This note addresses the issue of conflict of interest in the public sector and summarizes existing legislation and procedures regarding this issue in three countries with different approaches to the problem: Canada, the United Kingdom, and the United States.

See More + After reviewing the general principles of conflict of interest, this note focuses on the basic components and range of choices in drafting conflict of interest legislation and related enforcement mechanisms based on the country examples provided. Though these examples serve as useful illustrations, effective conflict of interest legislation will be based on shared expectations of what constitutes conflict of interest, the structure of relevant government institutions, and the state's capacity to monitor the private interests of public officials. Consequently, such legislation should be tailored to the particular circumstances within the Russian Federation.
