The Cote d'Ivoire Education Service Delivery Enhancement Project (PAPSE) was approved on June 4, 2018. The Grant Agreement was signed on June 21, 2018 and the project became effective on July 31, 2018. The project development objective is to increase access to preschool and improve learning outcomes in beneficiary primary schools in participating regions (Bagoue, Bere, Bounkani, Kabadougou, Poro, and Tchologo). Progress by components are presented below. Component 1: Improving Conditions for Improved Learning Outcomes. Construction in 113 communities (out of the 117 beneficiary communities) are underway: 86 have been completed and the remaining are expected tobe finalized by the end of January 2020. The school-related activities were launched on October 22, 2019 with the teaching staff recruited, and 220 educators and 220 assistants trained on specific modules that aim at improving teaching practices. With the exception of the regions of Mankono and Bouma—where the service provider decided to cancel the contract—furniture has been successfully delivered. Learning materials were also delivered and sensitization about the use of latrines, hand washing, and deworming were completed. Sub-component 1.2: Improving Teaching and Learning of Reading and Mathematics in Beneficiary Primary Schools. The activities to introduce the new teaching/learning practices in: (i) mathematics in CP1, CP2 and CE2; and (ii) reading in CP1 were completed for the 150 beneficiary primary schools. About 450 teachers have been trained on teaching practices (Reading and Mathematics) and 77 school directors and pedagogical staff have been trained on classroom observations and coaching. For reading, new materials (decodables, student workbook, scripted lessons, pedagogical wallchart, teacher guide) have been distributed to about 8,000 students and 500 teachers/pedagogical staff and for mathematics, new materials (scripted lessons, pedagogical wallchart, teacher guide) have been produced to be distributed to about 11,000 students and 900 teachers/pedagogical staff. The objective is to distribute these materials to each student and teacher. Delivery of the reading material was completed in October 2019, while the material for mathematics will be available at school level by the end of January 2020. In terms of student assessment, EGRA and EGMA was implemented in CP2 and CE1 in the 150 beneficiary schools and in CP1, CP2 and CE1 national wide. Reports for the beneficiary schools are now available. Component 2: Strengthening Sector Management and Accountability. Sub-component 2.1: Citizen participation in School Management. The development of school scorecards and training materials is underway. The consultant recruited by the MENETFP carried out two field missions. Sub-component 2.2: Developing results-based financing mechanism. For the transfer and management of grants, communities have developed action plans with the support of 40 facilitators in participating regions and grants have been distributed to the 150 beneficiary schools through a performance-based mechanism which aims at strengthening the link between resources and outcomes. Sub-component 2.3: Building Capacity in Public Education Policies and Service Delivery. An economist and a statistician were recruited to support the National Education Task Force. A study on school inclusiveness is underway to inform the development of a policy note on inclusive schools. Component 3: Improving Teaching and Learning Environment for Beneficiary Schools. Construction (latrines, classrooms, potable water) in 77 primary schools are underway. Out of the 150 beneficiary schools, 87 applications were accepted. The remaining applicants need to revise their applications in order to comply with the stipulated conditions set forth by the project. Ten thousand school kits have been purchased, of which 8,400 were distributed to girls in CP1, CP2 and CE1 in the beneficiary schools. Component 4: Project Implementation and Evaluation. Sub-component 4.1: Project implementation. The Project Steering Committee (PSC) and PIU are both well-functioning. The PIU core personnel are in place and assistants are currently being recruited to support the team. The PSC organized its third meeting in October 2019 to evaluate project implementation progress and to validate the revised 2020 budgeted workplan. Sub-component 4.2: Project Evaluation. The preparation for the project impact evaluation has been completed in October 2019. An IPA’s (International Poverty Action) Researcher was recruited to lead and supervise the impact evaluation. The sampling is established for: 34 communities (that are receiving both preschool and primary school level interventions); 34 communities (that are receiving preschool interventions only); 34 communities (that are receiving primary level interventions only); 34 control schools that will not receive any interventions.
