This will be achieved through piloting a system for results-oriented engagement on priority IDA supported economic development programs. The AUC team missed the deadline for inclusion of the approved grant into the 2013 budget and had to wait for 2014 budget approval.s Although, now the 2014 Page 1 of 3 The World Bank Report No: ISR15661 budget has provision of accessing this IDF grant, it has resulted in several months of delays in implementation. In addition, AUC management was slow in finalizing the institutional coordination arrangements. Since the IDF grant deals with RECS other institutional changes at the AUC also affected its smooth start up. (e.g. the inter-institutional coordination responsibility was transfered from a unit under the economic affairs department to the office of the chairperson which resulted in the change in technical counterparts for the Bank's team) Public Disclosure Copy Since early 2014 AUC has assigned a senior coordinator under the leadership of the AUC Chief of Staff and outlined technical staff to undertake procurement and financial management for the IDF. Based on the senior management attention and technical work of the last months, the following tasks have been advanced: (i) Consultations for the diagnostics for results oriented engagement between the AUC and Regional Economic Communities (RECs) has been started and initial meetings have been carried out at the AUC headquarters with RECs liaison offices in Addis Ababa. (ii) Mapping the roles and responsibilities of the main RECs—e.g. East African Community (EAC), Economic Community of West African States (ECOWAS)—is in progress. The former head of the South African Development Community (SADC) has been hired to undertake this task. (iii) The AUC organized its first technical meeting with RECs in February 2014, to exchange views on their coordination challenges. Effort are underway to scale up implementation tasks after the Malabo summit. The project was also successful in opening the designated account and receive an advance of US $150,000. The PP has been prepared and will be updated in fall 2014. Now that the AUC budget has allocation for this grant the pace of implementation is expected to pick up. Till such time this does not reach satisfactory disbursement levels, the implementation rating will be classified as moderately unsatisfactory. Field visit is planned for September 2014 to take stock of the ongoing work and make adjustments to PP as needed. Restructuring History There has been no restructuring to date.
