Yet a vast tract of land near the heart of the city, East Dhaka, currently remains predominantly agricultural and undeveloped as a consequence of flooding. This paper uses a computable spatial general equilibrium model that captures the economic geography of the city, to estimate the economic returns of coordinated action to develop this land. The model captures different productive sectors, household skill levels, and types of housing. Firms and residents choose their location within the city given the transport network and land availability, generating a pattern of commercial and residential land-use. The paper estimates the incremental impacts on income, employment and population of an embankment and other flood protection measures to protect this land, as well as from improvement in transport infrastructure and targeted support for economic development in East Dhaka.

But toward its east, where two major highway corridors will one day intersect, is a vast expanse of largely rural land. And much of it is within 6 kilometers of the most valuable parts of the city. The time to make the most of this eastward opportunity is now. Many parts of East Dhaka are already being developed in a haphazard way at an alarmingly rapid pace. Private developers are buying land and filling it with sand so they can build and sell new houses and apartments. Canals and ponds are disappearing, and the few narrow roads crossing the area are being encroached by construction. This spontaneous development could soon make East Dhaka look like the messy western part of the city, and retrofitting it later will be more difficult and costlier than properly planning and developing it now. Toward Great Dhaka: A New Urban Development Paradigm Eastward seeks to analyze how the opportunity of East Dhaka could be realized. Using state-of-the-art modeling techniques, the study simulates population, housing, economic activity, and commuting times across the 266 unions that constitute Greater Dhaka. It does so under various scenarios for the development of East Dhaka, but always assessing the implications for the entire city. The simulations suggest that pursuing a strategic approach to the development of East Dhaka would make Greater Dhaka a much more productive and livable city than continuing with business as usual. Based on current trends, Greater Dhaka would have a population of 25 million in 2035 and an income per capita of USD 8,000 at 2015 prices. However, embracing a strategic approach would add 5 million people to the city. And, it would be a more productive city, with nearly 1.8 million more jobs and an income per capita of more than USD 9,200 at 2015 prices, enough to put Dhaka on the map of global cities.

Many cities in developing economies, particularly in Africa, are experiencing urbanization without industrialization. This paper conceptualizes this in a framework in which a city can produce non-tradable goods and -- if it is sufficiently competitive -- also internationally tradable goods, potentially subject to increasing returns to scale.
... See More + A city is unlikely to produce tradables if it faces high urban and hinterland demand for non-tradables, or high costs of urban infrastructure and construction. The paper shows that, if there are increasing returns in tradable production, there may be multiple equilibria. The same initial conditions can support dichotomous outcomes, with cities either in a low-level (non-tradable only) equilibrium, or diversified in tradable and non-tradable production. The paper demonstrates the importance of history and expectations in determining outcomes. Essentially, a city can be built in a manner that makes it difficult to attract tradable production. This situation might be a consequence of low (and self-fulfilling) expectations or history. The predictions of the model are consistent with several observed features of African cities.

Each point of vulnerability can be addressed by appropriate government policies, but addressing only one or two of them has little payoff if the others remain unresolved. Further, the vulnerabilities faced by housing are the responsibility of distinct branches of government, with little natural collaboration. Unblocking multiple impediments to housing therefore requires coordination that can come only from the head of government: ministries of housing have neither the political weight nor the analytic capacity to play this role effectively. Yet in Africa, housing has never received such high political priority. This in turn is because the centrality of housing in well-being and of housing investment in development has not been sufficiently appreciated.

Despite a diminishing role in industrial countries, the manufacturing sector continues to be an engine of economic growth in most developing countries.
... See More + This article surveys the evidence on the determinants of industry location in developing countries. It also employs micro data for India and Indonesia to illustrate recent spatial dynamics of manufacturing relocation within urban agglomerations. Both theory and empirical evidence suggest that agglomeration benefits, market access, and infrastructure endowments in large cities outweigh the costs of congestion, higher wages, and land prices. Despite this evidence, many countries have tried to encourage industrial firms to locate in secondary cities or other lagging areas. Cross-country evidence suggests that fiscal incentives to do so rarely succeed. They appear to influence business location decisions among comparable locations, but the result may be a negative-sum game between regions and inefficiently low tax rates, which prevent public goods from being funded at sufficiently high levels. Relocation tends to be within and between agglomerations rather than from large cities to smaller cities or lagging regions. Rather than provide subsidies and tax breaks, policymakers should focus on streamlining laws and regulations to make the business environment more attractive.

