As a separate file, the environment management plan includes all the environmental protection action which will be implemented in the project construction and operation period. It provides action guidelines and work framework for the implementation of mitigation measures, environmental management and environmental monitoring in the project construction and operation period. Its main contents include: (1) prepared on the basis (2) Project Description (3) material and cultural resources management plan (4) Environmental Management Plan The proposed project is conducted with feasibility study of high-quality design and strict environmental impact assessment, in order to minimize the negative influence on the material and cultural resources, society and environment in the construction of the project, and some appropriate measures are taken to resolve the remaining issues. For the inevitable influence of the project construction on the material and cultural resources and environment, a practical, workable response plan is worked out use in project construction period and operation period. These response options have been identified in the environmental impact assessment, and proposed in the environmental management plan, which apply to the project construction phase and operation phase. The function of the environmental management plan is to list countermeasure, monitoring and institutional measures in the project construction and operation in order to avoid or control the negative impact on the environment of the project, and to propose specific actions to implement these measures. Environmental management plan will be the important connection between strategies and measures identified in the environmental impact assessment. The purpose of environmental measures will be achieved through the action of the environmental management plan. In addition, the material and cultural resource management plan as an important part of the environmental management plan, provides action guidelines and work requirements for the material and cultural resources protection, management and monitoring of this project. Project Description 2.1 An Outline of the Proposed Project The contents of construction for the proposed project mainly include 4 parts, namely: Cultural heritage preservation and presentation; Upgrading of historic city areas and infrastructure; Technical research and community development; Capacity building and project management. The construction sites are concentrated in historic city of Qufu and its surrounding area and historic city of Zoucheng. The total investment of the proposed project will be 886,475 million Yuan RMB with duration of its implementation for 5 years. technical research, community development, capacity building and project management are of software project. It is seen as follows: 2.3.1 Environmental Quality Criteria (1) According to the zoning of environment functions, for the ambient air, it should implement the criteria of Grade I and Grade II of Criteria of Ambient Air Quality respectively (GB3095 -1996); (2) According to the zoning of environment functions, for the ground water, it should implement the criteria of Category III and IV of Criteria of Ground Water Environment Quality respectively (GB3838 -2002); (3) According to the zoning of environment functions, for the underground water, it should implement criteria of Category III of Criteria of Underground Water Quality (GB/T14848 -93); (4) According to the zoning of environment functions, for the acoustics environment, it should implement criteria of Category I and II of the Criteria of Acoustics Environment Quality respectively (GB3096 -2008). 2.3.2 Criteria of Pollutants Emission (1) In case of the waste gas, it has to implement criteria of Grade I and Grade II criteria in Table 2 of Criteria of Atmospheric Pollutants Comprehensive Emission Page 14 92.7 49.8 8.5 4.2 0 : \03 301.6 49.7 8.5 8.4 0 : fifl 309.9 49.6 8.5 4.2 0 : \03 Quality (GB16297 -1996) and Criteria of Catering Trade Lampblack Emission (DB37/597 -2006) respectively; (2) In case of the waste water effluent into the sewage plant for treatment, it has to implement the Criteria on Quality of Waste Water Effluent into the Urban Sewage Pipeline (CJ3082 -1999), meanwhile it should also meet the requirements of water quality for entering into sewage plant; For the directly and externally discharged waste water, it should implement the Criteria on Comprehensive Discharge of Water Pol lutants along the Waterway of Diverting Water from the South to the North Project in Shandong Province (DB37/599 -2006) and criteria of ordinary preservation area, as well as the local requirements in Qufu and Zoucheng Cities; (3) For the Construction Noise, it will implement criteria of Limit Value of Noise of Building Construction Sites (GB12523 -1990); During the operation, for the noise, it should implement criteria of Category I and II of the Criteria of Noise Emission of Social Life Environment (GB2233 7-2008) respectively. (4) For the solid waste, it will implement the Criteria on Pollution Control of Storage and Disposal Ground for General Industrial Solid Waste (GB18599 -2001). 2.4 Environment Protection Target The construction scope of the proposed project is relatively large, and includes Qufu and Zoucheng. The environment protection target includes: schools, hospitals, small residential blocks and cultural relics protection units, etc., which are within the scope of assessment. 1Confucius Cultural Heritage protection project mainly involved Confucius Temple and Mansion Confucius Cemetery and Mt. Ni, Contents of Construction mainly involved ancient architecture protection and rehabilitation, stone carving & tablets protection & traditional pavement surface protction, anticnt trees protection, back garden protection & rehabilitation, Raw stone retaining slope etc. Ancient architecture maintenance & rehabilitation, traditional pavement surface protection, back garden protection & rehabilitation, etc.construction is limited to the construction site,The work will be mainly manual work.The use of machinery is extremely rare.Heritage themselves are mainly affected by outside influence,Environment protection targets are also limited to the heritages themselves. The information about the identification of the cultural relics, the protection and renovation measures, and other monitoring and training plan will be provided by the local Cultural Heritage Bureau. 