The manufacturing sector is usually widespread in geographical terms and involves hundreds or thousands of individual manufacturing units of different sizes and types, which make the assessment of disaster impact more complex and time-consuming, and may require conducting more detailed surveys of affected establishments. This paper describes the procedure to assess the effects of a disaster on the manufacturing sector following the traditional methodology originally developed by the United Nations Economic Commission for Latin America and the Caribbean (UN-ECLAC) (Handbook for estimating the socio-economic and environmental impact of disasters, 4 volumes, United Nations, 2003), further developed by the World Bank´s Global Facility for Disaster Recovery and Reduction (GFDRR) (Guidance Notes for Damage, Loss and Needs Assessment, 3 volumes, The World Bank, Washington, D.C., 2010), and now expanded and adopted by the Post-Disaster Needs Assessment (PDNA). See More + By encouraging governments, extractive companies, civil society and the public to engage in discourse around transparency of the extractive sector, it aims to facilitate the management of a country’s natural resource wealth to benefit all its citizens. The objective of this report is to present, in a structured form, data categories and their reporting formats, that can be used to standardize information generated under each EITI Requirement. The review conducted for this study included a sample of recent EITI Country Reports, as well as other initiatives and industry standards. ‘Good’ refers to reporting standards that meet the minimum data to be provided under each EITI Requirement. ‘Better’ typically refers to reporting standards that are enhancements of data covered under the good category. ‘Best’ refers to standard formats for reporting data that represent the highest international benchmarks and are considered to provide comprehensive information, beyond the minimum data requirements. The research team recommends a step by step approach to this, starting with a specific set of Requirements, across a number of countries. This would allow the EITI International Secretariat to develop a set of comparable statistics for various reporting entities, as well as start constructing guidelines for EITI implementers.

The fourth is the provision to the public of information needed to access government services, which has expanded significantly in the past decade with growth of electronic access to services or 'e-government.' This paper attempts to advance the debate around that question by analyzing the multiple proactive disclosure provisions in national law and international treaties in order to identify the emerging global consensus on the classes of information which should be included in a proactive disclosure regime. The paper examines the practical challenges related to the implementation of proactive disclosure regimes and some of the lessons learned from which principles for making proactive disclosure work in practice can be derived. It concludes by identifying some future challenges and areas where additional research is needed.

... See More + Laboratory professionals are predominantly male with relatively limited female labor participation, with potential gender based barriers to advancement. The focus on communicable diseases has meant that funding for broader public health laboratory services has been relatively neglected. In this paper the authors present a number of strategies to address these problems based on the outcomes from a literature review and case studies conducted in four African countries. Improved registration and human resource planning are required to establish the scale of the problem and to develop country specific strategies to address skills shortages. More high quality pre-service training is needed to supply the service with suitably skilled professional staff to address the current deficit. Innovative in-service training is essential to maintain competence and collaboration is required with the private sector to utilize their expertise. A clear career structure with transparent promotional opportunities is required to recruit and retain staff in the public sector. The establishment of suitable work environments and regulatory and representative bodies will also support recruitment and retention as well as enhance quality. It is also clear that this cadre has been underrepresented in human resources for health research and more activity in this area will lead to greater understanding of the problems and provide more potential solutions.

They called for a stronger focus on assisting governments manage PPP fiscal implications and local resources; spreading knowledge and best practices; assisting clients in making strategic decisions on the level and nature of private sector participation in infrastructure; and addressing client countries resource and capacity limitations to operationalize PPP pipelines.

... See More + Agriculture development and food security are amongst the key priorities of the Government of Malawi (GoM) to achieve sustainable economic growth and poverty alleviation. Increased agricultural productivity, diversification and commercialization constitute a key focus area of the overarching national development framework, the Malawi Growth and Development Strategy (MGDS) 2006-2011, followed by MGDS II 2011-2016. In 2010, this priority was translated into an Agricultural Sector Wide Approach (ASWAp), aligned with the CAADP pillars and the MGDS. This Agricultural Public Expenditure Review (AgPER), carried out at the request of the Ministry of Agriculture and Food Security (MoAFS), intends to enhance the efficiency, effectiveness and equity of future public spending in the sector, and thus contribute to ASWAp successful implementation. It was financed by the program 'strengthening national comprehensive agricultural public expenditure in Sub-Saharan Africa', funded by the Bill and Melinda Gates Foundation and the CAADP Multi-Donor Trust Fund and implemented by the World Bank.
