No I. PROJECT STATUS AND RATIONALE FOR RESTRUCTURING A. Background 1. The development objective of the Forest Carbon Partnership Facility (FCPF) Capacity Building on REDD+ for Forest- Dependent Indigenous Peoples in EAP and SAR Project is to strengthen: (i) the knowledge of targeted forest- dependent indigenous peoples of REDD+ Readiness at the national level; and (ii) knowledge exchange at the regional level. It is financed under the FCPF Capacity Building Program Phase 21, which was set up to ensure the active engagement and participation of REDD+2 relevant stakeholders, including indigenous peoples (IPs) from FCPF participating countries in the Latin America and the Caribbean (LCR), sub-Saharan Africa and Asia-Pacific regions. 2. The Grant No. TF-A3570 for the project was approved on September 30, 2016 and became effective on October 21, 2016. The parent project was financed by a small Recipient Executed Trust Fund of US$490,570, to which US$651,163 was added under a Level 1 Restructuring in August 2018 to scale up the project’s impact and extend the closing date by 14 months to December 31, 2019. The project, including the additional financing (AF), has been implemented by the Indigenous Peoples International Centre for Policy Research and Education (Tebtebba), which is a prominent IPs organization based in Baguio City, the Philippines. The beneficiaries of the project are forest- dependent IPs and their representative organizations and networks in the ten FCPF countries in Asia and the Pacific, who have been eligible to participate in REDD+-related regional learning and exchange activities under the project’s component 2. Of the ten countries, IPs organizations/networks from Bhutan, Fiji, Vanuatu and Vietnam have been also eligible to participate in national-level REDD+ capacity building activities through a competitive sub-project mechanism under component 1 of the project. 1 Phase I of the CBP (2008-2015) funded 29 projects in Asia-pacific, LCR and Africa (including two global projects), with a total allocation of over US$1.7 million, supporting awareness-raising workshops, publication of training manuals and capacity building activities. Proposals for capacity building activities were processed through the World Bank’s general corporate procurement system where IPs and CSOs were selected and contracted as consultants to carry out specific capacity building activities. 2 REDD+ stands for countries’ efforts to reduce emissions from deforestation and forest degradation, and foster conservation, sustainable management of forests, and enhancement of forest carbon stocks. This restructuring paper seeks Regional Vice Persident (RVP) approval of a no-cost Closing Date extension from December 31, 2019 to June 30, 2020. B. Project Status 4. During the last implementation support mission to the project in April 2019, the World Bank team confirmed that the project was on track to achieving its scaled-up targets by the extended Closing Date of December 31, 2019. The progress towards achievement of the PDO and the overall implementation progress since effectiveness have been rated satisfactory. The project’s disbursement rate is 90 percent as of October 28, 2019, in line with the disbursement estimate, and the entire grant amount is on track to be disbursed by December 31, 2019. 5. Under Component 1 (National Capacity Building and Awareness Raising), six sub-grant agreements were financed by the parent project: two in Bhutan, two in Vietnam, one in Fiji and one in Vanuatu; and under the AF, the sub- projects in Bhutan and Vietnam were scaled up and an additional sub-grant agreement was signed with a new IPs organization in Fiji. These capacity building sub-projects have developed and disseminated 170 knowlede exchange products to beneficaries at the community and national levels, exceeding the target of 20. The sub-projects’ details and the knowledge products they developed and disseminated are available in Annex 1, and further information is available on the project’s webpage. A key element of all sub-projects has been close engagement with national REDD+ agencies in sub-projects’ planning and implementation. To-date, 27 such meetings have been carried out in the four countries, exceeding the scaled up target of 16. 6. Under Component 2 (Regional Exchange and Sharing of Lessons Learned), the project financed a study on IPs' customary tenure systems vis a vis state tenure systems with case studies for Fiji, Nepal and Vietnam. The study was distributed during the regional meetings and was put on Tebtebba’s webpage. A regional workshop was carried out in October 2018 in Bangkok for the sub-project recipients and representatives from the ten FCPF countries in the Asia- Pacific region for knowledge sharing and lessons exchange. A regional event titled “Enhancing Indigenous Peoples’ Capacities to Engage in REDD+” was carried out by Tebtebba on the sidelines of the 18th Session of the United Nations Permanent Forum on Indigenous Issues in April 2019 where sub-project IPs organizations and FCPF country representatives from the three regions shared good practices and lessons from their respective projects in addtion to a training of trainers on carbon accounting for IPs representatives from Bhutan, Fiji, Indonesia, Nepal, the Philippines and Vietnam, focusing on theoretical and practical carbon accounting methodologies. In total, four regional knowledge exchange products have been disseminated and the target of six is expected to be met by December 31, 2019 with an IPs gender study in Fiji, and a research on policies regarding IPs and traditional forest management in Cambodia, Thailand, Fiji and Papua New Guinea, both are ongoing. 7. Under Component 3 (Management, M&E and Reporting), the Project Management Team (PMT) has been properly equipped and staffed, and progress reports have been submitted in a timely and quality manner. The project has in place an updated work plan and a budget for the remaining project period. Tebtebba has been maintaining a hard- copy and an electronic case book for recording complaints and their resolution, its webpage includes information on contacts and addresses to which grievances can be addressed, and budget has been set aside for grievance redress. 8. The total number of project benificiaries is presently 4,693, above the 600 targeted. Of those reached, 41.2 percent are women, below the 50 percent target. Beneficiary feedback is below target (presently 70.11 percent compared to a target of 80 percen) mainly as a result of misunderstanding by several IPs organizations of the feedback The World Bank FCPF-Capacity Building on REDD+ for Forest-Dependent Indigenous Peoples in EAP and SAR Project () form3 and illiteracy in recipient communities. Tebtebba has been collecting qualitative feedback from the sub-projects to provide additional evidence of beneficiaries’ increased knowledge levels, showing an overall increase in beneficiaries’ understanding of REDD+ issues. 9. The project is in full compliance with safeguards policies and with the legal covenants: Maintenance of a Mangement Committee, Maintenance of a Regional Streering Committee (RSC), Maintenance of a PMT and eligibility of sub-grants. Interim Unaudited Financial Reports and external audits have been submitted in full and on time (no pending audits). The project does not trigger Paragraph 12 of Section III of the Investment Project Financing (IPF) Policy. C. Rationale for Closing Date Extension 10. The restructuring responds to a request by IPs and civil society representatives in the three regions for additional capacity building activities on REDD+ to reach additional communities and allow IPs and CSOs to pilot key elements of national Emission Reduction Programs (ERPs). The representatives from the Asia-Pacific region expressed this request during a Regional Dialogue for IPs and Civil Society Organizations (CSOs) carried out by the World Bank in September 2019 in Bangkok. The Closing Date extension will keep the project active while the Parent TF is extended with additional resources, at which point an Additional Financing of US$670,000 and a Closing Date extension of additional 24 months (until June 2022) will be be submitted for RVP approval. The additional FCPF Trust Fund resources are expected to be confirmed by the FCPF Participants Committee in November 2019. II. DESCRIPTION OF PROPOSED CHANGES 11. The revised Closing Date of December 31, 2019 will be extended by 6 months to June 30, 2020. This will result in 20-month (one year and eight months) extension of the original Closing Date.
