The activities (a) and (c) were financed from European Commission co-funding and were completed satisfactorily before its closing date in 2010. The other two activities have been financed from the counterpart financing from Kazakhstan. Civil works for the physical remediation works for the high priority industrial waste dumps have started as of April 2013. Works at the Kazzinc and the Power Plant dumps under the Project are complete and have been handed-over. The remediation of the capacitor sludge pond also was completed in December 2015. The remediation of the waste dumps at Titanium Magnesium Plant finally started and significant progress has been made in remediation of the dump. The tender for the last historic industrial waste dump UMZ dump no 6 has been completed and contact signing is subject to securing continued funding for the remediation works. The concentration of harmful substances in the groundwater is significantly high in the close proximity to the territory of the Central Industrial Complex and gradually reduces afar, which is proven by results obtained from “Oskemen-Vodokanal” operating wells and the 4th group of monitoring wells.(further away from the Central Industrial Complex) Exceedings of Maximum Allowable Concentrations in the groundwater aquifer were found, especially for metals and inorganics, in their majority the obtained results showed that harmful concentrations even exceeded the WHO’s Guidelines Values, which are less strict than RoK MACs; Additionally, there are occurrences with Cadmium and Thallium in hydroposts (in the River) in December. This matter needs further thorough investigation in second monitoring round to bring light on the situation with such hazardous element Date 30-Nov-2007 24-Feb-2016 04-Oct-2016 31-Dec-2016 10/14/2016 Page 3 of 8 Public Disclosure Copy Public Disclosure Copy The World Bank Implementation Status & Results Report Ust-Kamenogorsk Environmental Remediation Project (P078342) Comments Based on the results of results of the multi-level monitoring wells that were drilled and monitored for one year to model the pollution in the groundwater, the decision had been reached earlier to drop the groundwater pump and treatment system and replace with a groundwater monitoring program. Three type of wells were selected for this monitoring: 1. Barrier wells (BWs, 11 wells) – a group of wells, drilled under the first one-year monitoring exercise, originally intended to be incorporated in the pump and treat system); 2. Monitoring wells (MWs, 9 wells) – a group of wells also drilled under the first one-year monitoring exercise, intended to cover city territory from the West to the East to allow monitoring of groundwater 3. “Oskemen-Vodokanal” operating wells, 10 wells in Oktyabrskiy drinking water well-field and 2 suggested sampling posts (hydroposts – HPs) on the Irtysh and Ulba Rivers to measure the quality of river water. The results indicator has been updated, based on the report that was received in July 2016 reporting the results of the first round of the monitoring program (which took place in December 2015-January 2016). The second and third round are currently ongoing.
