On November 5th, 2019, an infrastructure design consultancy was contracted and is scheduled to be completed the first week of March 2020. Construction is expected to begin in July 2020 and will be completed in May 2021. The construction phase will be completed in 11 months. -IA IST for indigenous communities in Conocoto, Pichincha Province (Saberes Ancestrales). A study on the relevance of careers and the viability of the Institute is being carried out. The study will provide inputs for the design of the Institute and the subsequent construction phase. The construction phase is expected to begin in October 2020 and will be completed in October 2021. The construction of the infrastructure will be completed in 12 months. -IST Lago Agrio, in the province of Sucumbíos & IST Luis A. Martinez in Manta, province of Manabí: These infrastructures are in the design phase. The consultancies for the design of both infrastructures were contracted on May 17, 2019 and will end the last week of December 2019. To date, 3 out of 4 phases have been completed. The start of the construction phase of both infrastructures are scheduled to begin in May 2020 and are expected to end in March 2021. The construction of the infrastructure will be completed in 11 months. -IST in Machala, Province of El Oro: This infrastructure is in the design phase. On May 17, 2019, a consultancy for the design of the infrastructure was contracted and will end the last week of December 2019. To date, 3 out of 5 phases of this consultancy have been completed. The start of the construction is scheduled for May 2020 and is expected to end in July 2021. The construction of the infrastructure will be completed in 14 months. -IST Yavirac in Quito, province of Pichincha: This infrastructure is in the design phase. On November 5, 2019, a consultancy for the design of the infrastructure was contracted and it is expected to be completed in March 2020. The start of the construction is scheduled for August 2020 and is expected to end in April 2021. The construction of the infrastructure will be completed in 9 months. Component 2: Improving Program Relevance and Quality. Subcomponent 2.1 – Development of Relevant Programs The TORs for a consultancy to design 10 new careers and redesign 25 existing careers, received no objection from the Bank on October 2019. The call for expression of interest for this consultancy ended on November 21st, 2019. A total of 6 proposals were received, and based on quality and cost, a short list of 5 proposals were selected. The adjudication of the contract will take place in March 2020, and the length of the consultancy will be 240 days. The programs are expected to be developed, approved, and introduced in the ISTs before December 2021. In addition, an Agreement including composition and functioning of Consultative Councils (to discuss the alignment of technical and technological programs with the need of the labor market) has been arranged between the Principals of the ISTs and SENESCYT. The Agreement was signed by the Government on November 29, 2019. Subcomponent 2.2 – Training of Teachers and Management Staff of ISTs On November 2019 the SENESCYT received no objection for a consultancy aimed to design, implement, and evaluate a teacher training program in pedagogy (and vocational education), which would benefit approximately 1475 teachers. The call for expressions of interest will be launched the first week of January 2020. The adjudication of the contract will take place in March 2020 and the length of the consultancy is 270 days. The training program will be evaluated rigorously through an impact evaluation, and the team has been working to define the sample of teachers that will be part of the treatment and control groups. The design of the evaluation will be defined in January 2020. In addition, the TORs for training on dual programs for principals and Vice Chancellor of ITSs have been approved. The training will benefit 80 Principals and Vice Chancellors, who will receive 80 hours of workshops and seminars on the design and implementation of dual careers in their Institutions. A single-source selection was applied and Corporación Formados was selected. It is expected that the adjudication take place on January 2019. Subcomponent 2.3 – Administrative and Academic Management System The supplier for the development of the Administrative and Academic Management System was hired in June 2019. During the development process, monitoring and guidance of the development of the products was provided. In October 2019, a pilot of the System was conducted in three ISTs. The pilot showed the advantages of having an enrollment module included in the system and the positive adaptation of the solution to the different realities of each ISTs. The system is currently in use in the three ITSs. The consultancy ends on December 2019; the last products have been delivered and the SENESCYT is reviewing them in order to grant technical compliance. It is expected that an implementation guide and a procurement budget will be ready by February 2020, which will allow the System to operate at a national level in October 2020. Component 3: Strengthening Mechanisms for Institutional Coordination, Boosting Demand, and Management, Monitoring and Evaluation of the Project. Subcomponent 3.1: Institutional Partnership with Employers and Private ISTs SENESCYT is studying the possibility of using a competitive funding scheme for the development of strategies aimed at strengthening the institutional arrangements for public-private association (namely between SENESCYT and employers’ association) and the engagement between public and private ITSs. On January 2020 SENESCYT will clarify the scheme to be used for the development of such strategy. Subcomponent 3.2: Estimation of Labor Market Demand On June 25th, 2019 the firm Económica was hired to (i) design a methodology for estimating the labour demand through surveys carried out in collaboration with employers, and (ii) conduct data collection at the province level to estimate the employers demand for graduates from Technical and Technological Programs. The consultancy includes three phases (i) data collection (ii) data analysis, and (iii) evaluation. The data collection was completed on December 13, 2019. The three phases will be completed by December 25, 2019. In addition, a discussion between the authorities from INEC and SENESCYT was held on November 29, 2019. An agreement was reached on the strategies for inter institutional collaboration and a work agenda was established. Subcomponent 3.3: Boosting the Demand for ISTs On June 12, 2019 the firm Kantar Millward Brown was hired. The consultancy includes five phases: (i) data collection to measure the target population perception about Technical and Technological Training; (ii) diagnosis of the public perception of Technical and technological Training; (iii) communication strategy on the advantages of TTE; (iv) definition of indicators to measure the impact of the communication strategy; and (v) final report including analysis of data and recommendations. The data collection phase finished on November 2019 (in a total of 14 cantons).
