The objectives of the Taiz Municipal Development and Flood Protection Project for the Republic of Yemen are to assist the recipient in: (a) protecting residents, economic activities and infrastructure from destructive effects of seasonal flooding in Taiz, Hadramout and AlMahra; (b) restoring access to critical road infrastructure damaged by the floods; and (c) strengthening the capacity of local governments and support decentralization.

The proposed restructuring will have no impact on the project description nor will it modify the Project Development Objectives (PDO). The results framework will be adjusted to reflect the proposed extension and clarify some of the existing results measurements.

The affected population is part of Yemen's Akhdam caste, which is the very bottom of the country's social structure and belongs to the poorest of the poor.

See More + In addition to providing the right of way necessary for infrastructural works, the goal of the resettlement component is to relocate this vulnerable population without worsening its already dire situation. Instead, the circumstances of the affected population make it necessary and possible for the Resettlement Action Plan (RAP) to address relocation as a development opportunity to at least partly improve their livelihood. This objective is strongly supported also by the Governor of Taiz. This objective will be achieved through risk mitigation and provisions for relocation assistance, house rebuilding, individual services, and to the extent feasible, employment opportunities. The adequate implementation of the RAP will increase the positive poverty impacts of the project. To prevent further impoverishment and worsening of the Akhdam's situation, the RAP includes explicit risk-management and safeguard provisions against the following typical socio-economic risks: loss of access to land and water; loss of housing and of access to employment; increased morbidity; food insecurity; further marginalization; loss of access to common resources; and the risk of social disarticulation.
