The was approved on January 29, 2016, declared effective on June 16, 2016, and has been under implementation for almost four years, due to close on June 30, 2020. The Project’s Development Objective (PDO) is to improve access and efficiency in water services in selected growth centers and to strengthen planning and regulatory capacity for the water and sanitation sector. There are three project components: (1) growth center water and sanitation improvements, (2) technical assistance, and (3) project management. The ZNWP is being implemented by the 6/6/2020 Page 1 of 6 The World Bank Implementation Status & Results Report Zimbabwe National Water Project (P154861) Zimbabwe National Water Authority (ZINWA), and was designed as a US$20 million project, to be financed through the multi-donor Zimbabwe Reconstruction Fund (ZIMREF). However, only US$10 million was made available by ZIMREF at the project start, so the project was split into two tranches for two implementation phases: Phase 1 financed by the first tranche of U$10 million and Phase 2 envisaged under a second forthcoming tranche. Under Phase 1, water and sanitation works have been concentrated on three growth-centers (Guruve, Lupane, and Zimunya) as prioritized by the Government of Zimbabwe (GoZ), The US$10 million allocated for Phase 1 has been fully committed since late 2018; in Guruve and Zimunya, the works are now 100% complete, while final validation of 100% completion in Lupane is in progress, and should be concluded before the final implementation mission in mid-June. As the second tranche of US$10m was not mobilized, works in four growth centers - Gutu, Madziwa, Mataga and Nembudziya - have not materialized under a second phase, as originally anticipated. Component 2 has partially delivered its outputs, providing technical work on establishment of a water regulator and to develop service agreements between the regulator and local authorities, but neither of these have moved through to formal, legally finalized arrangements. A fourth draft of the National Water Masterplan is under review, but the Technical Advisory Committee is still in the process - together with the Consultant - of confirming the validity of the data used for modelling to underpin a fully completed and agreed Masterplan.