3.1 Heritage identification in the project area In Qufu and Zoucheng, there are six categories of cultural heritage, among which there are 156 cultural relics of national and various local levels. Cultural Relics Bureau of Qufu City and Zoucheng City are respectively responsible for the supervision and management of the project physical cultural resources, organize and coordinate relevant institutions to serve for it, supervise its enforcement, preside over the inspection and acceptance of the physical cultural resources facilities, and directs the project's regional bureau of physical cultural resources to inspect and monitor the physical cultural resources during the construction and operation period. Phase of Construction: Cultural Relics Protection Department of the Project Office and Jining Cultural Relics Bureau take the responsibility in this phase. Cultural Relics Bureau of Qufu city and Zoucheng city should follow the guidance of Jining Cultural Relics Bureau, supervise construction institutions to carry out the plan, and enforce relevant regulations and rules; they must coordinate between different departments to devote to physical cultural resources; they are responsible for the construction, completion and acceptance, operation inspection, supervision and management of the project physical cultural resources protection facilities. Phase of Operation: The project is in the charge of Jining Cultural Relics Bureau, Project Office, Qufu Cultural Relics Bureau, Zoucheng Cultural Relics Bureau and its regional bureaus are responsible in this phase. The project regional bureaus in charge should be responsible for the implementation of environmental protection regulations, set up relevant rules and make them enforced, figure out the engineering environment, formulate environmental quality control objectives facilitated for assessment, propose treatment measures and submit them to higher authorities of physical cultural resources l protection departments and competent departments of the trades. During the operational phase of the project, the management office of each project site should be sign a physical cultural resources monitoring contract with local physical cultural resources monitoring stations, with the latter party perform the task of regular physical cultural resources quality monitor at various cultural heritage sites. The costs are included in the project operation and management budget. (2) Monitoring and implementation According to the affect results of physical cultural resources, Set the sites with clear pollution indicators as monitoring sites, tracking and monitoring the pollution problems at these sites during the construction and operation phases of the project. The monitoring indexes include degree of weathering, natural disasters and tourists.Monitoring and analysis measures are based on the measures defined by the National Cultural Relics Bureau. (3) Monitoring facilities, cost and reporting system The project is one in which the local governments are directly involved. The specific monitoring work will be done by Qufu and Zoucheng Cultural Relics Bureau. The monitoring equipment is owned by the monitoring organizations, and no new monitoring equipment is needed. But the owners of the sub unit should pay for the appropriate amount of depreciation costs of the equipment, which will be included in the monitoring costs. Monitoring costs will be first determined after the negotiation between Qufu and Zoucheng Cultural Relics Bureau in the construction sites, which focus to make regular physical cultural resources monitoring, and the regional physical cultural resources monitoring stations, and then put into operation and management budget. The report should include the following: (1) the construction of Physical cultural resources problems; (2) mitigation measures might be taken; (3) the impact of the Physical cultural resources and the effect of the surrounding community. In accordance with the requirements of Physical cultural resources management plan, construction shall be trained to have to take timely measures to mitigate adverse impacts, or improve ineffective and inefficient mitigation measures, the capacity of implementing agencies also should match the construction side to take appropriate and timely measures. If necessary, compensatory measures can be taken to ensure that all issues raised in the report are properly handled. In the construction period, the implementing agencies should develop detailed internal Physical cultural resources monitoring program and mitigation measures and submit quarterly World Bank Project Office and the local Environmental Protection Bureau, 2 times a year to submit Shandong Provincial Cultural Relics Bureau National Cultural Relics Administration, such as in Shandong Provincial Cultural Relics Bureau National Cultural Relics Administration deems it necessary to do different stages of a stronger physical cultural resources impact mitigation measures, and requests the Executive agencies. 3.6.2 External monitoring reports The project construction period and operation period, the approval by the local Cultural Relics Bureau, the Cultural management sites based on environmental regulations, the People's Republic of external oversight and monitoring of the project. The project offices of the subprojects and the local municipal government are responsible for the management and implementation of environmental protection measures during the phase of operation. (2) Environmental Supervising Agency Phase of Feasibility study: Office of Environmental Protection, Shandong Province takes main charge of the environmental management issues of the project, approves the environmental impact report, directs Jining Municipal Environmental Protection Bureau and its relevant subbranch bureaus to implement the regulation, and presides over the inspection and the completion of acceptance of the environmental protection facilities. Environmental Protection Bureaus of Qufu City and Zoucheng City are respectively responsible for the supervision and management of the project environmental protection, organize and coordinate relevant institutions to serve for it, supervise its enforcement, preside over the inspection and acceptance of the environmental protection facilities, and directs the project's regional bureau of environmental protection to inspect and monitor the environment during the construction and operation period. Phase of Design: Environmental Protection Department of the Project Office takes charge in this phase and the Environmental Protection Bureaus of Qufu city and Zoucheng city supervises when checking the project ’s initial design. Phase of Construction: Environmental Protection Department of the Project Office and Jining Municipal Office of Environmental Protection take the responsibility in this phase. Environmental Protection Bureaus of Qufu city and Zoucheng city should follow the guidance of Jining Municipal Environmental Protection Bureau, supervise construction institutions to carry out the plan, and enforce relevant regulations and rules; they must coordinate between different departments to devote to environmental protection; they are responsible for the construction, completion and acceptance, operation inspection, supervision