Suggest some of the essential elements of a strategy for dealing with it. and outline a plan for World Bank operations in support of this new strategy. But before turning to these matters, this paper will to report to readers on the results of the Bank's Five-Year Program for the fiscal years 1969-73-a program that concluded on June 30th of this year; and then to suggest the financial objectives for a second five year plan for the years 1974-78.
