Overall implementation is progressing well per design and schedule. The first performance assessment was carried out on-schedule (April 2013) and to satisfactory standards, with Public Disclosure Copy USD 15.7 million already disbursed to PMO-RALG and to local government through the urban performance grants. The second performance assessment was carried out on schedule and completed in July 2014 – the Bank’s final assessment will be completed in July 2014, with the first tranche made in August 2014. The mission found that the performance based incentives, together with resources for capacity building, are encouraging local governments to improve urban management capacity and service provision. Now every local government has grievance handling systems which are already being utilized by communities. Local governments are preparing environmental and social management instruments – this was not always Page 1 of 8 The World Bank Public Disclosure Copy standard practice. Local governments plan to utilize capacity building resources to improve own-source revenue collection, urban planning, and quality assurance of works. With the disbursements of the urban performance grants to the local governments, the next six months will see an increase in construction activity, with most cities planning to utilize funds for roads, drainage, markets, and bus stations. Key Decisions for Disclosure The Prime Minister’s Office Regional Administration and Local Government and the cities agreed to accelerate the capacity building activities to create the enabling environment for local governments to achieve the performance measures. Focus areas will include own source revenue collection and development of general planning schemes. The Prime Minister’s Office Regional Administration and Local Government will also focus efforts (through trainings and field supervision) on quality assurance of works financed through the project.