and management of the project environmental protection facilities. Phase of Operation: The project is in the charge of Jining Municipal Environmental Protection Bureau, Project Office, Qufu Municipal Environmental Protection Bureau, Zoucheng Municipal Environmental Protection Bureau and its regional bureaus are responsible in this phase. Ensure the effluent drainage within the discharge standards 4.3 Environmental Monitoring Plan (1) Monitoring agency The environmental monitoring during construction and operation periods is in the charge of the county and city monitoring stations in the construction sites; the responsible institutions should be the national certificated environmental quality monitoring organizations with complete facilities and strong technical power and are able to well finish the environmental monitoring task. During the operational phase of the project, the management office of each project site should be sign a environmental monitoring contract with local environmental monitoring stations, with the latter party perform the task of regular environmental quality monitor at various cultural heritage sites. The costs are included in the project operation and management budget. (2) Monitoring and implementation Set the sites with clear pollution indicators as monitoring sites, tracking and monitoring the pollution problems at these sites during the construction and operation phases of the project. The monitoring indexes include noise, air quality and surface water, which have major impact on the quality of the environment. Pollution monitoring factors are determined based on the pollutant characteristics. Monitoring and analysis measures are based on the measures defined in "Environmental Monitoring technical specifications" issued by the State Environmental Protection Agency. The evaluation criteria are in accordance with the national standards of environment assessment. This project mainly includes the protection and demonstration of cultural relics and improvement of historic city proper and infrastructure. Thus, the Ming imperial city and historic city of Zoucheng should be listed as monitoring sites, for the polution would possibly be evident in these two areas. Monitoring method using HJ/T167-2004 promulgated by the national environmental protection bureau Evaluation standards implementing the standard of indoor air quality GB/T18883-2002 (3) Monitoring facilities, cost and reporting system The project is one in which the local governments are directly involved. The specific monitoring work will be done by the relevant management departments in Qufu and Zoucheng. The monitoring equipment is owned by the monitoring organizations, and no new monitoring equipment is needed. But the owners of the sub unit should pay for the appropriate amount of depreciation costs of the equipment, which will be included in the monitoring costs. Monitoring costs will be first determined after the negotiation between the project side, which focus to make regular environmental monitoring, and the regional environmental monitoring stations, and then put into operation and management budget. The report should include the following: (1) the construction of environmental problems; (2) mitigation measures might be taken; (3) the impact of the environment and the effect of the surrounding community. In accordance with the requirements of environmental management plan, construction shall be trained to have to take timely measures to mitigate adverse impacts, or improve ineffective and inefficient mitigation measures, the capacity of implementing agencies also should match the construction side to take appropriate and timely measures. If necessary, compensatory measures can be taken to ensure that all issues raised in the report are properly handled. In the construction period, the implementing agencies should develop detailed internal environmental monitoring program and mitigation measures and submit quarterly World Bank Project Office and the local Environmental Protection Bureau, 2 times a year to submit Environmental Protection Office of Shandong Province, such as in Shandong Provincial Environmental Protection Department deems it necessary to do different stages of a stronger environmental impact mitigation measures, and requests the Executive agencies. 4.5.2 External monitoring reports The project construction period and operation period, the approval by the local Environmental Protection Bureau, the local environmental monitoring stations based on environmental regulations, the People's Republic of external oversight and monitoring of the project. Monitoring report should include: (1) project background; (2) the construction and operation activities; (3) environmental conditions; (4) monitoring and sampling locations; (5) results; (6) monitoring the results of the interpretation and meaning; ( 7) According to relevant regulations and standards to judge; (8) recommendations for improvement. After each monitoring report to the local Environmental Protection Bureau, and the report copied to the implementing agencies; local environmental protection bureau at least annually report to the Shandong Provincial Environmental Protection Department 2, and the report copied to the Project Office in Shandong Province. If necessary, Shandong Provincial Environmental Protection Office may request to take more effective environmental mitigation measures. Page 73 03 nhungarumlaut 309.9 49.6 8.5 4.2 0 : \03 4.5.3 Acceptance of sub-project environmental monitoring report Sub-project monitoring and inspection of environmental inspection reports: According to the Republic of China "Project Environment acceptance management approach" (SEPA, 2001), each sub-project within 3 months after completion, inspection reports should be prepared to the environment. Acceptance of the report focuses on identifying whether the operation of the project environmental requirements, environmental inspection reports sent to the Office of Shandong Province for approval, if found unqualified acceptance, the Executive units should take measures in the government before the improvement project so that standard. Based on inspection and monitoring reports, Shandong Provincial Environmental Protection Office shall determine whether: (1) further mitigation measures; (2) the effect of improving environmental management. In the monitoring or inspection process, such as the discovery and environmental management plan has large deviation, or project / any child project may have a greater adverse environmental impact or increased the number of affected persons, the project in Shandong Province and Shandong Province, office environment should be immediately Hall, the World Bank, in consultation to decide whether the EIA team composed of supplementary environmental impact assessment, or, if necessary, conduct further public consultation.
