The Policy Research Working Paper series disseminates findings of work in progress to encourage the exchange of ideas about development issues. The series includes research that may cut across countries and sectors, and reach beyond specific regional units or sector boards. Topics cover the following nine development research programs: Agriculture and Rural Development, Computational Tools, The Development Impact Evaluation Initiative (DIME), Environment and Energy, Finance and Private Sector Development, Human Development and Public Services, Macroeconomics and Growth, Poverty and Inequality, and Trade and International Integration.
