities and discussion of all policies being developed. For this purpose, the procurement of a UPS has been cleared by the Bank team. 2. Hydro-Meteorological Extreme Analysis, Climate and Glacier Mapping, Risk Identification and Services – implemented by National Center for Hydrology and Meteorology Completed activities: All activities of NCHM have been completed and the following reports have been prepared:  Analysis of Historical Climate and Climate Change Projection;  Bhutan Glacier Inventory 2018;  Reassessment of Potentially Dangerous Glacial Lakes in Bhutan 3. Climate-SMART Human Settlement Planning and Development in Samdrup Jongkhar Thromde – implemented by Department of Human Settlement (DHS) Completed activities: All activities of DHS have been completed and the following report has been prepared:  Report on Climate Smart Human Settlement Planning and Development in Samdrup Jongkhar Thromde 4. Human Resource Capacity Analysis and Curricula Development for Climate Change, Meteorology, Hydrology, and Hydro- Geology – implemented by National Environment Commission (NEC) Completed activities: All activities of NEC have been completed and the following report has been prepared:  Climate Change Research Need Assessment Report 5. Assessment of Flooding Hazards & Development of Climate-Resilient Flood Mitigation Measures in Southern Bhutan – implemented by Flood Engineering Management Division (FEMD) Completed activities:  Report on Assessment of Flooding Hazards and Development of Climate-Resilient Flood Mitigation Measures in Shetekheri and Aiepoly (Big and Small) Streams  Workshop on preparation of flood management plan for Kerongchu, in Nganglam. 6. Analysis of Climate Impact on Water Scarcity – implemented by Watershed Management Division Completed activities:  Report on mapping of water sources  Spring shed assessments of water source pilot sites Incomplete activities:  Procurement of equipment for spring shed assessment - Due to restrictions on travel, WMD proposed to reallocate the funds ear-marked for an ex-country training on Sustainable Natural Resources and Climate Resilient Practices to procure equipment for assessing for spring shed assessment, replicating what was already done in 5 pilot sites under the SPCR. For this purpose, this proposal has been cleared by the Bank team. Financial Management: i. Disbursements: As on November 2020, USD 1.487 million of the total grant allocation of USD 1.5 million has been disbursed (99.2%). The said disbursement is equivalent to Nu.98.545 million. The disbursement includes expenditure of Nu.84.67 million incurred from inception of the project till June 2020 and a Designated Account (DA) balance of Nu.13.867 million. ii. Budget and Expenditure: The total approved FY2020-21 budget of the Project is Nu.6.12 million and expenditure incurred till date is Nu.1.983 million. iii. IUFR: The IUFR for the period ending June 2020 was submitted to the Bank and was found acceptable. iv. External Audit: The external audit report for FY 2019/20 was submitted and found acceptable. The Team reiterates the recommendations made by Royal Audit Authority (RAA) for compliance by PMU with regard to outstanding advance of Nu.5.2 million and payment of Nu.1.3 million without approval. As reflected by RAA, this compliance will be reviewed in the next audit. Procurement Plan: The Bank was informed by the Project that there are no pending procurements. STEP is updated (except for one pending activity). Project was advised that if there were to be any more procurement, these must be cleared by the Bank in STEP before implementation. The Project was also informed that in view of the approaching Project Closing Date, and in absence of any agreement to extend the date, the Bank finance will be available for only payments made or for goods, works and services that have been provided on or before the closing date of the Project. Therefore, it was emphasized that all future procurements be planned and aim to complete well in time to avail of Bank funding. The Project was also informed that a Post Procurement Review shall be conducted by the Bank soon. In view of the ongoing pandemic it shall be done online using the information and documentation provided in STEP system.