See More + The term 1st advantage refers to the conditions that provide the environment in which new activities can be profitably developed, including most of the factors on which traditional theory has focused, such as access to inputs (labor and capital), access to markets, provision of basic infrastructure, and the institutional environment. The term 2nd advantage refers to factors that increase returns to scale and can lead to cumulative causation processes. They may be acquired by learning, through technological spillovers, or by the development of thick markets of suppliers and local skills. The authors' analysis suggests that empirical investigation of the drivers of growth must shift down to a more microeconomic level. Such an analysis has become more feasible as data at the subnational level have become more available. By viewing recent empirical evidence on drivers of growth through their analytical framework, the authors are able to begin to sketch out a microeconomic agenda for growth. They emphasize that it is the manner in which 1st and 2nd advantages interact that shapes the pattern of development. The authors then turn to the example of how policy has affected manufacturing growth performance in India. They analyze links between the direction of state-level labor regulation and growth in the organized manufacturing sector, how state-led expansion of bank branches into rural areas has affected unregistered or informal manufacturing, and how the pre-reform technological capability of industries affected their response to liberalization in 1991. The analysis suggests that policy choices at the local level affect growth. Both theory and empirics need to downshift to the microeconomic level if we are to make advances in identifying specific means of encouraging innovation and growth.

The most striking fact about the economic geography of the world is the uneven spatial distribution of economic activity, including the coexistence of economic development and underdevelopment.

See More + High-income regions are almost entirely concentrated in a few temperate zones, half of the world's GDP is produced by 15 percent of the world's population, and 54 percent of the world's GDP is produced by countries occupying just 10 percent of the world's land area. The poorest half of the world's population produces only 14 percent of the world's GDP, and 17 of the poorest 20 nations are in tropical Africa. The unevenness is also manifest within countries and within metropolitan concentrations of activity. Why are these spatial differences in land rents and wages not bid away by firms and individuals in search of low-cost or high-income locations? Why does economic activity cluster in centers of activity? And what are the consequences of remoteness from existing centers? The authors argue that understanding these issues is central for understanding many aspects of economic development and underdevelopment at the international, national, and subcontinental levels. They review the theoretical and empirical work that illuminates how the spatial relationship between economic units changes and conclude that geography matters for development, but that economic growth is not governed by a geographic determinism. New economic centers can develop, and the costs of remoteness can be reduced. Many explicit policy instruments have been used to influence location decisions. But none has been systematically successful, and many have been very costly-in part because they were based on inappropriate expectations. Moreover, many ostensibly nonspatial policies that benefit specific sectors and households have spatial consequences since the targeted sectors and households are not distributed uniformly across space. These nonspatial policies can sometimes dominate explicitly spatial policies. Further work is needed to better understand these dynamics in developing countries.

... See More + Adjusting for market size, much investment stays close to home; adjusting for distance, much heads toward the countries with the biggest markets. Foreign direct investment is more geographically concentrated than either exports, or production. Thus, U.S. affiliate production in Europe, is 7 times US exports to Europe; that ratio drops to 4 for all industrial countries, and to 1.6 for developing countries. Multinational activity in high-income countries is overwhelmingly horizontal, involving production for sale to the host country market. In developing countries, a greater proportion of multinational activity is "vertical", involving manufacturing at intermediate stages of production. Thus, only four percent of US affiliate production in the European Union (EU) is sold back to the United States, whereas for developing countries, the figure is eighteen percent, rising to forty percent for Mexico. Similarly, less than ten percent of Japan's affiliate production in the EU is sold back to Japan, compared with more than twenty percent in developing countries. In models of horizontal activity, the decision to go multinational, is a tradeoff between the additional fixed costs involved in setting up a new plant, and the savings in variable costs (transport costs, and tariffs) on exports. In models of vertical activity, direct investment is motivated by differences in factor prices) and discourage it (by making trade between headquarters , and an affiliate more expensive). The major outward investors carry out much horizontal investment in large markets. For US investors, this means Europe, especially the United Kingdom; for Japan and Europe, it means the United States. Most EU investments, however, stay within the EU. The major outward investors carry out much of their vertical investment closer to home: the United States, in Mexico; the EU, in Central and Eastern Europe; Japan, in Asia.
