... See More + Some lessons learned included: a successful comprehensive urban transport project goes beyond the implementation of infrastructure. Multi-sectorial comprehensive interventions such as the comprehensive neighborhood upgrading program (PMIB) provide greater benefits to communities than isolated sectorial interventions. Carrying out public consultations and participatory planning is an ingredient for community ownership and, therefore, sustainability of the investments. However, PMIB-like program’s sustainability is fragile and requires continued political support. Large programs with multiple implementing agencies and agencies that have small subcomponents without Bank financing should be avoided. Importance of having an experienced resettlement team will support project implementation through mitigating social risks.

See More + Some lessons learned included: national mass transit program needs to include the strengthening of agencies and also to work early on the approval and implementation of supportive regulations that mandate coordination and effective regulation of traditional bus operators, control of informality, and elimination of parallel routes. There is a need to carry out detailed operational and regulatory assessments upfront, on a parallel front to the execution of the works in order to lay the groundwork for the start of operations. Important synergies have been created as a result of the simultaneous implementation of projects in cities participating in the National Urban Transport Program (NUTP). This has resulted in a continuous flow of know-how and best practices among participating cities, the Project Coordination Unit (PCU) and the Bank, in areas such as civil works management, procurement and fiduciary processes, safeguards management, operational design, strategies for initiation of operation, among others. The role of the central government in the implementation of urban transport services reforms at the local level needs to take the form of constant support from the national government, particularly in areas such as the regulation of transport services and negotiation of concession agreements. Although the Specific Investment Loan (SIL) instrument offered advantages over other instruments, Bank support to well-structured government programs can take the form of a programmatic results-based approach. A large Technical Assistance (TA) component and more continuous and close technical support to the implementing agencies are required. Capacity building should go beyond enhancing the capacity of the implementation unit and also focus on strengthening its mandate and facilitating its work within the ministry. It may be worth focusing on a set of simple, measurable, achievable, realistic, and time-bound (SMART) indicators that can be effectively managed by implementing agencies. In addition, the monitoring and evaluation (M and E) framework implementation needs to be the direct responsibility of the PCU and not a task delegated to an external consultant and that is never internalized and implemented. Early consolidation of the environmental and social management capacity is important to ensure timely project implementation. Urban transport infrastructure projects need to account for the risk of cost and time overruns arising from the need to relocate or replace public utility equipment and facilities that are affected as part of construction works. It is important to strengthen the capacity of implementing agencies to adequately evaluate these projects and to ensure that project design includes mandatory regulations issued by the national government that provide guidance on the structuring and negotiation of these concession agreements. The contracting of operations should contemplate the conflicts of interest that can potentially arise from the fact that the selected companies or consortia can be operators of both the mass transit system and the traditional bus system at the same time.

See More + The extension is necessary to provide the Borrower the additional time needed to complete all due diligence and obtain the Bank's no objection to proceed with contract signing of the engineering design study of Bogota's first metro line. Contingent upon signature of the contract within the 6 month extension, the project closing date will be extended for additional 15 month to implement the study. There is also some possibility that the current negotiations could be terminated and negotiations with the second ranked firm could be initiated, in which case it is possible that the Borrower will need additional further time to get a signed contract. ... See More + The loan was approved on August 4, 2009, signed on September 24, 2009 and declared effective on December 9, 2009. Implementation of the project, including compliance with its loan covenants is satisfactory. There are no outstanding audit reports. The outcomes and results recorded in the most recent supervision reports are consistent with the expectations set out in the project appraisal document. The project keeps progressing fairly well. Civil works are underway in all cities, except Bogota's North Quito South Line of the Bogota Transmilenio (NQS), which has been completed. Four BRT systems are under operation: Bogota NQS, Pereira (PE), Bucaramanga (BU) and Barranquilla (BA). The last one is under 'early operation' and will start full operation in December. Medellin (ME) and Cartagena (CA) expect to launch operations by 2011. As requested by the borrower, the reallocation is necessary to allocate US$22.5 million. As mentioned before the NQS-line is under operation and works have been completed. According to the schedule of transfers of the project, the Bogota subproject will require this amount to accomplish the agreement between the Government of Colombia and the city of Bogota.
