The development of a large scale high-speed railway (HSR) network, rather than construction of an isolated line can lead to lower costs. Quantification of agglomeration benefits is important in evaluating the benefits of passenger railway projects. Large and linear infrastructure investment projects call for: (i) good preliminary designs; (ii) strict control over compliance with standards and specifications; (iii) reliable and responsible contractors; (iv) meticulous planning of activities; and (v) timely land acquisition. The choice of a multi-project engagement enabled the Bank to engage in a broader policy dialogue and to support effective institutional change. The creation of project companies at the province level to help finance and implement railway projects bolsters provincial accountability but can make the execution of resettlement compensation mechanism more cumbersome.

Different and innovative options should be sought to ensure the continuous monitoring of the execution of works in the face of insecurity. The use of third party audits is very useful to assess project performance and provide areas of improvement in the implementation of transport projects, particularly in a fragile and conflict environment. The hiring of local contractors ensured the completion of works in the midst of the crises.The inclusion of community-led development activities has proven to ensure the population’s acceptance and engagement to the project as well as to boost the impact in poverty.The provision of institutional strengthening support to government institutions should be carried out in a manner that ensures sustainable skill and knowledge transfer.The development of a GRM in the SSRRP proved very vital as it did not only facilitate conflict resolution/management, but also enabled communities living along the roads to take ownership of the project. It served as a means to engage with citizens and facilitated the identification of sites for materials and work camps for the contractors, as well as hiring of workers from communities along the roads.The MDTF-SS had established a centralized Project Financial Management Unit (PFMU) with the responsibility to ensure a reliable and robust accounting system.

This additional financing (AF) operation will also restructure the (parent project) by removing a small activity, originally estimated at US$1 million, less than 1 percent of the value of the original credit, for the implementation of a pilot waterway maintenance contract, as there is insufficient time remaining in the project period, including over the duration of the additional credit, to adequately implement a performance-based contract as originally intended. In addition, the Project Results Framework will be expanded to include performance indicators specifically focused on the DNC canal. It is expected that construction of the canal will further contribute to achieving the project development objective by reducing transport and logistics costs, including the cost of environmental externalities, along a major waterway corridor in the Red River Delta region.

The land and/or property affected would be taken only when the PAPs are satisfied with the compensation arrangements. No civil works will be initiated unless compensation for land and assets and rehabilitation assistance is provided to all eligible PAPs.
