Mozambique (April 2019): Implementation of SWIOFish1-MZ has improved significantly since the Mid-Term Review in September 2018. The Mais Peixe Sustentável Matching Grants Scheme was successfully launched in February 28, 2019, generating a high demand from potential beneficiaries. The Ministry has also started the development of it's Plano de Situação, a key Marine Spatial Planning instrument for Mozambique, as per the 2017 Law of the Sea. Comoros: The implementation of the project improved, disbursement is overall on track although progress is not uniform across components, with component 3 still lagging behind despite improvements. PIU team members were designated to follow the progress of the project's activities at 3 level: before STEP, under STEP and after STEP. It was also decided that a bimonthly call will take place between the WB team and the PIU team to follow the project 's progress. Regional. The implementation of the project continues to be satisfactory with ongoing activities supporting SWIOFC and regional studies. As an important objective of the project, a study to propose a sustainable financing mechanism for the SWIOFC was recently launched. Dialogue between all SWIOFC countries, including Comoros, Tanzania and Mozambique, is being strengthened thanks to this component. In particular, the SWIOFC countries agreed on guidlines for Minimum Terms and Conditions for licensing fishing vessels to operate in their waters. Reinforced coordination is also being seen in regional forum such as the Indian Ocean Tuna Commission (IOTC) between the SWIOFC countries. The FMP for deep-water crustaceans is being elaborated, and thus could not be/not be under implementation.  Co-management units achieving at least 2 performance targets. This indicator still reflects information from last year, given annual measurements. Improvement this year is expected, with start of work of service providers working in co-management and more emphasis on artisanal fisheries licensing. However, only towards the end of the year it will be possible to have data to accurately assess progress in the indicator. Comoros (June 2019)  Fisheries management plan: the Management Plan for demersal fisheries expired in 2017 and evaluated in 2018. A working group is in place to develop the new FMP.  Co-management units achieving at least 2 performance targets (2): Although 3 co-management agreements have been revised and signed and 4 held at least 2 meetings per year in the islands, to date, none has yet achieved two of the performance target listed.  Direct project beneficiaries: by June 30, 2019, the number of beneficiaries is estimated to be 7213, with 38 percent female. Tanzania (May 2019). The indicators will be adjusted and improved to better reflect the nature of project activities. Some of the end targets will also be reviewed. Results displayed are interim results for Jan-March 2019 period. The annual trend is ok, and targets are expect to be achieved by the end of the year. Comoros (June 2019)  Dashboard in place and made public with regularly updated data: The dashboard is not in place yet, however, elements that would feed it are being collected (e.g. the first statistics bulletin was issued in December 2018 and the second one will be out in August 2019, etc.)  Fisheries law application texts adopted (Arrêtés d’application): Although no text has been adopted, the revision of the fisheries code was passed by the National Assembly during its june 2019 session. Furthermore, 3 other texts are expected to be developed by the end of the year, namely one on tuna fisheries, one on geographic distribution of artisanal fisheries, and one on PSMA convention. Tanzania (May 2019). The indicators will be adjusted and improved to better reflect the nature of project activities. Some of the end targets will also be reviewed. All this be part of the upcoming restructuring process for Tanzania. Several of the intermediary indicators described above for Tanzania are poorly worded and unclear. The project has already achieved progress in many aspects, and the revised indicators will expand and provide more clarity. One of the main aspects of the review is the separation between Tanzania Mainland and Zanzibar, which is not currently reflected. Having both clustered into one indicator for Tanzania proved to be challenging and complex. Regional. Meetings of the SWIOFC subsidiary bodies and working groups are being held regularly thanks to the support of the project. Two important consultancies have been launched on "Tuna Fisheries direct and indirect contribution to GDP and wealth distribution patterns in the SWIOFC Member countries" and on "a sustainaible financing mechanism for the SWIOFC". The conclusions and recommendations of these reports will be presented at the upcoming SWIOFC session in October 2019.
