The first cycle was implemented in five counties (Nairobi, Mombasa, Nakuru, Kisumu, and Kwale) with beneficiaries finishing training in October 2018. The second cycle is almost complete and being implemented in nine counties (all first cycle counties in addition to Turkana, Migori, Kitui, and Kiambu). The third cycle has commenced and is being implemented in 13 counties (all first and second cycle counties in addition to Kakamega, Mandera, Nyandarua and Kilifi counties). Component 1 and sub-component 2.1 Cycle 1: Over 90,000 applications were received for a total of approximately 4,000 spots in technical skills training and business support services. In Cycle 1, 2,290 youth completed internships and apprenticeships as part of the Component 1 technical skills training and another 874 youth 6/23/2019 Page 1 of 7 The World Bank Implementation Status & Results Report Kenya Youth Employment and Opportunities (P151831) received two tranches of entrepreneurship grants to help support the youth to start or expand businesses. In addition, 328 master craftsmen were upskilled in Cycle 1 and 1,816 youth participated in trade tests following their technical skills training. Cycle 2: Over 50,000 youth applied for Cycle 2 for a total of approximately 10,000 spots in technical skills training and business support. Applications opened in June 2018 and randomization took place in August. In addition, 150 Master craftsmen were upskilled. Induction of youth for technical skills training took place in September 2018 and youth interested in business support took the entrepreneurship aptitude test in September. The first orientation for business support grants and life skills training for youth in technical training took place in October 2018. Core business skills training finished in November 2018. Cycle 3: Over 104,000 applications were received, with over 10,888 youth enrolling for training and internship [AS1] [KSH2] and over 4000 youth receiving business support. Applications opened in November 2018 and selection (with randomization) took place in February 2019. 260 Master craftsmen were upskilled during this period. Induction of youth for the training and internship component took place in March 2019 and grant orientation took place in April 2019. 4,063 youth have received one tranche of the entrepreneurship grants to help support and expand their businesses. Sub-component 2.1. Business Plan Competition: The Micro and Small Enterprises Authority (MSEA) has begun preparations for the business plan competition and the opening of applications is scheduled for end June 2019. Component 3 LMIS: The State Department of Labor (SDL) has made progress in undertaking an informal sector survey, updating the Kenyan National Occupational Classification (KNOCS) and preparing a roadmap for the Kenya Labor Market Information System (KLMIS). Component 4. National Youth Policy: The National youth policy is now completed and has been submitted to the Cabinet for approval before moving to the Kenya National Assembly for legislation.
