For example, a projects operation manual and a Grievance Redress Mechanism (GRM) have been developed by the government and validated by the World Bank. A design and supervision architectural firm is being recruited. The PIU has also selected social and environmental safeguard specialists and infrastructure engineer to support the works but haven’t been recruited yet. The project is helping improve the National Statistical System functions. After a series of evaluations on the NSS’s institutional, organizational and functional capacity, fourteen procedural manuals on data production and dissemination standards have been developed and validated for the different National Statistical System members including education, health and gender ministries. Two consultants are under recruitment process to support the reform and trainings of the modernization of the CASP. The project has also continued supporting 24 students to study statistics in regional statistical schools. Thirteen are in Yaoundes Insitut Sous-regionale de Statistique et d’economi Appliquee (ISSEA); six in Yaoundes Institut de Formation et De Recherche Demographique (IFORD); two in Abidjan’s Ecole Nationale Superieure de statistique et d’economie appliquee (ENSEA); two in Dakar’s Ecole Nationale de la Statistique et de l’Analyse Economique (ENSAE); and one student at the Ecole Polytechnique Houphouet Boigny. Component 2 : Improving the Production, Dissemination and Use of Statistics PSTAT has continued supporting: the collection of Consumer Price Index in the cities of Brazzaville, pointe-Noire, Dolisie, Ouesso and Owando to extend the Harmonized Index of Consumer Prices (HICP) to a national level; a permanent system of collecting and publishing external trade statistics; and the start of workshop preparation to finalize nomenclature of activities and products of Congo. Dissemination activities are ongoing but with a slower pace. Even though communication activities remain a challenge for the Enterprise Census activities, they have progressed. A communications consulting firm has been hired and is working with INS staff on the field. The website development is ongoing with plans to finalize and launch it by July 2019. 5th Population and Housing Census: Preparatory activities for the 5th Population and Housing Census are ongoing. The project supported the evaluation of the pilot Census along with three UNFPA recruited international consultants. The evaluation focused on: the benefits and constraints of Census digitization; and the quality assurance of the overall process of the project. There is strong support by the consultants and the Project to quality assurance of the Census. Enterprise Census: The project supported the training of enumerators throughout the country and data collection has already started. Activities are ongoing even though issues compromising quality have been observed. These included weak monitoring and evaluation, inconsistencies in data collection, weak implementation of communication strategy and weak project financial management. A supervision team has been assigned to identify these challenges so as to make the process better. Agricultural Survey: PSTAT organized a meeting with all agricultural statistics producers in the RoC. These included the Ministry of Agriculture, livestock and fishery (Ministere de l’agriculture, de l’elevage et de la peche); Food and Agriculture Organization (FAO); and the World Bank’s Agricultural Development Project (PDAC) project. The meeting aimed to: consolidate and streamline agricultural survey methodologies; define the organization and financing of agricultural surveys in the future and furthermore, it highlighted the works done by PSTAT , PDAC and FAO who are all supporting the Ministry of Agriculture in its statistical production. In this meeting it has been agreed that FAO’s Permanent Integrated System of Agricultural Statistics (SPISA) Project, a continuation of activities under RGA, will be supported by the World Bank’s PSTAT and the Agricultural Development Project (Projet d'Appui au Développement de l'Agriculture Commerciale (PDAC)). A Memorandum of Understanding has been drafted for this support and the World Banks team from PSTAT and PDAC will be discussing on the technical role PSTAT will undertake for this activity.
