These are both positive steps toward drastic improvement of the disbursement of the project. Other gains noted have been an improved coordination of World Bank and EU projects and the drafting by the DTRF of a strategic note, explaining the conditions of eligibility for removing older vehicles from the fleet. In addition, the draft law on leasing in the member states of the West African Monetary Union (WAEMU) was adopted by the Council of Ministers and sent to Parliament for consideration. This will be a needed milestone to activate the leasing mechanism. Training workshops - one for commercial banks and the other for carriers - were held, and two commercial banks expressed interest in offering leasing services for the renewal of freight vehicles, while noting, however, the need for considerable safeguards. 5/21/2019 Page 1 of 6 The World Bank Implementation Status & Results Report Trade and Logistics Services Competitiveness Project (P158982) During the following mission, the team will discuss with the client the findings of the study on the training needs of logistics trades and how best to approach its implementation. Component 2: Improvement in administrative procedures and PPD - Thanks to JICA funding to UEMOA, the single declaration for petroleum products in transit from the port of Lomé to Burkina Faso was launched in production in September 2018, and will be extended to all goods during the first half of 2019. After the adoption by Parliament on June 12, 2018, of the draft law on the Customs Code, the activities planned for the first half of 2019 are as follows: a. Campaigns for dissemination and popularization of the new Customs Code; b. Evolution of the CPP (Privileged Partnership Framework) towards an Authorized Economic Operator (AEO) regime, with pilot for the four CPP approved companies; c. Conducting a Release of Goods (TRS) study with transfer of jurisdiction to permit periodic studies without the need for external expertise. ToRs for the latter have been drafted and comments provided by the WB. During the mission, the team commended the GoT on the establishment of the Secretariat of the National Committee for Trade Facilitation (CNFE), which is an important milestone for the implementation of the Trade Facilitation Agreement of the World Trade Organization. However, the Secretariat requires a fixed budget for its activities. Component 3: Project Management - During the mission the team noted that the steering committees (strategic committee and technical committee) have been established, and they approved the annual work plan for 2019. However, there has been an initial delay of the internal audit function within the project, and the PCU should proceed without delay to the recruitment of an internal auditor and agree. The mission recommends that the PCU finalize, no later than February 15, 2019, the signing phase of the contract with the auditor. The PCU also needs to complete the hiring of a social safeguards specialist, improve the quality of procurement documents and files, and ramp up its direct interactions with the private sector which is a key stakeholder for this project.
