Amendment No. 7 to the Supplemental Arrangement between the Ministry of Finance of Japan
 and the International Bank for Reconstruction and Development and the International Development
             Association regarding the Policy and Human Resources Development Fund
                 (Trust Fund No. 072610 parallel to original Trust Fund No. 021330)

1.      Reference is made to the Supplemental Arrangement between the Ministry of Finance of Japan (the
"Donor") and the International Bank for Reconstruction and Development and the International
Development Association (collectively, the "Bank" and together with the Donor, the "Parties" and each a
"Party") regarding the Policy and Human Resources Development Fund (PHRD) (Trust Fund No. 072610)
(the "Trust Fund") effective as of July 21, 2016, as amended (the "Supplemental Arrangement").

 2.     The Bank acknowledges that the Donor has decided to provide the sum of sixty-four million three
hundred sixty-seven thousand four hundred forty-six United States Dollars and fourteen cents (USD
64,367,446.14) (the "Contribution") for the Trust Fund in accordance with the terms of the Supplemental
Arrangement.

3.       The Donor hereby authorizes the Bank, promptly following countersignature of this Amendment,
to transfer the Contribution from the PHRD original trust fund account (Trust Fund No. 021330) to this
Trust Fund.

4.      All other terms of the Supplemental Arrangement will remain the same.

5.     The Bank will disclose this Amendment in accordance with the Bank's Policy on Access to
Information. By entering into this Amendment, the Donor consents to such disclosure.

6.       Each of the Parties represents, by confirming its acceptance below, that it is authorized to enter into
this Amendment and act in accordance with its provisions. The Parties are requested to sign and date this
Amendment, and upon possession by the Bank of this fully signed Amendment, this Amendment will come
into effect as of the date of the last signature.
