Till date out of 18 subprojects, 7 have been successfully executed while work is underway on 5 more. The remaining works are at advance stages of procurement. Around 147 km of flood embankments have been rehabilitated/reconstructed in flood prone areas. It was observed that resilient aspects were being incorporated in the project design and construction practices, however there is a need to document resilience building initiatives adequately in project reports. PIU and supervision consultant’s contract management capacity needs to be improved to ensure that subprojects are completed as per planned timelines. Approval of pending PC-Is and PC-IIs, particularly for remaining civil works sub-projects needs to be expedited. Provincial Disaster Management Authority (PDMA) Punjab: PDMA Punjab component remains a concern due to frequent staffing changes and serious implementation delays. There is a significant backlog of disbursements which is creating serious repercussions for project delivery. There is a need for expedited processing of delayed procurements and disbursements to win-back the lost time. In terms of gains achieved, the project has supported operationalization of Emergency Operations Centers in 20 districts of Punjab, which has enhanced government’s response capacity. Further, based on a consultative process and a policy dialogue within the Government of Punjab, the PDMA prepared a draft risk financing strategy for Punjab, along with an implementation plan. State Planning and Development Department: The PIU of Government of AJK has achieved good progress on civil works contracts for the rehabilitation of critical flood embankments. Till date out of 33 subprojects, contracts for 30 have been awarded while 3 are in bid processing stage. Despite the progress on contracting front, there is still ground to cover for effective delivery. Establishment of Emergency Operations Centers (EOCs) at State and in 10 districts has significantly strengthened disaster management at grassroots level. Feasibility study and initial designing of flood protection works for Kotli Mandi city and other vulnerable areas have also been completed.
