The additional financing was approved by the Board of Directors on June 10, 2010 and the legal documents were signed on July 27 2010. The deadline for effectiveness has been postponed, at the request of the Djibouti Government, to March 25 2011. Page 1 of 5 The World Bank Report No: ISR2014 The infrastructure component has made significant progress by completing the construction and equipment of the CDC. The bidding documents for the five roads to be rehabilitated Public Disclosure Copy in the neighborhood and for the social and recreation centers were reviewed and discussed extensively. An agreement was reached on the few modifications needed and the no objection for the first of the bidding documents was given on October 20, 2010. The mission made a presentation of the landscape architecture consultancy that took place in June 2010. The necessary specifications to include the hardware (benches, alleys, terraces) elements of the proposal, were included in the bidding document for the construction of the social and recreation centers. The planting elements and their maintenance will be the object of a separate bidding document. A showroom to exhibit different sanitation alternatives for the neighborhood residents was constructed as well and is currently in use. The activities of the social component continue implementation with success, most notably the literacy campaign, capacity building for community associations, and the setting up of an ADDS decentralized office directly in the Boulaos District for closer monitoring of community development activities. The international consultants who are studying the solid waste collection problems of the neighborhood completed a second report, which was discussed at length with stakeholders. Several options for a pilot to improve collection were presented and one of them selected. The mission has asked the consultants to complete the report by giving additional information regarding the selected option, most notably, the listing and costing of the detailed soft activities to undertake and to provide indicative TORs for the preparatory studies. Regarding the third component, the integrated management system is under implementation and training of all ADDS units took place in October 2010. The mission made a presentation on international experience with master plans. The problems identified by the mission were: (i) the community development center started operating several months after its inauguration even though its construction and equipment were complete, due to leadership problems among community leaders; (ii) the site that had been selected for the construction of the health center will not be available as was envisaged during the preparation of the additional finance; and (iii) drainage works had not been explicitly planned in synchrony with road rehabilitation. These problems were highlighted to the government and some issues have already been addressed like the operation of the community center (started operations in November 2010). Given that the project's environmental category was changed from C to B, the mission made a thorough review of the environmental aspects of the project. Very specific and concrete recommendations were made in terms of: (i) improving the quality of the the environmental study and the ADDS environmental manual; (ii) disseminate these studies within ADDS; (iii) verify compliance with national regulations; (iv) preparation and follow-up of a mitigation plan; and (v) inclusion of security measures for the construction sites in the bidding documents for road rehabilitation; and (vi) special measures to consider for the biomedical waste to be generated by the health center. The team will continue following-up on these measures.
