Reconstruction works on 111.6km of roads have been completed and the remaining 38.6km will be completed by end of 2017. Technical issues are timely resolved, but the quality of environmental compliance needs significant improvement. Capacity in PESR to carry out regular environment management and monitoring needs to be urgently increased. Preparations for the second round of national and regional roads are ongoing and on time. The start of works is planned to take place in March 2018, allowing two construction seasons for these rehabilitation works which is sufficient. Tangible progress has been made in the implementation of the road safety and road asset management activities. On road safety, the PESR Road Safety Unit has completed substantive training so far, including RSA/RSI training and onsite visits; trainings on RSA of designs and also black spot management. Detailed TOR for the Unit together with a proposed work program for PESR and budget for the first two years of operation have been developed. The development of the National Black Spot Investment Program has also started and is on track to be completed by August 2017. This would enable PESR to already consider these road safety priorities in the preparation of the annual investment plan and budget for year 2018. The iRAP network assessment was started and will be completed by end 2017.
