This component will focus on the review and roll-out of a National System for data collection on GBV. The project will further support key measures to ensure effective data collection and information management on GBV. The project will assess the data currently being collected through the National GBV Database and the Occupational Health and Safety Database currently managed by Ministry of Gender Labor and Social Development (MOGLSD) as well as the data on GBV currently collected through the Health Management Information System (HMIS). See More + This report analyzes recent trends in public social spending in Central America from 2007 to 2014, conducts international benchmarking, examines measures of the effectiveness and efficiency of social spending, and discusses the quality of selected institutions influencing this spending. We examine total social spending, as well as detailing its four components: public spending on the education, health, and social protection and labor (SPL) sectors. In analyzing public social spending, the report addresses three crucial policy issues: (a) how to improve the coverage and redistributional incidence of public social spending; (b) how to enhance the effectiveness and efficiency of public social spending; and (c) how to strengthen the institutions governing public spending in the social sector. While based heavily on a series of recent analytical social spending studies in six countries in the subregion—Costa Rica, El Salvador, Guatemala, Honduras, Nicaragua, and Panama—this report also takes a broader regional perspective and includes some comparisons to countries in other regions.

... See More + As a result, approximately 600 million Africans lack access to electricity, while life expectancy and literacy are at their lowest rates globally. Moreover, inequality of access to these basic services remains a challenge, especially for marginalized groups, such as women and the rural and urban poor. In this context, Social Enterprises (SEs) have emerged as a new type of development actor with the potential to help solve the service delivery gap. SEs are privately owned organizations,,either for-profit, non-profit, or a hybrid of the two, that use business methods to advance their social objectives. The first part of the report presents an overview of the current landscape for SEs in Kenya, Malawi, Rwanda, South Africa, Tanzania, Uganda, and Zambia. The second part introduces the SE ecosystem and provides a diagnosis of current ecosystems across the seven countries. The report highlights cross-country findings based on research at three levels: the country level, service sector level, and specific service level (Figure 2). Seventeen studies focus on health, water and sanitation, education, and energy sectors at the country level, and five studies focus on specific services, such as maternity care and HIV prevention at the country level. The report targets development practitioners involved in policy design and implementation who are interested in new ways to address service delivery challenges. These specific examples of challenges and opportunities for SEs in Africa can highlight ways to increase the sustainability and scale of current and future SE business models.

... See More + Complexity of the design and ambitiousness of the project objectives compared to the funds allocated for project implementation and client capacity require a simpler design. There is a need to have a simpler project design, with a more realistic objective, and with relevant and measurable results. The current PDO is ambitious, complex, and broad. The project funding, including the pooled basket fund, only accounts for some 5 percent of the total spending from public and external sources, which in turn comprises about 56 percent of total health expenditure. This is a modest funding to contribute to the achievement of the PDO as stated as the project stretches out too thinly and hence is not able to achieve concrete results. For the Social Protection (SP) component, while the project achieved considerable progress in establishing and rolling out an electronic social registry of beneficiaries, it has become clear that out of the two sub-components, only implementation of some parts of each could be expected by the end of the project. On the other hand, the project results matrix includes seven PDO indicators with poor relevance to the stated development objectives making it difficult to measure the progress towards achievement of the PDO.

In line with this vision, the immediate outlook is focused on an updated and dynamic National Socio Economic Registry (NSER) for beneficiary identification and targeted subsidies, modern payment delivery systems, consolidated federal and provincial partnerships for equitable service delivery, expansion of the Waseela-e-Taleem (WeT) program, and refinement of complementary initiatives for helping the poor exit out of poverty. In 2016, the Technical Advisory Committee for Social Protection led by the Federal Planning Commission approved a new Social Protection Policy Framework, which outlines the institutional arrangements and fundamental elements of the national system to provide targeted support to the poor. Large-scale government cash transfer programs have become an important element of social protection and poverty reduction strategies throughout the developing world.
... See More + Pakistan is no exception; in 2008, Pakistan established the Benazir Income Support Program (BISP) as an unconditional cash transfer targeted at the poorest of the poor. The primary goal of the BISP program is to provide the poorest households in Pakistan with unconditional transfers in order to improve their consumption and investments in children. To attain this goal, it is believed important that the transfers are provided directly to women to ensure the funds are spent as intended. Beyond changes in consumption and investment, directing these transfers to women can also serve to empower women by increasing household resources under their control. We analyze the impacts of Pakistan’s BISP program on women’s decision-making power within households using data collected between 2011 and 2013 as the program was rolling out. Using fuzzy regression discontinuity methods to statistically identify impacts, the BISP transfer is found to have substantial, positive impacts on some variables measuring women’s decision-making power and empowerment.

... See More + The RSR is supported by the Russian Federation, Norway, the United Kingdom, Australia, and Sweden. Since its inception in 2009, the RSR in addition to becoming a widely recognized brand name associated with social protection (SP) systems building has undergone several transformations, in line with development needs worldwide. Since Phase 1 (2009–12), launched to assist countries in addressing urgent social needs stemming from crises and helping them build the capacity and institutions to better respond to future crises, the RSR has morphed into Phase 2 (2012 onwards), which supports the agenda of social protection and labor (SPL) systems building. Cross-sectoral by nature, the RSR has also managed to move beyond the core SPL areas to include other priorities that are easily linked to SPL operations, including gender, nutrition, employment, and more recently disaster risk management. The RSR is one of the key instruments for implementing the World Bank’s 2012–2022 Social Protection and Labor Strategy for Resilience, Equity and Opportunity, mainly in countries eligible for International Development Association (IDA) support. This 2015–16 Progress Report of the Rapid Social Response Program (RSR) summarizes the progress made by the program between January 2014 and December 2015.
