See More + Some lessons learned included: flexibility in design that enables modification of indicative triggers in choosing prior actions for the subsequent operations help in adapting to unforeseen gaps in both knowledge and capacity. Specifically, identification of a series of potential reforms in the joint budget support matrix facilitates the choice of actions to use in adjusting the program. However, these changes should not be made to undermine the logical link between actions and targeted results. Care should be taken to ensure changes in prior actions and triggers still follow a logical sequence which can be attributed to achieved outcomes. Donor coordination has been critical to the coordination of much needed TA support to the government (particularly given the limited WBG budget resources). It has also helped with monitoring and supervision of the operation. Finally, joint missions have helped alleviate some of the burden on government capacity. Going forward, it will be important to engage the sector ministries more to support greater coordination among Government agencies and help build their capacity. It will also be important to rejuvenate the operation of the BSMC given that there has recently been less emphasis on joint reviews and coordination of TA provision. Strong Government commitment and ownership to reforms ensure that there continues to be progress with reforms in a low capacity context, characterized by frequent staff turnover. This also highlights the importance of civil service reform to help mitigate the risks arising from frequent staff turnover, which could be an area for WBG support. The Inclusive Growth series contains measures to strengthen pay and remuneration of the civil service, which could facilitate staff retention. But, more direct and targeted civil service technical assistance and reform may be needed. It will also be important to consult and engage the key service sectors related to health, education, agriculture and infrastructure to ensure service delivery is not compromised in the process.

Doing Business in Kazakhstan 2017 is the first report of the subnational Doing Business series in Kazakhstan. It measures business regulations and their enforcement in four Doing Business areas.

See More + The objective of the study is to gain a broader understanding of the business regulatory environment across Kazakhstan as well as to provide good-practice examples and reform recommendations to help guide policy at the national and subnational levels. The study focuses on indicator sets that measure the complexity and cost of regulatory processes affecting four stages in the life of a small to medium-size domestic firm—starting a business, dealing with construction permits, getting electricity and registering property. These four indicator sets were selected because they relate to areas of business regulation where implementation of the common legal and regulatory framework differs across locations. While highly centralized line ministries hold the direct formal authority for the delivery of most services across the territory, regions as well as Almaty city and Astana wield local power and authority, especially in the areas of getting electricity and dealing with construction permits. The indicators are used to analyze economic outcomes and identify what reforms have worked, where and why.

The study’s results are revealing: the gap between the benchmarked cities is significant, even within the same country—with the biggest regulatory differences found within Bulgaria and Romania. Yet each country also has cities that are world class in at least one area. This study will benefit our partner countries as a tool to promote competition between the cities and regions, to encourage peer learning, and to inspire policy makers to improve the ease of doing business in their jurisdictions. Small administrative improvements can make a big difference in the life of small firms—unlike larger businesses that face the same bureaucratic inefficiencies, they do not have access to the resources and skills needed to get better and faster service.
