Pension fund portfolios in some cases have remained highly exposed to shorter-term assets, such as bank deposits and shorter-term government bonds. This, in turn, has led to relatively low investment returns, thereby potentially affecting income adequacy in retirement. This paper looks at the potential regulatory hurdles to long-term investment by pension funds, while also proposing international diversification and the creation of domestic investment opportunities to help portfolio diversification and ultimately improve the delivery of secure, adequate pensions.

A pesar de que gran parte de la población urbana en Bolivia se concentra en las grandes ciudades, que tradicionalmente han atraído gran parte del debate relacionado con la urbanización, las ciudades intermedias son las que crecen más rápidamente. Fortalecer su rol y gestión es clave para poder alcanzar los objetivos de desarrollo tales como disminuir la brecha de servicios básicos o contribuir a generar mejores condiciones de vida. Estas ciudades aún tienen un tamaño manejable y cuentan con una ventana temporal que permite realizar intervenciones estratégicas para actuar ahora de manera preventiva. Esta nota analiza el proceso de urbanización en Bolivia, propone una nueva definición de ciudades intermedias, evalúa los desafíos y oportunidades comunes que enfrentan las ciudades intermedias y provee recomendaciones de política al respecto.

Technical innovation and candid analysis is fundamental to successfully develop a customized software adapted to local capacities and needs. The technical and social complexities inherent in land administration reform require a programmatic approach and design that is scalable. Political support to major transformational change depends on adequate strategies, the achievement of results, and constant communication flows. Implementation in a limited geographical area provides important lessons and reduces transaction costs for country-wide replication.
