The project expected outcomes in two dimensions: first, the improvement of managerial capacity and parental participation among participating schools; and second, the consequent improvement of dropout rates among participating schools. Regarding the achievement of the first two PDO indicators, the Project exceeded the target results: School 12/17/2018 Page 1 of 7 The World Bank Implementation Status & Results Report Mexico School Based Management Project (P147185) Directors have significantly improved their managerial capacity and parental participation has increased due to their greater involvement in the school improvement plans and in students learning and development. For the dropout, failure and repetition rates, the project contributed to lower significantly the dropout rates among primary and secondary participating schools. However, in correlation to the decrease in dropouts, failure and repetition rates slightly increased. The increment in the failure rate for primary schools could have been affected by the substantial reduction in dropout rates (i.e. students that dropout of school are usually those with poor economic and/or academic background or a combination of the two; with more vulnerable students staying, the failure rate could have been affected. In addition, changes in the national failure policy for primary school children may have also negatively affected the failure rate in participating schools.) For secondary schools, the failure rate practically remained unchanged. Finally, the repetition rates also slightly increased; however, the baseline value was already small, and decrements or increments may fluctuate rapidly due to non-project factors. Additionally, the repetition rate is also highly correlated to the decrease in dropouts. Implementation Progress remains Satisfactory as key activities progressed as expected and disbursements are on track with estimates. In addition, the impact evaluation of the Project concluded showing an overall increase in schools directors’ managerial capacity across the seven participating states, especially for treated schools that received a controlled and strengthened intervention. This in turn affected the projected number of beneficiaries of both the PRE and the PETC.
