As of end April 2019, the National Social Safety Nets Project (NASSP) has disbursed US$50.8 million from IDA. The livelihoods pilot will run from September 2019 to 2022 with baseline survey of the impact evaluation to be conducted in May 2019. Under Component 1 (Establishing the Foundation for a National Social Safety Net System), a total of 814,376 households (about 3.2 million individuals) from 28 states have been captured in the National Social Registry (NSR) with Proxy Mean Test (PMT) showing that about 80 percent of the households are below the 6th-decile mark. Under Component 2 (Implementing a Targeted Cash Transfer), cash payments under the Household Uplifting Program (HUP) have been made to 302,676 households using the electronic payment system in 20 states, amounting to close to US$10 million (by which 80 percent was from the Abacha restituted funds). The project will continue to prioritize the development of critical elements required for effective implementation, most importantly: (i) continue strengthening institutional arrangements for improved coordination, management, and implementation relationship between NASSCO and NCTO and clarity of roles and responsibilities of federal and state levels project staff; (ii) avoid further delays with regard to the quarterly cash transfer audit report and the independent verification of outputs; (iii) finalize the procurement process for contracting payment service providers for the remaining 16 states; and (iv) keep the momentum on the co-responsibilities rollout to ensure that the top-up payments can begin in this calendar year.
