There are less than 24-months remaining to the project closing date of December 31, 2021. A project restructuring is anticipated to extend the project closing date to allow for completion of key investments/activities in three components as well as a revision to the results framework baseline and targets for five indicators. The length of extension is to be determined based on a realistic implementation scheduled that accounts for all outstanding activities. With the practical completion of the Karonga-Songwe section of the major civil works, the reduction in average journey time for an imported container from Songwe/ Kasumulu border with Tanzania to Lilongwe will be dependent upon factors that include additional rehabilitation of 300km of M1, as well as removal of the number of non-tariff barriers. The annual number of fatal accidents on the M1 corridor continues to rise, with 597 fatal accidents recorded in 2018. The Emergency Medical Services (EMS) pilot is yet to function at full potential. Hospital trauma centers are still in design stage. Outcome indicators related to border crossing times (at Songwe, Dedza, Muloza and Mwanza) are anticipated to improve once new infrastructure has been completed, and full scale roll out of the consolidated border management policy is implemented in January 2021, following the first one-year initial pilot at Mwanza. The number of beneficiaries of the upgraded health and trauma centers along the M1 pilot corridor will also be confirmed following the completion of related civil works in early 2021.
