Civil works have commenced at site and major equipment are being shipped. Also, although delayed, Owner’s Engineer (OE) and the key Project Management Unit staff (Environmental Specialist and Financial Management Specialist) are all on board. However, there are concerns and observations on the progress of some activities; in particular, i) delay in submitting the request for Special Commitment; ii) progress of the automation of BPDB’s financial reporting; iii) implementation of SBU and iv) safeguard non-compliance at site. All these concerns have been brought to the attention of the BPDB management and they have agreed to time- bound action plans to resolve them. With approximately 300 Chinese workers joining at the Ghorashal site, a project specific Influx Management Plan (IMP) will be prepared which will be implemented by the contractor and monitored by the supervision consultants and BPDB in addition to the Bank.
