The City of Yokohama offers useful lessons for other cities seeking to achieve sustainable urban development. It simultaneously managed rapid economic growth and a sharp rise in population through a series of thoughtfully conceived and well‐integrated development projects and regulative measures, each designed to be implemented over the long term and actively involving participation of citizens and the private sector.
... See More + As a result, Yokohama transformed itself from a deteriorating suburban residential town on the outskirts of Tokyo into an eco‐friendly, livable city with a strong economic base. Beginning in the 1960s, Yokohama’s urban development moved organically from strategy to coordinated multi‐sector action. This was in contrast to the approach of other cities, which more often relied on construction plans and projects developed by individual sectors and departments. A key factor in this approach was the role of the Planning and Coordination Department (PCD), which combined sector‐based plans under a single vision and strategy. Despite the significance of PCD’s role, its story has not been fully documented and is not known outside Japan. This research aims to address that gap. More broadly, it aims to understand the extent to which political will and the vision of key individuals contributed to the city’s development; to identify approaches and lessons that can be replicated in other cities.

... See More + The convergence of these two trends – increasing urbanization and growing crises – demands an enhanced approach to city reconstruction and recovery, one that puts culture at its heart. Elaborated by the World Bank and UNESCO, this paper outlines one such approach, the Framework for Culture in City Reconstruction and Recovery, also known as the CURE Framework. The CURE Framework is a culture-based approach to the process of city reconstruction and recovery in post conflict, post disaster and urban distress situations that accounts for the needs, values and priorities of people. It provides a roadmap for post-crisis economic development and the management of complex social, spatial, and economic transformations, while addressing the shortcomings of current reconstruction and recovery processes and enhancing their effectiveness and sustainability. The CURE Framework draws from existing frameworks and tools for reconstruction and recovery in urban settings, knitting together people-centered and place-based approaches into integrated policies that share a common cultural thread. This Paper serves as a guide for development practitioners, particularly the World Bank and UNESCO teams operating on the ground, as well as national and local authorities, planners, and international organizations to integrate culture, both as an asset and as a tool, in all phases of city reconstruction and recovery. The paper consists of three parts that analyze the evolution of reconstruction and recovery frameworks in recent decades, introduce in detail a dedicated framework for Culture in City Reconstruction and Recovery, together with key guiding principles, and provide operational guidance for their implementation.

All these types of works need to be conducted at the special equipped workshops and stations.
