The development objective of Vietnam Scaling Up Energy Efficiency Project is to improve energy efficiency in Vietnam's industrial sector. This project has two components. 1) The first component, Risk Sharing Facility (RSF), supports the establishment of the RSF, which will provide partial credit guarantees (RSF Guarantees) to participating financial institutions (PFIs) to cover potential defaults on loans (PFI Loans) provided by PFIs to industrial enterprises (IEs) and energy service companies (ESCOs) to finance eligible energy efficiency sub-projects (Sub-Projects).

See More + Some of the negative impact include: (i) safety issues during the installation of new equipment i.e. work at height, electricity shock, etc.; (ii) discharge hazardous waste (fluorescent tubes); (iii) discharge refrigerant (HCFC) from replaced air conditional equipment; (iv) disposal of wastes during the installation of new equipment, waste management for the inefficient equipment being removed; (v) risks of labor safety; (vi) reduce chemical usage for water treatment; (vii) solid waste discharge from waste equipment, lubricant, waste from oil filter, etc.; (viii) discharge solid waste including waste material, noise emission during dismount old and install new equipment; (ix) risk of fire explosion and impacts from high electro-magnetic; Some of the mitigation measures are include: (i) save in energy consumption during production process resulting in lessen natural resource save and conservation and reduce total annual GHG; (ii) hazardous waste should be identified, labeled and stored in a safe place, then transferred to licensed organization for treatment according to hazardous management requirement; (iii) frequent maintenance of air treatment system and monitoring to ensure emission will complied with application regulation; (iv) chemical safety procedure shall be in place to prevent from chemical accident; (v) solid waste will be collected, and transferred to permitted ash pond or recycle in the clinker production line; (vi) emergency response for chemical leakage should be in place; (vii) residual air emission shall be collected and monitored to ensure the emission levels is below the permitted threshold.

See More + Some of the negative impacts include: (i) livelihoods and income sources will get affected; (ii)households who have no recognizable legal right or claim to the land they are occupying will be affected; (iii) assets will be affected; (iv) loss of income sources or means of livelihood; and (v) indirect impact caused by land or structures taking. Some of the mitigation measures include: (i) compensation at full replacement cost will be given for all structures affected, regardless of legal status of the land and structure; (ii) independent appraiser identifies replacement costs for all types of assets affected; (iii) all income losses are to be compensated and, where necessary to achieve the objectives of the policy, development assistance in addition to compensation will be provided'; (iv) socio-economic assessment has been undertaken and measures identified and being implemented to minimize and mitigate adverse impacts, particularly upon poor and vulnerable groups; (v) provision of livelihood restoration and assistance measures to achieve the policy objectives; and (vi) priority will be given to the participation of women in the consultation processes.

See More + Some of the negative impacts include: (i) acquisition of productive land,affecting livelihoods of local people; (ii) temporary impacts on production activities of local people; (iii) environmental pollution; (iv) impacts on native culture and social safety; (v) risks for labor accidents; and (vi) risks for HIV/AIDS infection, women trafficking and other social evils. Some of the mitigation measures include: (i) affected ethnic minorities, together with consultative committee, participate in the preparation of any relocation; (ii) Food security in the new settlement is ensured at a minimum to the degree of the previous settlement; (iii) the relocation sites would have access to facilities and services at least of the same level, if not better, to the land lost; (iv) relocation of affected communities would be completed before construction work starts; (v) ethnic minorities are entitled to compensation for all lost land and affected assets, incomes and businesses at replacement costs and provided with rehabilitation measures sufficient to assist them to improve or at least maintain their pre-project living standards, incomes and productive capacity; (vi) in case where relocation or displacement of ethnic minority households is required, efforts shall be made so that the level of existing infrastructure and the social and cultural institutions of the people being resettled, the host community and community they moved from should be maintained or improved; and (vii) compensation for ethnic minorities, female headed-households, families with the disabled or elderly will be carried out with respect for their cultural values and specific needs.
